POLICE were forced to taser Ronald Kelly before arresting him in Driver. 
 
Kelly, 22, was arrested at a home in Widdup Cres, Driver, just after 7am Monday.

Detective Senior Sergeant Mark Stringer said Strike Force Trident detectives searched eight homes across Palmerston on Monday morning.

"When members attended the home on (Monday) morning, they saw a person lying on the couch with a female trying to cover him up," Sen-Sgt Stringer said.

"One of the members recognised him as Ronald Kelly and we forced entry ... he failed to follow police instructions and a taser was deployed."


He was restrained and arrested and will appear in Darwin Magistrates Court Tuesday morning to face the outstanding warrants.

Bedding was found in the ceiling cavity of the home, but no guns were found.

Sen-Sgt Stringer said Kelly would be interviewed about alleged unlawful entries, stolen cars and pursuits. Police were still potential charges for those allegedly hiding him.

Kelly had been on the run from police since evading them in a six-hour siege in Palmerston last month.

POLICE have stepped up their presence in Palmerston amid concerns of revenge attacks over the shooting death of Fabian Brock. 
 
Some residents noticed extra police activity on Saturday night in areas where people close to those involved spend time, but officers found no serious trouble.

A family source told the NT News the bad blood over the killing could be carried for "generations".*COON FEUD*[/color]

Police now believe people involved in a stabbing in Driver on Friday night, and a related car-ramming on Saturday, may be linked to the killing.

A 23-year-old man will appear in court today charged with aggravated assault, but no arrests have been made in relation to Mr Brock.


Police also confirmed they had information the shot that killed the 25-year-old father may not have been intended for him.

Detective Acting Superintendent Lee Morgan said police were not aware of any specific revenge threats and the increased presence in Palmerston was precautionary.







   
"With an incident such as this in a close-knit community where people are well known to each other there is always a concern of retribution," Supt Morgan said.

"I'd encourage people if they are seeking retribution, don't take the law into your own hands. If you have information that's going to be of use to police, contact us and let us deal with it."

Mr Brock was driving on Union Tce in Wagaman with at least one passenger when he was shot at close range with a shotgun at about 2.30am on Saturday.

Supt Morgan said police believed another car was involved but he could not confirm if the blast came from inside Mr Brock's car or outside.

He said there were "a number" of people of interest and fugitive Ronald Kelly, who has been on the run since May 25 and is believed to be armed, was not one of them.

POLICE have seized a cache of weapons as they move to quell growing unrest between rival groups *BOONG TRIBES*in the aftermath of Saturday's callous drive-by shooting of young father Fabian Brock. 
 
A silver Holden Commodore with a spray from a shotgun blast on the driver's side was also seized by police during the operation in Driver.

Two men were arrested in the raid after what's believed to have been a revenge attack following Mr Brock's death from an apparent shotgun blast.

Detective Acting Superintendent Lee Morgan said last night's arrests were not directly related to the killing of Mr Brock.



"This has been a planned operation in response to people taking the law into their hands," he said.

"Some people have decided to act of their own accord. They've sought retribution, we've been made aware of that and we've acted accordingly."







   Cornwallis Circuit in Driver was in full lockdown yesterday evening as police, including TRG officers, raided a house where the two men were arrested.

Supt Morgan said while the arrested men were likely to be questioned on what they might know about the circumstances surrounding the death of Mr Brock, neither was considered a suspect.

He said it was the "actions" of the men since Saturday that police were interested in.

It's understood police have yet to question anyone directly about the shooting of Mr Brock, who died at wheel of his car after he was shot on Union Terrace, Anula, about 2.30am on Saturday.

Supt Morgan yesterday refused to go into any detail about who police were likely to interview about Mr Brock's death.

"I won't go into specifics but as I have said previously we believe there may be a connection in relation to the stabbing that occurred a few days ago and the same people may be involved in the death of Fabian Brock," he said.

A man appeared in Darwin Magistrates Court yesterday in relation to an alleged stabbing at Mahony Circuit, Driver, on Thursday night.



Police have alleged the Mahony Circuit incident was related to the deliberate ramming of a vehicle in Palmerston on Saturday.

The man was arrested in a police raid on a house at Edelsten Rd, Giraween, on Saturday afternoon.

He appeared in court yesterday charged with aggravated assault, making a threat to kill someone and being armed with an offensive weapon.

The matter was adjourned until July 27 with the man remanded in custody.

Supt Morgan refused to discuss whether weapons had been used by the men arrested yesterday in the Driver operation, saying police may be in a position to release more detail in coming days on what the arrested men are alleged to have done.


Supt Morgan warned that police would not hesitate to act if they received further information about revenge attacks related to the killing of Mr Brock.

16-YEAR-OLD Liam Whitehurst has been arrested two days after he broke out of Don Dale Youth Detention Centre. 
 
NT police officers found the boy asleep on a trampoline in the backyard of a Moulden property shortly before 7am on Wednesday.

Charges are yet to be laid.

The arrest comes a day after police said Liam may need medical attention as he may have been badly cut during his escape while scaling the barbed wire fences.


"He's found his way out onto the roof, jumped down, and run to the two perimeter fences and using a blanket has managed to climb up one of the poles supporting the razor wire and climb over and has absconded," Detective Senior Sergeant Mark Stringer told reporters on Tuesday.

"We believe the escapee has cut himself quite badly when he scaled the perimeter fences, he probably needs medical attention." He warned family and friends of the teen that harbouring a fugitive is a criminal offence.

It was his second escape from custody in two months, after he kicked his way out of a corrections van in April.

RONALD Kelly has appeared in the Darwin Magistrates Court charged with 24 offences including arson. 

A DARWIN magistrate has ordered two youthsDirty boong kids be remanded in adult jail for the next 15 days. 
 
Magistrate Elizabeth Morris said she only agreed to enforce the Crown's application because it was for a "finite period" and a planned schedule of services would be provided to the boys during that time.

Ms Morris said she would be "unlikely to extend the order" unless the youths received the services highlighted in the plan.

The boys — who cannot be named — are yet to be sentenced.

They will return to court on June 30, one day before the order expires.


On Tuesday, the court heard the pair have been in lockdown for upwards of 17 hours a day in the adult jail, since June 2.

Prosecutor Sally Ozolins told Magistrate Elizabeth Morris until critical upgrades to the high security C Block had finished, Don Dale was "not an appropriate environment" for the 16-year-old boys.


Don Dale Acting Superintendent Victor Williams and security adviser Kevin Cooper gave evidence in court that the facility was unsuitable.

They referred to infrastructure problems and the boys' continued attempts to break out as the primary reasons for keeping them at Holtze.

The Youth Justice Court heard the boys were being supervised at the adult jail by three youth justice officers.

Defence lawyer for one of the detainees, Helena Blundell, said it was "absurd that if that level of supervision is available at the prison, it can't be transferred back to Don Dale".

Ms Blundell said the problem with the centre wasn't the infrastructure, it was a lack of human systems, proper training and "really poor" communication.


 
Defence lawyer Laura McDonough said she may apply for bail on behalf of her client but needed more time.

Magistrate Elizabeth Morris asked her to make in the application in the next 30 minutes.

"There's an issue in relation to Mr Kelly in the cells," she said.

"He is under high-risk status."

Ms Morris said there were 26 people already in the court cells, with another 10 on the way.

"It will become very difficult for Mr Kelly and everyone else so we have to get people through the cells," she said.

A HEALTH practitioner working in a remote clinic who was caught at Darwin airport in possession of marijuana has kept her job. 
 
The woman, who remains employed as an Aboriginal and Torres Strait Islander health practitioner, faced court in April, where she received a fine for cannabis possession.

Criminal charges do not necessarily breach employment conditions of the NT public service – depending on circumstances.

When asked if the health worker was still employed after being convicted on drug charges, Top End Health Service chief executive Michael Kalimnios said the service prided itself on upholding patient safety and quality standards.

"The supervisory arrangements in place for this employee meet AHPRA requirements and the employee's current duties are in line with these requirements," Mr Kalimnios said.


A registered nurse who used to work at the clinic said departmental managers had ignored concerns from staff for years.

"It sends a frightening message to remote health professionals across the Territory," the nurse said.

In March, the NT News reported that ­concerns were raised by numerous colleagues that a lack of supervision of the convicted woman's work practice and alleged drug use were placing ­patients' lives at risk.

At the time Mr Kalimnios said the department had protocols and guidelines it had to follow when any employee had been found to breach employment conditions, and that appropriate action would be taken.

Documents seen by the NT News revealed that a formal complaint about the worker filed with the Australian Health Practitioner Regulation Agency this year had raised issues regarding her "health, performance and ­conduct".

The registered nurse who filed the complaint with AHPRA said in it: "I reasonably believe the situation is sufficiently ­serious for immediate action ... to be taken in order to protect patients from Ms (name withheld)."

The document read: "(Name withheld) has frequently been seen at work practising under the influence of drugs, namely marijuana.''

A 30-YEAR-OLD man has been charged for aggravated assault after he allegedly struck a 19-year-old woman in the face.

Superintendent Daniel Bacon said the man allegedly struck the 19-year-old employee when he was asked to leave a business on Paterson Street in Tennant Creek at about 8pm on Saturday June 13.

"Police allege the offender then stuck the 19-year-old employee to the face before fleeing the scene," Supt Bacon said.

The man was arrested on Wednesday and charged with unlawfully cause serious harm and aggravated assault.

He was remanded in custody and will appear in Alice Springs Magistrates Court on Thursday.

A MAN facing multiple charges in the Northern Territory including break-and-enter, stealing and arson has lost a bid to have his name suppressed.

Ronald Kelly was arrested on Monday, three weeks after he allegedly broke into a Darwin home and stole six guns.

He is facing 29 charges including six counts of stealing, three counts of property damage, five counts of trespassing, four counts of unlawful entry, six driving offences including dangerous driving and driving while unlicensed, aggravated assault, and arson.



His lawyer argued there had been a high and unusual degree of media interest in his case, that reporting of the matter had been inaccurate and irrelevant, and that her client had been vilified on social media, with commentators calling him "scum" and saying "he should be shot".


Laura McDonough said Kelly was entitled to the presumption of innocence and that due to the attention a future jury could find it difficult to remain impartial.

She also said he had been unfairly linked to other high-profile crimes occurring over the same period in Darwin.

But prosecutor Ian Rowbottam told the Darwin Magistrates Court said that conducting the matter in public "is an essential part of Australian justice".

He said Ms McDonough was anticipating that contemporary reporting might prejudice possible future charges.



He said Kelly's own sisters created the publicity when they made pleas to the media for him to turn himself in to police after he escaped a five-hour siege and evaded capture for three weeks. He also said there was no evidence prejudicial information might be published in future, and that a judge could not control "the clamour of social media".


"He's not that famous," he said of Kelly.

Magistrate Elizabeth Morris agreed.

When balancing the principles of open justice against Kelly's right to a fair trial, she found that "the matter's risk is not such that it could not be cured if they did become an issue by a judge at a later date ... there's no actual prejudice ... so I decline to make an order." Kelly will next appear in court in August.

IN the crowded housing flats of Palmerston, dope moves fast and word even faster.

The homes clump into micro-towns of communal disadvantage and normalised dysfunction where boys and young men, mostly indigenous, stay with sometimes helpless, sometimes well-meaning or often times uncaring relatives.

Theirs is a subculture built on drugs, money and crime; shaped by the lyrics of American gangster rappers; loathed by the white northern suburb Darwin majority and understood only by their peers.

They exist outside their world as faces on news sites, sticking up their middle fingers, posing with knives and drugs on social media; they are the car thieves, inhuman, to be feared, despised and brought to justice

At least Facebook tells us so. Northern Territory Police's page even carried a conversation about using these boys for target practice until the comments were discovered and deleted.


Fabian Brock, 25, fell into this subculture and it cost his life. The killing has captured the public like few other Darwin tragedies because of its extreme violence, the sort of thing Darwinites read about happening in Western Sydney.

At 2.30 in the morning of Saturday, June 13, at the juncture of three northern suburbs a shotgun blast propelled the Darwin underworld to something more than knocking off cars and bottleshops.

A week on, police have a HiLux they believe was at the scene, but they don't have their killer or murder weapon. Bill*, a Palmerston man of 30 years with strong ties to prominent, and notorious, indigenous families says the crowd is rife with rumour and is getting restless.

"What's going to happen now, the family and the young blokes filled with testosterone and bad manners and everything, they're going to take the law into their own hands because they'll think the police aren't doing nothing about it," he says.

The night after Brock was killed, police allege Alfred Walker, 40, and Shayne Robert Mulhall, 33, visited a Palmerston home and threatened its occupants in an act of retribution over the killing.

Police arrested Mulhall on Monday afternoon at a home in Cornwallis Circuit in Gray, where residents abused police and heckled media.

Walker is still wanted for questioning.

Brock has been described as a "beautiful boy" and loving father to his toddler son. He is also the nephew of AFL legend Michael Long, who is understood to be deeply upset.

Police have confirmed there is information to suggest the shot that killed Brock at the wheel of his gold Toyota Camry may have been intended for someone else.

He was riding with at least two passengers. One of them is understood to be an enforcer who has made a name robbing drug homes of their money and stashes.

Police believe the killing was drug-related and may be linked to a stabbing the Thursday night before the shooting. Rodney Kenyon is charged with that offence and remains a person of interest in the Brock case.

Bill, who knew Brock well, says the killing was linked to crystal methamphetamine, known as ice.

"It's going to get worse before it gets better," he says.

"There's just too many houses which sell drugs in Palmerston. Every street's got one or two who sell dope and now ice is coming on to the scene. It's more easily available than marijuana. The dealers invest $8000-$10,000 and turn that into $40,000.

"That's a lot to party on, and they can make that in just a couple days. I know all the local families and all the kids and there are a lot of kids in this town who are dealing and living the lives of f***ing millionaires."

Hours before Brock's death, police had raided the home of his mother looking for Ronald Kelly, who had been wanted on a string of charges since miraculously slipping the police net in a six-hour siege on May 25 at a Gray unit block known as Sin City.

Police say they searched many homes for Kelly in the intervening days and reject any connection between the raid and the shooting.

Taking the police at their word, it is an example of the close networks at play, where through blood or marriage, there are few degrees of separation.

At Charles Darwin University on Monday night, Attorney-General John Elferink and new Children's Commissioner Colleen Gwynne led opposing sides to debate the question "Tough love is not required to manage youth crime in the NT".

Ironically, at the same time as the first speaker rose to the microphone, another teen was escaping Don Dale Youth Detention Centre. Corrections boss Ken Middlebrook was on the phone asking for details as the crowd shuffled out at the end of the night.

Ms Gwynne, arguing against "tough love", revealed the number of youth offenders — aged 10 to 19 — increased by 822 (51 per cent) from 2012-13 and 2013-14.

The young offender rates in 2013-14 were the highest in the country for both boys (10,735 per 100,000) and girls (3354 per 100,000).

Police crime statistics show Palmerston break-ins are up 66 per cent year on year and in Darwin it is 55 per cent.

Ms Gwynne broke these down further, revealing crime at the hands of 12-year-olds had increased 175 per cent on the same time last year, while crime from 17-year-olds had decreased 18 per cent.

Meanwhile, NAAJA chief executive Priscilla Collins says she is aware of kids as young as nine taking ice. She is an advocate for early intervention using case managers. "When a kid comes before the criminal justice system they don't come with one issue, they come with a cluster of issues," she says.

"I read the stuff on Facebook that the public are saying, but the public don't see there are two sides to the story. A lot of youths have a very disadvantaged upbringing and I'm not just talking about Aboriginal kids, I'm talking about kids in general.

"What we're doing in the Territory is just a lock 'em up approach and it's not working ... Take them out of the room, sit them down, talk to them about what the issue is and then work on it to address it. Because if you don't the behaviour won't change."

Bill says indigenous culture in any meaningful form has disappeared from most homes.

In its place is gang culture, exported directly from the US.

"These little gangs go about it to see who can do the most f***ing crime and get away with it," Bill says.

"But my heart bleeds for the little buggers, there's just nothing at Palmerston for the youth, except the YMCA. All these youth workers, they've got to create something for them after hours."

Aboriginal health organisation Danila Dilba is in the process of closing its Palmerston drop-in centre, where kids could go to be in a supportive environment and take a break from their lives.

Elferink has blamed passive welfare for much of the endemic dysfunction.

He says a third generation of young people have no role models and no structure. Detention then, be it jail for adults or Don Dale for boys, is "structure applied from the outside world".

He told the debate at CDU: "It is an act of love to say this is your boundary, this is your edge."

Northern Territory police were invited to participate in this story.

A GANG of balaclava-clad, rock-throwing youths – some aged as young as 12 – are terrorising elderly residents in a suburban Darwin street, the NT News has been told. 
 
One of the residents – 80-year-old Harlene Rozario – said a gang member, aged around 14 or 15 and wearing gloves and a balaclava, exposed his genitalia to her after she confronted him for throwing rocks at her front window earlier this week.

And Ms Rozario's son-in-law, Merv Taylor, says it's only a matter of time before one of the elderly residents in the small complex of Territory Housing units in Karama is seriously injured or killed defending themselves.

NT Police confirmed on Monday they were aware of the incidents and were conducting investigations and "actively engaging with the youth's families and local schools".
