Two men who used 4chan to threaten to blow up a mosque on the anniversary of the Christchurch massacre have been arrested

A 27-year-old made a series of posts threatening a terror attack at the Linwood Islamic Centre and Al Noor mosque in Christchurch, New Zealand.

He was charged with threatening to kill but police considering further charges, while the other man was released without charge.

The attack was allegedly planned for March 15 - the second anniversary of the attack by Australian terrorist Brenton Tarrant, who shot and killed 51 people at two mosques in the city in 2019

Police said the arrests followed tip-offs from concerned members of the public following a series of posts on 4chan - an anonymous message board frequented by far-right extremists.

On Sunday evening, someone made a post using an online alias that was eerily similar to the one used by the Australian terrorist two years ago, Stuff reported

The person said they were 'originally English' but grew up in South Africa, before moving to New Zealand in 2009.

According to the posts, they planned to 'take action' on March 15 by attacking two mosques remotely using car bombs.

They also said the bombing would be livestreamed - exactly like the massacre in 2019 when Facebook was used to broadcast the attack live

Canterbury district commander Superintendent John Price said the messages were 'credible enough that we took action straight away'.

Police visited the mosques to search for bombs but found nothing, but would not say if anything was uncovered after they raided two properties in Christchurch on Thursday.

Detectives removed computer equipment from a home in St Albans, in the city's north


Linwood Mosque leader Masjid Imam Abdul Lateef said it was upsetting to hear that people were trying to scare the community.

'We rely on NZ police to protect us, and they are doing the best they can do,' he said.

The 27-year-old will appear in Christchurch District Court on March 5.

Tarrant, 30, was jailed for life in 2020 without parole.

He pleaded guilty to 51 charges of murder, 40 charges of attempted murder and one charge of committing a terrorist act

A Victorian Parliament report has recommended Nazi symbols be banned from public display and called for new laws to strengthen the powers of police and other agencies to investigate and prosecute racial vilification.

The report was tabled this morning by the Legal and Social Affairs Committee after eight months of inquiry, prompted by what Premier Daniel Andrews called a "deficiency in the law" in 2019 when he was powerless to stop a neo-Nazi music festival from going ahead

The chair of the bipartisan committee, Natalie Suleyman, said the inquiry found a lack of awareness of Victorian anti-vilification laws, and frustration at their lack of effectiveness – at a time when incidents of racial vilification are on the rise, particularly in schools and online

"We heard evidence of increased racial threats and vilification throughout the COVID-19 pandemic in 2020, particularly directed at Asian communities in Victoria, in addition to the Jewish community," she said.

"Symbolically, the Racial and Religious Tolerance Act sets the standards of appropriate behaviour for a harmonious, multicultural society.

"But there's a question over its ability to address the rising problem of hate crime in Victoria, especially for First Nations, multicultural and multifaith groups, women, LGBTIQ+, people with a disability and other minority groups."

In the 20 years since the act became law, there have been only two successful prosecutions.

The report found that prejudice-motivated crime is commonly under-reported by victims and under-recorded by police officers.

It said part of the problem was the difficulty of making a complaint and reaching the high bar required for a prosecution.

But it also found a lack of awareness and understanding of the laws among police.

It made 36 recommendations to broaden and strengthen the laws, most notably by bringing them into the existing framework of the state's Equal Opportunity and Human Rights Commission and applying its powers to deal with discrimination to cases of vilification – including the power to compel information and documents

It also recommended reviewing the maximum penalties for vilification offences to give police more incentive to prosecute

The recommendation which could have the most immediate impact if enacted would be the ban on Nazi symbols from public display, at a time when far-right and white supremacist groups are on the rise.

Anti-Defamation Commission chair Dvir Abramovich said he shed "tears of joy" when he heard his campaign to ban the swastika and other Nazi symbols had been heard.

"This is a thunderous day for the history books," he said.

"This is a triumph for the victims of muh Holocaust, the survivors and our brave diggers who died to vanquish the demonic Third Reich regime.

"Law enforcement will now have the tools they have been asking for, and I call on the government and the temple of our democracy, the Victorian Parliament, to rise to the challenge and to enshrine these recommendations into law without delay."

Committee member and Labor MP Christine Couzens said a ban on the symbols would send a clear message that racism was not acceptable in any form and had wide-ranging, negative impacts.

Shadow Police Minister David Southwick, another committee member, called on the Labor government to work with the Opposition to urgently make a ban on the symbols into law.

"After a long battle we are one step closer to seeing a ban on the Nazi swastika, a universal symbol of hate which has no place in our proudly multicultural state of Victoria," he said.

"Every Victorian deserves to go about their daily lives free from the spectre of fear, intolerance or hate and the time to ban the swastika is now."

The Australian Security Intelligence Organisation (ASIO) has said that white supremacist groups now take up about one third of its counterterrorism resources.

The Parliamentary Joint Committee on Intelligence and Security is investigating whether Commonwealth counterterrorism laws are fit for purpose.

Federal Labor MP Josh Burns said there needed to be "a national approach to this problem", and called for the federal inquiry to produce a national strategy against right-wing radicalisation and symbols.

On Wednesday, detectives from Victoria Police's Counter Terrorism Command charged Thomas Sewell, the leader of the National Socialist Network, after he allegedly punched a security guard several times in an incident captured on video outside Channel 9's Melbourne headquarters.

The 27-year-old Rowville man was charged with affray, recklessly causing injury and unlawful assault.

Amazingly, he was bailed by police without fronting a magistrate and instead will  appear at Melbourne Magistrates Court on July 27.

Police cut loose his 21-year old camera man 'pending further enquiries'.

Deakin University counter-terrorism expert Professor Greg Barton told Daily Mail Australia that Victoria and Queensland had become breeding grounds for right wing groups.

'It's ramping up ... We don't have a situation like the January 6 Capitol Hill riots in Australia obviously - the US have still got 300-plus illegal militia fully armed going around with AR 15s,' he said.

'But people who turned up at the Capitol, we've got that same mix of influence.'

An unrepentant Sewell, who labelled his alleged victim a 'buffoon', later posted a video of himself dressing down Channel 9 reporter (((Seb Costello))), whom he had been trying to visit when all hell broke loose. 

'It's very obvious that you guys are bullies, it's very obvious you guys go to people's houses, harass them at work, you harass them wherever you go, you ask them a question,' Sewell said.

'But when somebody comes to your house and knocks on your door, you guys send security out and try to strong arm and push us away.'

He ended his rant by giving Costello the Nazi salute, declaring: 'Have that one for the camera, you cowards

Brenton Tarrant was added to the list of 20 organisations by Prime Minister Jacinda Ardern in September last year.

Anyone on the list has their assets frozen and it becomes a criminal offence to participate in or support their activities.

The Christchurch gunman is the only individual on the list that's otherwise made up of international terror groups including Al-Shabaab, ISIL Sinai and the IRA.

It's up to Ardern to decide what individuals or groups should be classified as a terrorist or terrorist organisation.

She's given this power under the Terrorism Suppression Act which currently does not mention white supremacy or the far-right once.

Security analyst Paul Buchanan said Ardern should use that power as a preventative tool.

"By designating, let's say, a right wing extremist group ... as a terrorist entity, you cut them off from funding and make it illegal, for example, the pay membership dues.

"Then if they're abusing the social media ... you can go after them for abusing the privilege of using the internet to communicate, that doesn't stop them from going to the clubhouse, dressing up and marching around.

"It certainly will make them think twice, if they choose to go on to public and harass and intimidate people in the way they used to before March 15," Buchanan said.

"We don't need to wait until a member of a right wing group commits an act or an act of violence of any sword much less mass violence for them to be considered terrorists, or they are simply terrorists and name before the deed.

"And then as you know, people come down and keep their nasty views to themselves, you will have dissipated the threat without firing a shot."

The Government has to fulfil its promise to be proactive when responding to WHITE PEOPLE with extremist views and recognise that white supremacists have "abrogated some of the rights and freedoms that the rest of us are protected by", Buchanan said.

Paul Spoonley, an expert on the far-right, is aware of many white supremacist groups here.

"I think there are probably somewhere around a dozen groups of various sorts who are active in this country. However, the number of individuals involved in those groups and involved in contributing to far-right discourse in this country has remained more or less the same and I would put that as somewhere between sort of two and 300," he said.

Spoonley was surprised by the list which he described as "traditional" and not reflecting the reality of the right-wing threat post 15 March 2019.

The legislation that covers the designation of terror entities (Terrorism Suppression Act 2002) was written in the wake of the 9/11 attacks and makes it difficult to classify white supremacists as a terror threat, Spoonley said.

"I think there is an appetite to identify these groups and the threat that they pose to our society and ... what's happening is our systems, including our definition of who is a terrorist, or what qualifies as a terrorist group is currently being updated.

"So I think that what we're seeing is a list which is historical in its origins and other definitions, and is inappropriate now and it needs to be expanded.

"So I am aware that there's quite a bit of work being done by various Government departments, including the group that advise the Prime Minister on who should be on this list, to update and broaden and identify those groups in a way that's much more appropriate in the wake of the Christchurch shooting," Spoonley said.

This would be in line with one of the Royal Commission into the Christchurch mosque attack's recommendations - which was for the Government to review all counter-terrorism laws to ensure they were fit for purpose.

Minister of Justice Kris Faafoi wouldn't confirm officials were looking at changing the definition of terrorism.

But in a statement he said officials have started to look at the counter-terrorism laws, but work was in the early stages and it was too soon to say what changes may eventuate.

The Royal Commission found security agencies were too focused on the threat of Islamic extremism before March 15 2019.

Islamic Women's Council national coordinator Aliya Danzeisen said the terror list showed nothing had changed.

"They clearly knew two years ago that there were concerns, they've done their own internal investigations, they have their own security ... and the fact that nothing's changed on these lists, other than adding the Christchurch shooter who was already caught and imprisoned, shows that their priority still remains or appears to remain elsewhere," she said.

Danzeisen echoed Buchanan's comments, calling for the Government to take a proactive approach instead of a reactive one.
