Prime Minister Anthony Albanese said the national security committee met on Monday morning to discuss the change.
'Probable does not mean inevitable and it does not mean there is intelligence about an imminent threat or danger,' Mr Albanese told reporters in Canberra.
'But the advice that we've received is that more Australians are embracing a more diverse range of extreme ideologies.'
ASIO director-general Mike Burgess said Australia's national security environment had become more volatile.
'There's a greater than 50 per cent chance of an onshore terrorist attack in the next 12 months,' he said.
'Politically motivated violence now joins espionage and foreign interference as our principal security concerns,' he said.
'Unfortunately, here and overseas, we are seeing spikes in political polarisation and intolerance and civil debate and un-peaceful protests.'
Mr Burgess said anti-authority beliefs were also growing along with a decline in trust in democratic institutions.
He added: 'There's plenty of anti-Semitism but there's plenty of Islamophobia at the same time. It's almost equal treatment, not quite, but almost equal treatment.'
Mr Burgess said ASIO and his law enforcement colleagues were 'reviewing our caseload of assessed violent extremists'.

Internal rancour has gripped the US NGO National Endowment for Democracy (NED), a CIA cutout responsible for fermenting political discontent in countries regarded as adversaries by Washington. It's perhaps best known for helping to foment the 2014 Maidan coup in Ukraine, a country that its founder Carl Gershman labelled "the biggest prize."
The debacle has resulted in two senior officials being fired and a "civil war" erupting between older neoconservatives and younger management – which the former accuses of being too "woke" – according to documents obtained by The Grayzone.
The scandal was sparked after then newly-appointed NED vice-president for communications broke ranks by engaging with journalists the organisation had previously shunned. Leslie Aun took exception to the Grayzone's portrayal of the organization as CIA proxy, and initiated a call with the outlet's Max Blumenthal and Alex Rubinstein, which it published in May 2023.
During the call, Aun, failed to provide any assurance of any statutory separation between the NED and the CIA. "I don't know if it's in the statute. I don't know if it's — I mean, I don't — I don't know. I'm going to sound like an idiot. I don't mean to sound like an idiot," she told the reporters.
On Tuesday, the Grayzone published several leaked emails between Michael Allen – former editor of the NED's 'Democracy Digest' blog – and the Endowment's founding president Carl Gershman, revealing that the fallout from the call's publication may have cost Aun and Allen their jobs. Grayzone didn't reveal where it had obtained the correspondence.
"Amateur hour – hugely embarrassing!" Allen emailed Gershman and NED VP for government relations, David Lowe, a day after the recording was posted on YouTube. "I specifically counseled against her talking to these people."
Lowe described Aun's performance as "breathtakingly ignorant" and "too painful to listen to." Both he and Gershman, who retired in 2021, appeared to disparage the new NED president Damon Wilson – a veteran of NATO's Atlantic Council adjunct – for hiring her.
Gershman described the call as a "disastrous screwup" and described Aun as "obviously clueless," a "moron," and a "clueless wonder" whose hiring was an "egregious error" reflecting Wilson's alleged focus on media and image.
In messages to Gershman and Lowe, Allen blamed NED communications director, Christine Bednarz, who reportedly encouraged Aun to talk to the Grayzone. Allen also turned his fire on Bednarz for instituting mandatory "diversity, equity and inclusion" training and berating him about his "white male privilege."
In one email, Allen complained about the DEI training agenda including "microaggressions" and the "ideological, not historical" 1619 Project, noting that Bednarz had berated him for not using pronouns on his business cards and email signature.
In a June 5, 2023 email to Gershman, Allen complained about the communications team focusing on the "more urgent matter of NED's LGBTQIA+ agenda" rather than the Grayzone fallout.
Another point of conflict arose after the October 7 Hamas attack on Israel, with Allen complaining that several NED staffers "promoted and attended the pro-Palestinian march organized by ANSWER" and that the NED president still backed Black Lives Matter on Facebook even after they "enthusiastically celebrated the Hamas massacres."
At one point, Gershman asked if Bednarz harbored some kind of personal resentment for her Israeli ex-husband, or if she was "just a woke flake," to which Allen replied: "The latter, combined with a certain megalomania and defensive resentment over the Grayzone fiasco."
Allen was eventully fired on December 12. In an email to Gershman and Lowe in February, he claimed his move was in part due to "marginalization prompted by the Grayzone affair, arguably the biggest PR fiasco in NED's history."
Aun was fired at some point as well and paid a substantial settlement for "sex discrimination," according to the documents obtained by the Grayzone. Her online biographies make no mention of her work at NED.
NED was founded in 1983 at the behest of the CIA, which proposed the creation of such an organization to then-President Ronald Reagan. NED founder Allen Weinstein admitted to the Washington Post in 1991 "What we do today was done covertly 25 years ago by the CIA."

Victoria Police say the group quickly dispersed once police arrived at the scene, where officers seized their banner and a flag.

The chaos erupted on a residential street last night after officers were called to a disturbance involving 'agency workers and children'. Large crowds gathered in Harehills as thugs overturned and smashed up a police car with scooters, prams and bikes.
Locals were also seen running towards a fire started in the middle of the road with a large fridge, which they hurled onto the fire as the crowd cheered. Images later showed a double decker bus had been reduced to a charred and twisted wreck.
Police and local councillors have urged people to go home as dozens of officers, including cops in riot gear, flooded the streets around Harehills and roads were closed off.
But hooligans are continuing to turn up to the area, with many livestreaming footage of the mayhem on social media.
Harehills resembles a warzone this morning, after larger crowds of violent rioters set multiple fires across the area overnight.
A few hundred thugs are understood to be dispersed across the city, which has plumes of smoke from burnt objects filling the air.
A large number of public order officers have been deployed to the area and West Yorkshire Police have called in reinforcements from the force in South Yorkshire, a spokesperson told MailOnline.
A police helicopter was spotted flying over the city early this morning as officers monitor the situation, Sky News' northern correspondent Shingi Mararike reported.
But despite calling for back-up, Maraike claims police have taken an approach in which they're 'not going directly into the mass of people' and instead trying to avoid 'adding to the flames'.
Mayor of West Yorkshire Tracy Brabin has thanked 'emergency services' for their response to what she has called a 'very difficult situation'.
'I'm being briefed by West Yorkshire Police and we are monitoring events,' she wrote on X. 'I'm reassured no one has been seriously injured but suggest those who are using this to inflame community tensions to think again.'
Despite there being conflicting reports about what triggered the shameful riots, prominent political figures including Reform Leader Nigel Farage condemned the behaviour as 'the politics of the subcontinent'.

Excerpt: Tom Metzger, a racist ideologue who became one of the most influential figures in the nation's white supremacist movement and mentored a violent generation of neo-Nazis from his home in Fallbrook, Calif., has died.
Metzger, 82, died Nov. 4 in Hemet, according to a notice posted to his website and a paid obituary in the San Diego Union-Tribune. A cause of death was not given.
Even though Metzger had largely faded from the spotlight in recent years, he continued until a few months ago to spread his messaging online, through social media and radio shows on his website.
Metzger identified as a white separatist, arguing that white people should live apart from all other races, and said in an email interview with the Union-Tribune in 2019 that he didn't see himself fitting in with the current white supremacist movement, which he described as "being controlled by right-wing conservative elements."
Still, he is widely viewed as a key influence to the glossier, media-savvy version of white supremacism on display today.
"It's hard to talk about the modern white supremacist movement without putting it in a historical context, and when you do that it's hard not to mention Metzger's name," said Jim McElroy, a San Diego civil rights attorney who clashed with Metzger regularly as part of a long-running court case.
Metzger, born in Indiana, ended up in Southern California after serving in the Army. He settled in Fallbrook and worked as a television repairman while exploring his own beliefs on politics, religion and race.
He joined the Knights of the Ku Klux Klan in the mid-1970s and was ultimately promoted to grand dragon, or head, of the group's California contingent.
In 1980, Metzger set off on his own path.
Metzger ran for a North County congressional seat and won the Democratic primary. He lost badly in the general election, and he formed a new group, White Aryan Resistance. He saw promise in a relatively new racist movement spreading across the United States at the time, characterized by a certain style of dress and hate music.
The Southern Poverty Law Center and the Anti-Defamation League sued Metzger and WAR. A jury awarded $12.5 million.
An attorney helped sell Metzger's Fallbrook house to a Latino family — "poetic justice," the attorney said — and took half of all the money that was pouring in to Metzger from supporters around the world.
Broke, Metzger moved back to his hometown in Indiana.
Metzger relocated back to Southern California recently to be near family and because he was "bored" in Indiana and found the state had "too much religion," he said last year.
He looked down on the current white supremacist movement, saying, "As it is constituted at present, it would be better if it totally collapsed to be replaced by something much more radical."

In Memoriam / Reverend Slim Deardorff Dead

A Creator for many years and owner of the ranch where Matt Hale was voted in as PM and later voted out. Along with Reverend Dan Hasset (as Hasta Primus), Reverend Deardorff was one of the founders of the Church group known as the Northwest COTC.
Edward Leroy 'Slim' Deardorff
HOT SPRINGS - Edward Leroy (Slim) Deardorff passed away on Dec. 23, 2008, at the Evergreen nursing home in Hot Springs. Slim was born on March 5, 1931, in Chicago.
He was preceded in death by one son, Jay; a granddaughter, Cara; and his parents, Cletus and Myrtle, and (stepmom) Esther.
He is survived by nine children, Owen Deardorff of Hot Springs, Peggy Antoine Deardorff of Ronan, L. D. Keele of Ravalli, Janita (Doyle) VonHeeder of Dixon, Jobi (Mike)Ash of Angola, Ind., Dallas (Nita) Deardorff of Plains, Erma McNulty of Medicine Hat, Alberta, Canada, Travis Deardorff (Tammy) of Luna, Calif., and Shelly (Todd) Christensen of Kalispell. He has 27 grandchildren and 13 great-grandchildren.
After graduating from high school in Bremen, Ind., Slim headed west. His intentions were to go to the West Coast in California, but after going through Montana, he continued his journey to California and then returned to Montana where he settled the rest of his life. Slim was well known for his horseshoeing skills and worked many jobs shoeing horses and packing into the Bob Marshall Wilderness for the U.S. Forest Service. He was also know for exercising his right to keep and bear arms by packing his pistols on his side. Other interests included mining, trapping, rodeo, shooting pool and discussing politics. He has also been described as a "colorful" individual.
The family would like to extend deep appreciation to the Evergreen staff for their patience and loving care during Slim's final days.

He then got up, raised his fist and shouted 'fight, fight, fight' as he was rushed away from the scene and to hospital. Just a few hours later he released a statement saying he was fine and describing the moment he felt the bullet rip through his skin.
The attacker killed a member of the crowd before he was shot and killed in the terrifying incident that has sparked questions of how law enforcement allowed him to open fire on a former president.

In the summer of 2020, Bubba Wallace claimed someone left a noose in his garage in an apparent hate crime. The ensuing controversy brought even more angst and tension to an already angst and tension-filled summer. Anyway, a literal federal case was made out of Wallace's claim, and 15 FBI agents who had far better things to do in the summer of the craziest year in recent human history concluded that the "noose" in Wallace's garage was a pull rope to close the garage door.
