It is believed the culprit entered the backyard of the Abercarn Avenue property before approaching rescue dog Toby.

"A widowed woman went out into her yard and found the dog deceased," he said.

"This is a terrible crime; the dog died in a very distressed way."

Duct-tape was applied to the entire head of the Staffy cross, causing it to suffocate.

Detective Sergeant Griffiths said Toby was "basically a refugee from the Lort Smith animal hospital and the woman had the dog for about five years."

"This is just a horrible, horrible offence," he said.

"We believe it's a random attack. What's a dog done to someone?"

The dog's owner, a 71-year-old woman, was too distressed to speak.

Police have been liaising with Hume Council and there's never been any complaints about the dog.

Duct-tape was applied to the entire head of the Staffy cross, causing it to suffocate.

Detective Senior Constable Lee Barton branded it a despicable act.

"Toby was a nine-year-old rescue dog and described as very friendly in nature," he said.

"This incident has understandably caused the owner great distress and we would like to find the person responsible as soon as possible."

Methamphetamine is being doled out to North Korean construction workers in a bid to speed up progress on a skyscraper in the capital city of Pyongyang, according to reports.

Project managers are dispensing the stimulant known as crystal meth or "ice" to builders, as pressure to complete a 70-storey apartment block mounts, a North Korean source has alleged.

"Project managers are now openly providing drugs to construction workers so that they will work faster," the source told Radio Free Asia.

"Project managers at a building site in North Korea's capital Pyongyang are openly supplying their exhausted work force with powerful methamphetamines called 'ice'. [They] are undergoing terrible sufferings in their work."

Hundreds of thousands of construction workers are believed to be working on the skyscraper, which forms part of a 60-building development on Pyongyang's Ryomyung Street.


Their bloody government makes the drug and then .. it finds it's way to Australia to "white ant our people".

Murderer of sex worker Ting Fang jailed for 25 years for 'brutal' attack with stiletto, razor blade




Ting Fang was found murdered on New Year's Day


A man who murdered a Sydney sex worker in an Adelaide hotel by beating her with her stiletto and slashing her throat with a razor blade has been jailed for at least 25 years.

Ting Fang was murdered in a Hindley Street hotel room in the early hours of New Year's Day last year.

The Supreme Court heard she had travelled from Sydney to Adelaide to work for an escort agency.

A jury found 29-year-old Chungaung Piao guilty of her murder.

The court heard Piao used one of Ms Fang's stilettos to strike her head and also slashed her throat with a razor blade.

Justice David Lovell described the murder as senseless.

"This was a vicious and senseless crime," he said.

"A young lady who did you no harm was senselessly murdered."

Justice Lovell said Piao's actions, including his refusal to put submissions to the court during his pre-sentencing hearing and his refusal to accept the jury's verdict, demonstrated a lack of remorse.


"You have shown no contrition or remorse for your actions and you clearly told a number of lies to police during the course of interviews," he said.

Justice Lovell said although the motive for the murder may never be known, he found it likely it was part of a robbery as Piao had taken money from his victim.

The court heard Piao did not have enough money to pay Ms Fang and his bank accounts were overdrawn.





"At the time you committed the murder it appears you were increasingly desperate for money," Justice Lovell said.

"Although I do accept that there is no evidence the crime you committed was premeditated.

"The murder was opportunistic and brutal."

Piao stared at the floor during the hearing as he was given a life sentence with a non-parole period of 25 years.

Ms Fang's brother flew from Sydney to attend the sentencing hearing and watched from the public gallery.

The court heard no victim impact statement was provided from Ms Fang's family because they found it too hard to put their loss into words.

HE IS certainly not the picture of a gang member.

He's an average looking man who probably wouldn't scare you if you saw him walking down the street.

But he is wanted by police over a carjacking that is believed to be linked to the Apex gang.

This man does not fit the profile of the usual Apex gang members, with a Salvation Army officer with knowledge of the gang telling news.com.au they predominantly hailed from eastern Africa and the Middle East.

Police wish to speak to this man in relation to a carjacking in Malvern, in Melbourne's southeast, on June 22.

The victim was driving east on Wattletree Road in his 2015 Audi sedan about 2.15am and as he slowed for traffic lights and approached the intersection of Glenferrie Road, his car was nudged from behind.

Police said the victim, a 23-year-old man from Burwood, in Melbourne's east, pulled up to inspect the damage on his car and a BMW parked in front of him.

As the victim got out of the car a man got out of the front passenger seat of the BMW and demanded the victim to hand over his keys.

Police said the victim hesitated and the man pulled a crow bar out from underneath his clothes and hit the victim in the chest.

The 23-year-old then handed over his keys and was left deserted on the side of the road as the man raced off in his Audi.



The Audi was later found burnt out on King William Street in Broadmeadows, in Melbourne's north, on July 10.

The man is caucasian with a solid build, double chin and wearing a dark hoodie.

Earlier this year AAP reported Melbourne's rich suburbs were being hit by violent teen gangs who were stealing cars and invading homes.

Victoria Police Assistant Commissioner Bob Hill said the increase in carjackings and aggravated burglaries was because of increased car security, which made it harder for crims to hot-wire cars
