In regard to the recent exposure of the so-called torture of young offenders in the Northern Territory juvenile detention centres, I don't think I have ever seen such an unprecedented over-reaction during all my years working in the criminal justice system.

After more than 33 years working in both adult and juvenile corrections I feel I am qualified to present an informed opinion on this situation.

The ABC "Four Corners" program a few nights ago showed just a few seconds of edited footage which has now resulted in politicians from all over the country jumping on the bandwagon and declaring years of torture and cover-up in the management of juveniles offenders in the NT.

As evidence of this "torture" the ABC presented an image of a detainee in a chair with a hood over his head and proclaimed this is the way prisoners of war are treated, not kids.

I'm sorry, but through my experienced eyes I see a juvenile offender, who has obviously been acting out, being provided time out, restrained in an approved chair, with an approved "spit hood" covering his head.

Please don't misunderstand me, I would never condone the use of excessive force and a couple of incidents shown on video would suggest that staff may have crossed the line and gone too far on those occasions.

But that said, force must be used in certain instances within adult and juvenile correctional centres, that is a fact of life. These juveniles are not locked up for stealing lollies from the local corner store. By the time they are actually incarcerated they have been given every possible chance by the courts.

I find it somewhat ironic that society demands of our governments and the judiciary that both adults and juveniles that commit extremely serious crimes receive the maximum penalty available. Our politicians respond to these requests and talk tough in the process and vow to protect the community by ensuring the offenders are put behind bars for as long as possible.

Yet, when those same offenders, when incarcerated, choose to behave in the same manner that resulted in their imprisonment by kicking, punching and spitting on gaol staff, politicians want to become all self-righteous when prison staff are forced to address that behaviour within the limited means available.

The policies and procedure relating to the use of force with gaols and detention centres are very specific in nature. They are also very restrictive in the amount of force that can be used, particularly when it come to juveniles.

There are approved levels of force and permission must be gained from the relevant authority as the level of force to be used increases. Departmental heads have approved those policies and politicians are aware of them, however, it appears now right now everyone in authority is ducking for cover leaving officers on the ground to assume the responsibility.

Correctional centres and juvenile detention centres, by their very nature, are dangerous places to work. Everyday staff are abused and quite often assaulted by those that are housed within. The work the officers perform is difficult and demanding.

When it comes to the management of young offenders, I have found some of the most compassionate people work in these centres. Officers trying their best to manage these offenders are often dealing with the consequences of young offenders who have absolutely no respect for the law. By the time the offender reaches a point where a magistrate decides incarceration is the only answer the damage is well and truly done.

In my opinion what is happening now is completely unfair to those staff tasked with managing young offenders.

There is another side to this story. A side that I do not believe for a moment to be as sinister and as secretive as what certain people would have us believe. It should not require a royal commission to determine the full facts of this matter. A full investigation at a fraction of the cost, I believe, would achieve the same result. Talk about using a sledgehammer to crush a walnut.

Everyday we face incidents where inmates bite, spit, try to self harm, assault fellow inmates and officers, try to groom and manipulate offices within the system that's in place for our care of duty for the crims we look after. ABC next time you show footage of people being managed within our care tell the viewers why these people are being managed this way e,g self harmers, inmates assaulting staff,  inmates biting there lips and spitting blood on officers or refusing to follow simple directions from staff for there well being.

Candidate Defends Giving Guns to Niglet Crims

A COUNTRY Liberals candidate has defended his decision to post a video showing images of juvenile offenders and himself with a gun.

The video, which claims Drysdale candidate Ben Hosking is "tough on crime", was posted Wednesday, during the firestorm surrounding the alleged torture of juvenile detainees at the Don Dale centre. Mr Hosking said he had been working on the video for weeks and that it reflected "what the community has been telling me".

"People are fed up with people breaking into their homes and cars," he said. "I'm just showing my experience in the police force."

Mr Hosking added he is supportive of the Royal Commission's inquiry into abuses of juvenile offenders. The video, which has garnered over 2000 views, was approved by the CLP.

Director of CatholicCare NT Jane Lloyd said the video was in "poor taste" considering the abuse scandal.


"But more than that, it continues to perpetuate that attitude that young people need to be treated harshly," she said.

"It's a typical Country Liberals pre-election strategy, but to do it in the context of this week, is in poor taste. It seems inconsistent with the messaging Giles is trying to give out."

Black Criminals Who Committed Hate-Crimes Against White Australians Elevated to Hero Status by MSM

THEY are the five best mates of Dylan Voller, the boy pictured in a "spit hood and restraints" in Darwin's horrific Don Dale juvenile facility.

Voller and the five boys forged a friendship in the worst of circumstances, locked up as children in "appalling conditions" in adjoining cells in the infamous detention centre and deprived of access to light and water.

Voller, now aged almost 19 and older than most of the boys, has remained loyal to "my mates" as he serves a sentence in an adult prison for car theft and assault.

It can be revealed that the five young men are among the Northern Territory's "lost boys", all former juvenile inmates of Don Dale.

The five all escaped together from the facility in 2014 when they were boys aged between just 14 and 17 years old.

The following year, two of the group made another daring escape from the facility.
Then 48 hours later the pair spectacularly crashed back into the detention centre in a stolen car.

Territory youth workers have told news.com.au that some of the group are juveniles later described by NT Attorney-General John Elferink as "the worst of the worst" and "villains".

However Dylan Voller is taking the Northern Territory Government to court for unspecified damages over its treatment while juveniles in custody.

And he and some of the young friends he made in juvenile detention are set to be subject of a Royal Commission into the Territory's treatment of children in custody.

The Federal Government has appointed two new people to lead the commission after the initial appointee Justice Brian Martin resigned.

Justice Margaret White AO and Aboriginal and Torres Strait Island Social Justice Commissioner at the Human Rights Commission Mr Mick Gooda will now head the investigation.

One juvenile counsellor said that among Dylan Voller's five friends were young men "traumatised" by being in custody at the Don Dale centre and offenders who "had been locked up as adults and denied proper counselling".

Some of the young men were in the group that was tear-gassed inside Don Dale following an alleged riot.

The aftermath of the scene formed part of the ABC-TV program which made shocking revelations of the custodial treatment of NT aboriginal youth.
Images of Dylan Voller shackled and restrained in a chair and his head covered in a spit hood made headlines around the world.

After the boys were tear-gassed, the youngest was illegally taken to the adult prison, believed to be the Holtze facility in Darwin.

Mr Elferink described some of the youths being held in the adult Holtze facility as "villains".

The escape from Don Dale by Dylan Voller's five friends on August 2, 2014, allegedly led to their subsequent tear-gassing.
The boys escaped from the facility around 8pm. Three of them were recovered swiftly, with the youngest, aged 14, and one of the 15-year-olds being the last two returned to custody.

Following their recapture, the five boys were placed in the isolation wing of the prison for between 15 and 17 days, in what both children and staff later described as appalling and inhumane conditions.

Locked in their cells for almost 24 hours a day with no running water and little natural light, the boys were denied access to school and educational material.

Weeks later, the 14-year-old tried to break free from his cell. After 50 minutes, guards sprayed tear gas into the isolation unit, which included five other juveniles, exposing them to the gas for up to eight minutes.
In June the following year, six Don Dale inmates armed themselves with makeshift weapons and began trashing Don Dale's B-block as guards watched on.

After spending more than 20 minutes ransacking two accommodation units and the centre's education facility, five of the offenders forced their way onto the centre's roof.

Four of them then breached Don Dale's internal fence, with two members of Dylan Voller's group again escaping from the Don Dale centre.

The pair made it over the fence around 7.30pm on the Sunday night and stole a car to visit one of the boys' mothers in a Darwin suburb.

Less than 48 hours later, the two 16-year-olds returned, crashing back through the roller doors of Don Dale in their stolen Toyota Yaris.

TRG, Metropolitan Patrol Group and dog squad units arrested the two young men.

Dylan Voller has now launched court action seeking damages from the Government for injuries caused during his incarcerations.

UN's Sub-Human Excrement Denounces Australia's Treatment of Local Youth Pestilence

AUSTRALIA has received a dressing down from the United Nations over the Northern Territory juvenile detention abuse scandal.

The permanent forum on indigenous issues has denounced the "brutalising treatment" of Aboriginal and non-Aboriginal children at the Don Dale youth detention centre, which will soon be subject to a royal commission.

"We call upon the government of Australia to immediately halt the use of excessive force and prolonged mistreatment," forum chair Alvaro Pop said in a statement.

It comes as Prime Minister Malcolm Turnbull and Opposition Leader Bill Shorten will sit down in Sydney today for their first meeting since the election to discuss the referendum to recognise indigenous people in the Australian constitution.

Mr Turnbull has said the government was committed to the change but he acknowledged it would only be successful if the final proposal was bipartisan and worded in an uncontroversial way.

Mr Shorten has flagged support for a treaty with indigenous people but Mr Turnbull has warned that may jeopardise the success of constitutional recognition.

Indigenous Affairs Minister Nigel Scullion insists the government will consider a treaty if that's what indigenous people want.

A Royal Commission into the Don Dale Youth Detention centre in Darwin was announced following an expose aired on the ABC's Four Corners program last week.

The program showed footage of guards abusing detainees who they stripped naked, tear-gassed and held in solitary confinement for weeks at the centre between 2014 and 2015.

In one video, then 17-year-old Dylan Voller is hooded, shackled to a restraint chair by his ankles, wrists and neck and left alone for two hours.

The NT Government has since come under intense scrutiny for having allegedly ignored previous reports of abuse and torture taking place in the centre.




I am getting well tired of all the crap nations in the UN telling the good ones what to do.. O.K the prisoners did need running water in their cells, but these kids are no angels and they can't run amok! What kind of language do these kids really understand? Is it English? Is it a stern hug and a disgruntled " You are naughty "! statement? So you can't tear gas them, use force, or even restrain them in a seat with a hood on to keep them quiet? So what are they going to get them to do as punishment now?

Extract: NT FIRST MINISTER Adam Giles accused the ABC of deliberately timing the broadcast of the episode on the Don Dale centre ahead of the August 27 poll, and told Sky News yesterday that it was intended to give the Labor opposition "a leg-up".

Mr Giles said the program "put a target on the back of myself and my colleagues and those in the corrections industry".

"I think this needs to be put into context, I don't think it's fair, I don't think it's reasonable," he said, adding that his government had been trying to find a balance between the indigenous and non-indigenous communities. "And to see an episode such as that now stir up racial divide in the NT, I think it's appalling, I think it's racist and I'm absolutely disgusted with what they've done."

Four Corners executive producer Sally Neighbour tweeted: "Adam Giles' claim is false, outrageous and desperate."
