As far as I know, America has no actual laws about what you can and cannot name your children. That means they cannot refuse the name without a long, dragged out court process in order to prove that you are an unfit parent.

The reason I say that is because in Australia, there are laws saying what you cannot name your child. Anzac is one. Also no rank or title. So no modern little Major Generals, no little Prince Charlies and no little Duke Nukems. Also, no names that the public servant happens to not like.
