Six months on from the Royal Commission of Inquiry in the Christchurch mosque terror attacks, Kitteridge wants to have a public campaign, akin to that of the Covid-19 pandemic, to talk about the possible "technology-privacy trade off" and unite New Zealanders behind national security threats.

"The world is certainly changing very fast and it is a challenge to keep up," she said, in a rare interview with Stuff.

"Covid-19 is shaking things up geopolitically, and that will have consequences for New Zealand, she said. "I am not sure exactly what they will be yet."

State intelligence threats

Foreign interference was an "enduring, existential" threat, she said. According to the internal review, foreign spying takes up half of the agency's investigative capability. Nine of the top 20 investigations were "state intelligence threats", the top two being counter-terrorism threats.
