A SACKED Aboriginal family violence corporation boss has been remanded in custody while awaiting sentence in the NT Supreme Court. 
 
Veronica Cubillo, 55, calmly embraced her family in the dock after Justice Jenny Blokland made the order when sentencing submissions were completed on Thursday.

She has shown a "shocking" lack of remorse for the damage caused by her white-collar crime and is portrayed in references from her daughters as "the only victim in the case", Commonwealth prosecutor Troy Anderson told the court.

A jury found Cubillo guilty of 11 fraud charges regarding faked receipts and the misappropriation of about $10,000 from the North Australia Aboriginal Family Violence Legal Service.

Her current position as a senior alcohol management officer in the NT Department of Business will be jeopardised if she is sentenced to prison time or home detention, defence lawyer Mark Johnson has said.

Mr Anderson said Cubillo "has shown zero remorse".

"Her references describe her in glowing terms which makes the offending more inexplicable - no gambling, alcohol or drug problem, no explanation other than she thought she could get away with it.

"She saw the opportunity and she took it again and again and again.

"The conduct was out of the blue with no justification."

In a character reference tendered to the court, Cubillo's daughter Natalie White claimed that her mother had been "slandered in the media" and had lost job opportunities because of what had been "published in the news".

Her other daughter Nicole Butler said her mother was "completely despondent in acknowledging the detrimental impact a criminal conviction would have on her career".

Mr Anderson said there is a sense that Ms Cubillo is the only victim.

"These offer no insight into the damage done to NAAFVLS and the reputation of similar agencies," Mr Anderson said.

"This case has the accused as the centre of attention but it represents a bigger problem.

"It's not about her - it's about community perception of people who abuse the system for their own benefit."

Correctional Services reported that Cubillo was suitable for supervision and home detention, and that she told them the "trial was based on circumstantial evidence and she was surprised the jury returned a verdict after deliberating for an hour and a half".

"If nothing else this demonstrates how powerful the Crown case was," Mr Anderson said.

He said while the offending involved a significantly lower amount of stolen money than other white collar crime cases, Cubillo's position of authority elevated the seriousness.

"The court needs to demonstrate people who abuse positions of trust in a vulnerable organisation must be punished," he said.

Mr Johnson, for Cubillo, said his client was a "strong" and well-educated woman who was a star athlete in her youth, has battled cancer and worked at a high level in NT Government departments.

He said Cubillo had been diagnosed with kidney disease and emphysema in recent years.

Mr Johnson said the relevance of authorities that stated people who committed white collar crime were unlikely to reoffend once discovered and punished were still relevant despite his client's continued denial of wrongdoing.

Justice Blokland said she was leaning toward a partly suspended sentence and ordered Cubillo be remanded in custody until sentencing on May 12.

Housing Minister Bess Price's controversial trip to New York City at taxpayer ­expense grew murkier on Tuesday, with revelations her ­adviser brought his son on the business trip. 
 
Paul Mossman, a former CLP candidate, admitted to the NT News last night that his son did accompany the pair to New York City and that he stayed in the taxpayer-funded Waldorf Astoria.

In Parliament yesterday, ­Independent MP Alison Anderson alleged Mr Mossman exchanged his business class ticket for two economy tickets. Ms Price did not directly ­answer the question, saying she would "take it on notice".

Later, Ms Price's office ­denied Mr Mossman traded in his ticket and said he paid for his son to take the trip.

"I did not fly economy. I flew business with the minister," Mr Mossman said.

But official government records obtained by the NT News indicate Mr Mossman flew economy, while Ms Price flew business class. Mr Mossman rejected the official "movement requisition acquittal" forms that show he flew economy at a $17,000 cost.

A spokeswoman from Ms Price's office called the official report an "administrative error" and offered another form that showed he flew business class.

Mr Mossman said he paid $2500 for his son's round-trip economy class ticket to New York.

The price is in stark contrast to the $34,000 billed to the taxpayer for two tickets for Ms Price and Mr Mossman on the same flight.

Mr Mossman said his son "did his own thing" while he and the minister were at the UN women's conference in March 2014.

The Sunday Territorian first reported Ms Price and Mr Mossman billed taxpayers $50,000 for the trip, including $6000 for rooms at the Waldorf, $3000 for a driver to take them on a daily six-minute commute and another $6000 for two plane tickets to Washington for a seven-hour visit.

    West Australian Senator Michaelia Cash, who led the Australian delegation, spent a total of $22,203 on airfares, accommodation and meals for her and her chief of staff from March 8 to March 15 last year.

Ms Price, attending as the Territory's Minister for Women with her chief of staff Paul Mossman, spent more than $50,000.

They were in New York for the 58th Session of the United Nations Commission on the Status of Women.

The politicians' itineraries differed only slightly.

The Territory pair spent one more day in the US and made a $5800, 43-minute flight to Washington DC, where they spent seven hours on the ground, supposedly to meet with a staff member of US First Lady Michelle Obama.

On the return to Australia, they stayed a night in Brisbane before continuing to Darwin.



Ms Price charged $40,000 for the pair's airfares and $6000 for hotel rooms at the Waldorf Astoria.

Ms Cash spent $18,135 on flights for her and her chief of staff and $2985 for their rooms at the Hilton Hotel.


Addressing Parliament about the trip soon after her return, Ms Price made a host of initiatives centred on youth and women's issues.

None of the commitments have yet been met, although her office said learning from the trip has fed into policies.

In a statement outlining Ms Cash's achievements in the US, the spokesman said she presented Australia's priorities for the session to the commission.

She also "hosted two official Australian side events as well as speaking at an additional 12 official functions," he said.

"(She) participated in bilateral meetings with representatives of Canada, China, Denmark, Japan, the Netherlands, NZ, Norway, the Philippines, the Republic of Korea, Samoa, Timor-Leste, Tonga, Turkey and the US; attended a number of meetings and panel discussions with high-ranking UN officials; and met with a large number of Australian and international non-government representatives."

CLP Community Services Minister Bess Price's entertainer daughter has called critics of her mum's performance "racist and patronising". 
 
The comments come after deputy Labor leader Lynne Walker called for Ms Price to be stood down last week for failing to satisfactorily answer questions in estimates hearings about what she is doing to promote Territory statehood.

"I see it as bullying," Jacinta Price said in an interview with the Centralian Advocate.

"At the very end of the day, when things are winding up and there's five minutes to go, to come out and attack her with a question regarding statehood, for no particular reason but to try and make her look like a stupid bush blackfella.




"It's racist ... I think what you have to realise is that if Aboriginal people are going to be represented in Parliament then they're going to be represented by people who have a different way of doing things, approaching media ... the way in which mum talks ... English is a third language to her."

Ms Walker rejected Ms Price's comments.

"Criticisms toward Bess Price has nothing to do with race, gender or the car she drives — this is about her failure to perform," Ms Walker said yesterday.

"Ministers of the Crown are not immune to criticism. They are on taxpayer-funded salaries and must be answerable as to how they perform."

Ms Walker said her call for Ms Price to be terminated was not just over statehood, but also for her repeated refusal to answer simple questions around her other portfolios, including housing.



"In the bush the Government is failing to deliver on housing numbers and it is all being presided over by a minister who cannot give the department the stamp of authority it needs," she said.

Bess Price told the Advocate Ms Walker's call for her to be stood down could be detrimental to achieving self-determination in the bush.

"How are we supposed to encourage people from the bush to become leaders to represent their people when as soon as they stumble, or get nervous, they are publicly attacked and told they are useless or incompetent?" she said.

"We need to judge people on their achievements, not assassinate them when they are tired or nervous."

THE Northern Territory's first ever indigenous minister says criticism of CLP Minister Bess Price's performance has nothing to do with race and is not patronising, as her family suggested on Tuesday. 
 
John Ah Kit, who managed seven portfolios for Labor in 2001, said he respected Ms Price personally and did not want to offend her family, but that she was fair game for criticism when she became a minister.

"You need to have your head around the issues and abreast of what is happening within your department and the government in general," he said. "I don't see that happening with Bess Price. I don't believe I would be racist, nor am I patronising."

Ms Price's daughter Jacinta Price defended her mother's showing during Estimates hearings by calling the Opposition "racist and patronising" for demanding she be stood down over a flubbed answer around statehood and numerous "no comments" for months around her housing portfolio.



The younger Ms Price told the Centralian Advocate that the criticism levelled at her mum was "bullying ... it's racist".

Mr Ah Kit did not agree.

"(Her performance) is woeful," he said. "If anyone is patronising it's the CLP. I think the CLP has patronised her to a level where she's accepted ministerial responsibilities that she's not capable of doing properly."

Minister Price responded yesterday by saying she worked hard as a minister and has delivered on her election commitments.

She also implied Labor was being disrespectful by calling for her to be sacked.

"If Labor believes respectful communication is not applicable in the political environment, it makes it difficult for any Aboriginal person with a non-English dominant background to feel they are welcome at the table," she said in an email.

Mr Ah Kit said: "You're not there because of what colour, race or creed you are. You're there to represent Territorians and you're there to prove yourself, that you're capable."

TERRITORY Senator Nova Peris is under investigation for claiming "family travel" allowance on trips to Canberra at the same time as she was attending last year's Garma festival in Arnhem Land. 
 
The Department of Finance has also carried out recovery action against Ms Peris for an unspecified amount for other trips her family members took to Cairns and Alice Springs late last year.

Public travel documents show Ms Peris charged taxpayers two airfares from Darwin to Sydney and a further two airfares from Sydney to Canberra on August 2 last year under her parliamentary allowance. Ms Peris, however, was at Yirrkala for the Garma Festival at the time. On August 4, she appeared on national television from Arnhem Land on a special episode of the ABC program Q&A.

Parliamentary travel rules state "family reunion travel" can only be claimed where children or spouses are travelling to meet politicians working away from home. Parliament was in the middle of a four-week hiatus at the time and Ms Peris was on the other side of the country.
