THE decade-long prison sentence for a Melbourne teen jailed for a chilling Anzac Day terror plot is "manifestly inadequate", according to the Commonwealth Director of Public Prosecutions.

Hallam teen Sevdet Besim, 19, was sentenced to 10 years jail last month by the Supreme Court of Victoria after pleading guilty to one count of conspiring to do an act in preparation for or planning a terror act — a charge that carries a maximum sentence of life imprisonment.

The CDPP confirmed on Tuesday that they had lodged a Notice of Appeal in the matter — citing "public interest".

"Where the CDPP is of the view that the sentence imposed is manifestly inadequate and that such an appeal would be in the public interest, it will institute an appeal — as is in this case," a statement on the CDPP website says. The appeal against the sentence will be heard by the Victorian Court of Appeal at a date yet to be fixed.
Besim must serve at least seven-and-a-half years before he is eligible for parole.

When he was sentenced Police Minister Lisa Neville said the jail term was in line with police expectations.

A former high-profile multicultural leader and writer has argued that pleading guilty to child sex abuse was no reason for him to lose his job.

Joseph Wakim was sentenced to 20 months' jail in July for sexually penetrating a 13-year-old boy in the child's bedroom in Melbourne early on Boxing Day morning 2015.

Wakim, who was a church leader, a highly respected member of the Arab community, and a Fairfax Media columnist and author who received the Order of Australia for his work addressing racism, pleaded guilty to the abuse in Melbourne Magistrates Court on April 1. 

The Fair Work Commission has heard that it wasn't until April 5 that Wakim's bosses at Bluestar Global Logistics had the "head exploding moment" of learning about their national sales and marketing manager's crime from a media report.

Before then, Wakim had led his employer to believe he needed time off work because of a "traumatic incident" that had come to involve police, the commission heard. 

Bluestar ordered Wakim to stay home from work until further notice, which he protested, arguing that he had "been punished enough". The company fired him on May 4 and Wakim launched unfair dismissal proceedings the next day.

Appearing before the commission via video-link from the Hopkins Correctional Centre in Victoria last month, Wakim said there was no valid reason for his dismissal. He argued he was denied procedural fairness and sought 26 weeks' pay in compensation.

Despite describing his "guilt, shame, remorse, disgust" and disbelief over his crime during his trial, Wakim told the commission the sexual abuse was "non-deliberate", and therefore did not breach the company's code of conduct requiring that employees not "deliberately" do anything that would bring Bluestar into disrepute.

Fair Work Commission vice-president Adam Hatcher rejected this, saying that Wakim had intentionally tried to hide the facts of his crime from Bluestar, and pointing out that Wakim had plead guilty to it in court.

"It might be thought surprising that Mr Wakim advanced this submission given the emphasis he sought to place upon his remorse and acceptance of responsibility for his crime," Mr Hatcher said.

"But Mr Wakim appears simultaneously to have convinced himself that he is a victim of his own crime."

Mr Hatcher found the sacking was fair and dismissed Wakim's application.

In August, a 19-year-old man was walking past a vacant block on Scott St in Dandenong, Victoria about 7.30pm when five men of Middle Eastern appearance jumped out of a parked car and brutally attacked him.

One of the attackers said "this is Dandenong, welcome to Dandenong" and punched him in the face.

As the victim fell to the group, the group swarmed, kicking and stomping him until one of the men said to stop.

His jaw was smashed in two places and several of his teeth were knocked out during the brutal attack. The teen was left so badly beaten he required surgery on his jaw.
Detectives released an image of a silver Honda accord, possibly a 2000 or older model, which the men were believed to have jumped out of.

The men are described as aged between 17-25 years old, slim to medium build, with dark features and thick accents.

The convicted thug, 19, has been charged with several counts of sexual assault, as well as robbery and affray, over the incident at Cranbourne.

The Herald Sun understands several teenage associates are facing similar charges in the Children's Court.

The man is serving 18 months in a youth prison for a terrifying Rosanna home inva�sion during which an elderly man was assaulted and his wife was threatened with a knife.

Charge sheets released by Melbourne Magistrates' Court also describe in vile �detail the degrading abuse the girl, who is under 16, was allegedly subjected to in a separate attack on November 21, 2015.

The 19-year-old is also charged with stealing an iPhone and robbing property worth $5. Yesterday he pleaded guilty to a separate aggravated burglary in Brighton East, in which a man was bashed with weapons.

The man will face a plea hearing in the County Court later this month for the April 23 home invasion.

He pleaded guilty before magistrate Duncan Reynolds to trespassing, aggravated burglary, recklessly causing injury, retaining stolen goods, and stealing a $30,000 BMW X5.

He was armed with an �umbrella pole, while another of the gang — a known Apex member — wielded a hammer.

Members of the same group were involved in a similar raid in nearby Ormond in which a household of Chinese students were beaten and ordered to perform sex acts on each other.

In August County Court Judge Philip Misso locked the man up in Malmsbury Youth Justice Centre over the Rosanna home invasion on December 27 last year.

He and at least three child Apex members broke into an elderly couple's home at 2.45am and one assaulted a man, 70.

Another woke his wife, 64, while she lay in bed and stood over her with a large knife.

"Clearly an aggravated burglary is a nasty form of criminal conduct ... They feel unsafe in their home and neighbourhood. That is the ... unacceptable result of your and your co-offenders' offending," Judge Misso said at the time.

The man's alleged rape victim is set to give evidence during a two-day committal from November 17.

A Mentone man has been handed a Community Corrections Order for running over a senior constable and damaging two emergency service vehicles.

Fawad Raoofi, 28, was asleep and drug-affected in a Heatheron McDonald's car park in August 2015 when police approached to assist him.

CCTV footage captured him reverse into two emergency vehicles, before running down Senior Constable Luke Bolger.

Following a ten-month police investigation, Raoofi was handed a two-year Community Corrections Order in the Dandenong Magistrates Court today.

He pleaded guilty to four charges, including assault and theft of a motor vehicle.

Magistrate Tony Parsons took note of Raoofi's remorse and rehabilitation in his sentencing.

He was also handed a two-day ban on driving - a reduced time to allow him to drive his cancer-stricken mother to treatment.

"I don't think it's fair while you're making a contribution to your mother's welfare... that her life becomes any worse," Magistrate Parsons said.

Raoofi will undergo drug and alcohol treatment and regular mental health check-ups.

An ACT man has admitted imprisoning a woman for more than a week, repeatedly raping her, and forcing her to carve his name into her arm.

The 26-year-old has pleaded guilty to unlawfully confining his victim between February 17 and 25 last year.

He's also pleaded guilty to recklessly inflicting actual bodily harm and four counts of sexual intercourse without consent during that period.

In the ACT Supreme Court on Tuesday, crown prosecutor Sarah McMurray said the man had taken advantage of his victim's naivety, exerting dominance and control over a vulnerable woman.

Making her carve his name into her arm was a demonstration of that dominance, serving as a permanent reminder to the victim of what she had endured, Ms McMurray said.

"The breach of trust has left her ... finding it hard to trust people," the prosecutor told Justice John Burns.

Ms McMurray said the assaults were humiliating and degrading to the victim, calling for a sentence of imprisonment.

But she told the court the man's guilty plea had spared the victim from having to give evidence at an expensive trial which could have required interpreters and witnesses from overseas. 

The man will be sentenced on November 9.
