AUTHORITIES are investigating if a Darwin teen found with a list of people he wanted to behead has a partner or partners still in the community. 
 
Territory Attorney-General John Elferink said he believes some of the people on the teen's hit list were public servants.

It is not known how many people were named.

He said "a full security assessment" was underway at Territory and Federal levels to ensure people on the list were safe.

The 16-year-old was first charged by Territory police on property offences, but the Australian Federal Police (AFP) subsequently became involved when it was discovered the boy had been visiting ISIS-related websites and had compiled the hit list.


Territory police have not yet revealed what the charges were for so it is unclear if the boy has been inside people's homes.

"I spoke to Federal Attorney General senator George Brandis last night as well as the Acting Federal Police Commissioner Mike Phelan to ensure that all communications in relation to anybody on that list was made available to the Northern Territory," Mr Elferink said.

THE closure of remote communities equates to the practice during settlement of herding Aboriginal people towards a poisoned waterhole, a rally for Indigenous rights in Darwin was told. 
 
More than 100 people rallied on Friday in the CBD to protest elements of the newly released white paper on northern development, saying proposed changes to native title laws would erode land rights, and arguing that Indigenous labor plans were unfair. "When you're talking about forcing closed these communities, herding people to the last waterhole and poisoning the water... this has happened before," Anthony Ah Kit told the crowd.

He said people living in remote communities were protected from some of the dangers and vices in towns and cities, and were some of the healthiest Indigenous people in the country.

The Northern Territory government is considering taking a one-off $155 million payment from the Commonwealth to take over the delivery of essential services to remote communities, but has so far said it wants to stimulate economic development in those communities rather than close them, as has been proposed in Western Australia.
