EIGHTEEN Vietnamese asylum seekers were recaptured after a mass breakout from a high-security detention centre in Darwin, and four men remain at large after a daring midnight escape.
The Immigration Department refused to comment on how the 18 men escaped from Northern Immigration Detention Centre on Friday night.
It was the second breakout from a Darwin facility in four days.
Spokesman Sandi Logan said immigration officials had demanded an explanation from security provider Serco.
"The department will commission a full independent review into the escapes," Mr Logan said.
"We want to know how this occurred and what steps need to be taken to avoid a repeat."
NT Police - who have ramped up the power to respond to immigration emergencies - had caught all of the men by about noon yesterday, as 21 Vietnamese detainees were taken from Darwin to Manus Island.
It is unknown whether the fear of offshore processing fuelled their peers' escape.
