The Northern Territory's Police Commissioner has revealed plans to send a unit of camouflaged, specialised police with military-grade assault weapons to patrol Darwin and Alice Springs at night.

Commissioner Reece Kershaw said deploying the TRG was necessary to allay community concerns during the Christmas period, when crime was known to spike.

He said youth offenders were responsible for around 50 per cent of property break-ins, and the TRG would have equipment, such as night vision goggles, to monitor people "acting suspiciously".

"We've had information around Alice Springs of kids jumping onto roofs of hotels and stealing people's wallets and all sorts of things," Mr Kershaw said.

"[The TRG] will be there to act as surveillance, and what we call the night-time assessment team".

The announcement came a week to the day since a royal commission delivered its report on youth detention and child protection systems in the Northern Territory.

The report published damning findings about police over-arresting and over-charging children and youth.

A recommendation to raise the age of criminal responsibility from 10 to 12 years of age has so far been accepted by the NT Government "in principle".

Legal groups have called for an immediate moratorium on child arrests, but so far the Government has not provided a timeframe on when the recommendation would come into effect.

Decision to deploy TRG not based 'strictly on pure evidence'
Mr Kershaw said the core responsibility of police was to uphold law and order, and the royal commission's report had not changed that.

How did the system break so badly?

Growing detainee numbers, failing infrastructure, poor management, poor staff recruitment, a lack of training, a lack of oversight: By 2014 youth detention in the NT was in crisis.

He confirmed no procedural changes to police conduct had been made.

Another of the royal commission's findings was that public perceptions of youth crime in particular were not supported by data.

Mr Kershaw agreed his decision to deploy the TRG was not based "strictly on pure evidence".

"It's [based] on intelligence and information that the community give us," he said.

"For example, if someone says there's been a group of youths hanging around in an area — we may not have seen them — but we've got to validate that information.

"We know that our activity over this period in general does go up."

Some kids on street because of domestic violence
Mr Kershaw said some children and young people were out on the streets at night because they were fleeing unsafe homes.

"We'd rather prevent crime before it occurs, and some of these kids are out on the streets because of things like domestic violence," he said.
"We know that because of studies of repeat young offenders and some of their history.

"We're going to be working with Territory Families and other agencies and NGOs to answer how do we provide that safe place for these kids to go to, and keep them on the right path."

Asked whether TRG officers would be approaching children as young as 10 while camouflaged and carrying assault weapons, Mr Kershaw said it was up the response group to determine how they conducted their operation.

"At the moment, we're bringing these children and youth before the courts, and nothing has come to me to say we're breaking the law — we're here to uphold and maintain social order," he said.

"We give them the task, and how they deliver that is up to them.

"They're there, making sure they identify those offenders."

FRUSTRATED business owners believe control of the streets has been lost and regaining it will be a massive challenge.

Businessmen John Anictomatis and Jason Hanna both said they have had enough of the crime which has plagued them this year while Opposition Leader Gary Higgins blamed the Gunner Government for "failing to manage law and order."

"Territorians and businesses are sick of being the target of crime, with no end in sight," Mr Higgins said. "It is crystal clear that this government is incapable of keeping Territorians safe.

"This government has failed to drive down crime rates, failed to increase the amount of police officers in the Northern Territory, and failed to deliver a solution to worsening crime which directly attacks Territorians and their properties, day after day.

"The summer crime wave, which should be resolved proactively with a whole of government and inter-agency approach has clearly stumped the government, just as it did last year."

Mr Anictomatis, who spends $50,000 a year on security at his $18 million Palmerston mixed development, said in 62 years in Darwin he never thought he would give up on the city.

"We have to start holding the parents accountable," he said. "Most of the problems in my area are children aged 12 and 13 and now they want to increase the age for crime to 14."

Mr Hanna, whose parents' home was broken into last Wednesday and his own businesses have been broken into more than a dozen times this year racking up a $150,000 damages bill, said the community leaders had to stand up and take action.*Against:-stinking,dirty,Boong crooks!*

"We've lost control and we are losing more and more of it," he said. "We will be damned if we do try to fix it and damned if we don't."

NOTORIOUS teen crims Ezra Austral and Josiah Binsaris, along with a third teen, whose name is suppressed, have pleaded guilty to a long list of charges stemming from a three day Territory-wide crime spree in April.

The trio – who all have long criminal histories – appeared in the NT Supreme Court yesterday, where Crown Prosecutor Tami Grealy said Binsaris, now 18 and the third teen, now 17, broke out of Don Dale before stealing clothes, gin, knives and .308 bullets from a house in Knuckey Lagoon.

All three made their way south in a series of stolen cars until being arrested on April 8.

The victims include innocent motorists as far afield as Katherine and Tennant Creek, one of whom Binsaris shoved out of a moving car.

Binsaris and Austral were arrested near Adelaide River following a high speed chase, which put frontline police officers at risk of serious injury.

Lawyers for all three teens asked Justice Anthony Graham to have their clients take part in a face-to-face pre-sentence conference with one of the victims, designed to help their rehabilitation.

But Justice Graham declined to do so, saying the crime spree was too serious for any report that could come out of the conference to be useful.


"Certainly, rehabilitation will need to be an issue ... but I would have thought, when one looks at the antecedents of these youths, which involve long criminal histories, and when one hears the seriousness of the offences, these are offences where general deterrence (sending a message to others) and punishment will play a role," he said.

"The three offenders have come before the court, the ­Supreme Court, at least partly because of the serious nature of the charges.

"Members of the public's lives were put at risk by the conduct of these young men."

Crystal Triggs, for Binsaris, applied for Justice Graham to recuse himself because he sat an a Court of Appeal panel where saw material which, she said, might have left the judge with a poor impression of her client, who has a long history of violence, jail escapes and property offending. Barrister Lyma Nguyen, for Austral, now 19, said her client has "been in and out of jail all of his youth".

She said conditions in Don Dale were "not conducive" to rehabilitation. The name of the third teen was last night suppressed, in chambers, for reasons which were not disclosed by the court. Justice Graham remanded Austral and Binsaris and sent the other teen back to Don Dale until January 11, when sentencing proceedings are set to continue.

A MAN was last night fighting for his life after allegedly being stabbed in the head and chest several times outside a fast-food burger chain restaurant in Alice Springs.

Blood stains marked the concrete footpath outside Hungry Jack's in Schwarz Cres at the scene of the alleged attack where the man, 27, was found by police early yesterday morning.

He was in the hands of doctors undergoing emergency surgery hours later and arrived at Alice Springs Hospital in a critical but stable condition.

Police believe there could have been potentially dozens of witnesses to the attack and called for them to come forward.

statisticly,In Alice Springs you have more chance of getting knifed by a boong than any other dangerous country.
