Extract: NT FIRST MINISTER Adam Giles accused the ABC of deliberately timing the broadcast of the episode on the Don Dale centre ahead of the August 27 poll, and told Sky News yesterday that it was intended to give the Labor opposition "a leg-up".

Mr Giles said the program "put a target on the back of myself and my colleagues and those in the corrections industry".

"I've been particularly targeted, I've had death threats, other colleagues of mine have had death threats over a report of something that was done six years ago," he said.

"I've stood up and said we take responsibility for what happened before I was even in government and we're doing that and we're providing change, working with the federal government on the royal commission, but I don't think it's wrong to point out the timing of the show that's gone to air." He said the program had stirred up racial tensions in the NT, a jurisdiction where over 85 per cent of adult prisoners and about 98 per cent of juvenile detainees are indigenous.

"I think this needs to be put into context, I don't think it's fair, I don't think it's reasonable," he said, adding that his government had been trying to find a balance between the indigenous and non-indigenous communities. "And to see an episode such as that now stir up racial divide in the NT, I think it's appalling, I think it's racist and I'm absolutely disgusted with what they've done."

Four Corners executive producer Sally Neighbour tweeted: "Adam Giles' claim is false, outrageous and desperate."

ONE of the boys featured in last month's Four Corners investigation into the treatment of children in detention was caught allegedly using a stolen car less than a week before the episode went to air.

The now 19-year-old, who is on remand in Darwin Prison, faced Darwin Local Court yesterday for a brief mention on two matters.

In total he is facing 13 charges including three counts of aggravated unlawful use of a motor vehicle, three counts of driving unlicensed and one count of endangering the occupants of a vehicle.

Judge Alan Woodcock adjourned the matter for a preliminary examination mention on October 12.

He will appear by video link on that occasion and on at another mention on September 7

The NT News understands the alleged offences date from June 24 and July 19.

The Four Corners episode aired six days after the second alleged offence, on July 2

CHIEF Minister Adam Giles says he will make a formal complaint to the ABC about its "one-sided, biased opinion piece" episode on Darwin's Don Dale youth detention centre.

Mr Giles was quick to support the announcement three weeks ago of a royal commission into the abuses committed against youth inmates at the centre between 2010 and 2015, but over the past week has attacked the show for what he says is biased and racist reporting that was deliberately timed for broadcast in the lead-up to an election campaign.

The NT goes to the polls in 12 days, on August 27, and the ruling Country Liberals have been tipped to lose government. Yesterday, Mr Giles said he would make a formal complaint to the ABC.

"I think what they've done in political bias to support NT Labor is unconscionable ... but knowing Four Corners and the ABC I don't think anything will come from it," he said.

The government had instituted many changes since the incidents shown in the footage, he said, such as improving staff training and giving the children's commissioner greater access to the centre, but says none of that was reflected in the program. "It's unlike a politician to bag out a particular program and a particular broadcaster and it's not with faint praise that I stand up and do that," Mr Giles said.

The program was an insult to the hardworking people in youth detention, corrections, police and nursing, he said.

AN astonishing letter from the ABC proves it knowingly left out critical information when suggesting the Northern Territory Government tortured children in detention.

The letter, from Four Corners reporter Caro Meldrum-Hanna, shows the ABC misled a key interviewee about what it planned to report and praised prison reforms it then didn't mention on air.

The letter also confirms Prime Minister Malcolm Turnbull was a fool to let the Four Corners report panic him into calling a royal commission only 10 hours later.

The ABC failed to tell viewers the hood was a mesh to stop him spitting on guards, as he'd done hundreds of times. And it failed to give a true picture of Voller's background.

It glossed over the threat he posed, claiming: "Voller has been in and out of juvenile detention since he was 11 years old for car theft, robberies and, more recently, assault."

False. The ABC failed to tell viewers that Voller's first convictions for assault actually dated back seven years and that of his more than 50 convictions, 23 were for assault or other attempts to hurt people, often police and warders.

There was much more the ABC also did not tell. It had shown another confronting scene of Voller being wrestled to a mattress by guards, but did not tell viewers that one guard had been charged with using undue force and been twice cleared, once the courts was told the context.

Nor did the ABC tell viewers that this incident — presented as an attack, of a kind still continuing — actually occurred six years ago, under a Labor government.

Crucially, as former Victorian premier Jeff Kennett detailed, the ABC also did not tell viewers that the current CLP Government had recently spent more than $20 million on reforming juvenile detention and had appointed a new Corrections Commissioner to oversee the changes.

Instead, Four Corners presented the CLP Government as a torturer and its Attorney-General and then corrections minister, John Elferink, as a Harley-riding cowboy blind to the abuse under his nose.

But now comes Meldrum-Hanna's letter — and now we know how brazenly the ABC worked to make this report so savagely one-sided.

The letter lists many reforming initiatives — again, not mentioned in the Four Corners report — including "Sentenced to a Job, in-prison education programs, reducing reoffending rates, restraining the growth of prisoners ... barbecues being planned in Don Dale to teach the juveniles about cooking ... child protection reviews ... and a new Corrections Commissioner appointed".

It also acknowledged that the detained juveniles had been moved out of the old prison later shown in the most damning Four Corners footage. Gushed Meldrum-Hanna to Elferink, who had overseen these reforms: "Minister Elferink, this is a significant legacy. It is also your legacy."

So the ABC knew. It knew huge reforms had been made to juvenile justice, yet the program that Turnbull and hundreds of thousands of Australians watched suggested the exact opposite.

Extract: WALEED Aly has expressed dismay over Australia's willingness to accept black deaths in custody.

He says "Black Lives Matter" overseas, but Australia is "not at a point where we can fully accept that".

The Project host used Friday night's editorial to tackle the huge number of Aboriginal and Torres Strait Islanders being locked up in Australian prisons and the tragic deaths we accept as a normal part of that process.

"I learned in school that the last person to receive the death penalty in Australia was Ronald Ryan, hanged in 1967," Aly said.

"But the truth is, we still have the death penalty. Clearly death is still a penalty we're OK with in this country. As long as, one, the person dying is indigenous, and two, their carers don't illegally murder them outright.

"The difference is, we don't even need their deaths to be signed off by a court anymore. And rather than their crimes being something serious like murder, sometimes the crime for which they're dying is failing to pay some fines.

"Or maybe they've not even committed a crime at all. They've just been detained for their own safety. And this is a penalty we've administered almost 400 times in the last 25 years."

Of those locked up in Australian prisons, 28 per cent are indigenous. That's despite indigenous Australians making up only 2 per cent of the Australian population.

That means the likelihood of being locked up is 13 times higher for indigenous Australians than for non-indigenous Australians.

"In other parts of the world right now, people are protesting that black lives matter. Clearly we're not at a point where we can fully accept that."

"But what I want to ask you is, now knowing everything I've just told you, do black deaths matter? I really hope the answer is yes."

Aly is calling on the national rollout of a Custody Notification Service, otherwise known as the CNS. It is a notification service that alerts Aboriginal Legal Services that an Aboriginal person is in custody.
