Senegal's president says he will offer free land and "repatriation" to people affected by the earthquake in Haiti.

President Abdoulaye Wade said Haitians were sons and daughters of Africa since Haiti was founded by slaves, including some thought to be from Senegal.

"The president is offering voluntary repatriation to any Haitian that wants to return to their origin," said Mr Wade's spokesman, Mamadou Bemba Ndiaye.

Tuesday's earthquake killed tens of thousands and left many more homeless.

Buildings have been reduced to rubble, the distribution of aid is slow, and people have been flooding out of the devastated capital, Port-au-Prince.

"Senegal is ready to offer them parcels of land—even an entire region. It all depends on how many Haitians come," Mr Bemba Ndiaye said.

"If it's just a few individuals, then we will likely offer them housing or small pieces of land. If they come en masse we are ready to give them a region."

The spokesman emphasised that if a region was given, it would be in a fertile part of the country rather than in its parched deserts, the Associated Press news agency reported.

All 21 reported cases of rape with aggravated assault — the highest number since records were started — in the Norwegian capital of Oslo last year were committed by "non-Western immigrants" and 90 percent of all rape victims were Norwegian women, police have announced.

Oslo police spokesman Hanne Kristine Rohde defied the strictures of political correctness to release the figures in an interview on the national Norwegian broadcaster, NRK. She said she was aware that the "statistics are controversial."

When she was asked by NRK if the police were not "stigmatising an entire community" by releasing the statistics, Ms Rohde said she "wants to contribute to a better and safe world. That's why the truth needs to be told. I hope the debate will focus on that," she told NRK.

According to the police figures, the number of rapes with violent assault committed in Oslo also doubled compared to 2008. According to the police statement, "in each and every case, not only in 2008 and 2009 but also in 2007, the offender was a non-Western immigrant. At the same time, in 9 out of 10 cases, the victim was Norwegian, not just by nationality, but also by ethnicity."

The NRK report concluded that "not a single one of the offenders had a Western background. Four people have been arrested. In all other cases, the victims reported that the offenders either looked like non-Western immigrants, or they spoke a non-Western language. Not a single case has been connected to a Western man."

According to official figures released in 2008, Third World immigration accounted for 25 percent of Oslo's population. Data from the city and state statistics bureau shows that of Oslo's 560,484 residents, 137,878 were immigrants.

The largest single immigrant group continues to be from Pakistan. Next in line is Somalia. Other countries with relatively large immigrant groups in Oslo include Sri Lanka, Iraq, Turkey, Vietnam and Iran.

In addition, an ever growing group of Third World immigrants is dependent on welfare. A study by Tyra Ekhaugen of the Frisch Centre for Economic Research and the University of Oslo concluded that immigration has increased the pressure on the welfare state, because many immigrants do not join the tax-paying part of the population.

Third World immigrants are, the study showed, recipients of social security benefits at a rate ten times that of native Norwegians — destroying the liberal argument used by pro-immigration politicians in Norway that immigration was necessary to maintain the social welfare state.

More than half of all social security benefits in the city of Oslo are spent on non-Western immigrants. Immigrants from Africa have the highest unemployment rate, with official figures in 2005 showing a black unemployment rate of 17.5 percent.

Immigrants from Asia had an unemployment rate of 12.3 percent, while those from South and Central America had an unemployment rate of 10.1 percent. The average unemployment rate amongst native Norwegians was 2.4 percent.

Don't tell the producers of The Hills or any of the other youth-oriented television shows that seem to portray people of color as background noise in California, but for the Golden State's under-18 population whites are now a minority.

This according to U.S. Census data from 2000 to 2009 analyzed by the New York Times, which attributes the shift, in part, to higher birth rates among immigrants. {snip}

The emergence of a nonwhite majority among children should be no surprise to Angelenos, who live in a city that is nearly 50 percent Latino. And, as LAist reported this week, Latinos have now edged out whites as the largest ethnic group in the once Leave It To Beaver-like San Fernando Valley.

Meanwhile California joins Arizona, Hawaii, Maryland, Nevada, New Mexico and Texas as states where "minority" non-adults are now the majority. {snip}

The message blaring out of the speakers on the van was stark: "Any black person who is hiding in Rosarno should get out. If we catch you, we will kill you."

Abdul Rashid Muhammad Mahmoud Iddris got out.

He's one of hundreds—perhaps thousands—of African migrants taken by bus out of the Italian town over the weekend after violent demonstrations shook southern Italy.

The unrest was among the worst of its kind in recent Italian history, said a spokesman for the International Organization for Migration.

"We have not witnessed such protests in a long time," said Flavio Di Giacomo. "There were several thousand, but I don't know exactly how many people were involved."

On Thursday, a BMW pulled up outside the factory, a man got out, shot one of the Africans living there, 26-year-old Ayiva Saibou, and drove off.

A passing policeman told Iddris and his friends it was not his job to help the wounded man, so they called the Red Cross to take the man to a hospital for treatment, Iddris said. Press reports said Saibou—who is a native of Togo with regular working papers—was shot with a compressed air gun.

A few hours after the shooting, a group of about 300 immigrants poured into to the street where the incident took place earlier. "They put on an angry demonstration, hampering the free circulation in the streets, damaging garbage bins, hitting with sticks and rocks numerous passing cars," according to a police report.

But police forced the demonstrators to turn back, threatening them with tear gas, Iddris said. Six or seven people were arrested, he said.

The next morning, Friday, the immigrants tried again, playing drums as they tried to march from the factory to Rosarno's town hall, he said.

That's when they heard the warning.

Iddris—who is originally from Sudan and has been in Italy for about 18 months, first as an asylum seeker and then without legal documentation, and who picks oranges in season—said police arrested another 10 to 20 people at Friday's demonstration.

Italian press reports said the demonstrators had burned cars.

Later on Friday, Iddris said, police arranged for buses to move the Africans away from Rosarno to another village.

But the new location was no safer, he said. Police had to keep locals and migrants physically separated Saturday.

Di Giacomo, the International Organization for Migration spokesman, said Italy has many migrants, often from Africa, living in conditions bordering on slavery.

The migrants who demonstrated last week "were exploited. They were just paid 20 euros (about $29) per day and they lived in slums, the same as slavery conditions. A few months ago in (the southern Italian region of) Campagna we discovered a similar situation. It's unfortunately a reality in many places, especially in southern Italy."

Italy is one of the top European destinations for migrants, the migration organization's figures show. More than 3.6 million legal migrants live in the country—6.2 percent of the total population—and Italy has the European Union's highest annual growth rate of migrants, along with Spain.

It's hard to know exactly how many illegal immigrants there are in the country, Di Giacomo said.

"It is not controlled in any way. They change the area where they work because of the season of the year—oranges in the winter, tomatoes in the summer," he said. "With economic migrants, many of them arrive with tourist visas and overstay seeking work. They can arrive in so many ways," including paying traffickers thousands of dollars to smuggle them into the country.

In the cradle of the civil rights movement, a new secession effort is under way that would break off Atlanta's predominantly white, wealthy suburbs to the north from poorer, black neighborhoods in the south.

There's a renewed push to take some suburbs out of Fulton County, Georgia's most populous and home to most of the city of Atlanta, and put them under the now-extinct Milton County.

Its supporters hope resurrecting the county would give residents there more responsive government. But opponents say the measure is racially motivated and will open up a deep rift between black and white, rich and poor in a state with a complicated racial history. The area that would be split off is more than 75 percent white, while a large block of the remaining portion of Fulton County is 90 percent minority.

The idea isn't new. But these days, there's some muscle behind the movement now that its sponsor is about to become House Speaker pro tem, the second-most powerful position in the Georgia House of Representatives. The measure made it out of House committee this year. It's been stymied so far by questions about the counties' financial viability and the tangle of laws that would have to be changed.

The region that became Milton County was originally part of the Cherokee Indian Nation until the state of Georgia grabbed the land in the 1830s. The Cherokees were expelled to what is now Oklahoma and cotton plantations flourished there, helped along by cheap slave labor before the Civil War.

But a boll weevil infestation of cotton in the early part of the 20th century decimated the county's economy. After limping along financially, Milton County was folded into Fulton County in 1932 during the Great Depression.

Race a factor?

"The issue is what the hell are they doing with our money," Joe Stewardson said as he sipped coffee at a shop in Atlanta's Old Fourth Ward neighborhood, home to Martin Luther King's birthplace.

"Is race part of the equation? Probably. But I think money transcends all other considerations."

The legislation's sponsor, state Rep. Jan Jones, an Alpharetta Republican, denies race is behind the proposal.

Her bill would amend the Georgia Constitution to allow the return of Milton County. It would need a two-thirds vote in each chamber of the state Legislature and must then be approved by voters because state law limits the number of counties to 159.

If the Legislature approves the measure, it would be on the ballot in November, but the split wouldn't take place until 2013.

Newly elected Atlanta Mayor Kasim Reed opposes the measure, worried it will hurt the city's bottom line.

Changing faces

What used to be Milton County is now largely white and Republican and affluent. Atlanta and its southern suburbs are mostly black, are controlled by Democrats and have neighborhoods with some of the highest poverty rates in America. Buckhead, a trendy Atlanta neighborhood known for its clubs, restaurants and mansions, would remain in Fulton County.

The entire Milton County area is now incorporated in one city or another which means those cities could provide some services like police and fire, cutting down on the county costs.

Splitting off the county's wealthiest cities could be a devastating blow to Atlanta, which is grappling with a steep budget shortfall and skyrocketing pension obligations. State Rep. Tyrone Brooks, an Atlanta Democrat and civil rights activist, called it a "sucker punch" for the city, which is the engine for the state.

When a Canadian is concerned about his own way of living, this concern is not racism.

'Stretching over that empty sea, aground some fifty yards out, (lay) the incredible fleet from the other side of the globe. . . . There were better than a hundred ships in all, each one caked with rust, unfit for the sea . . . They had lined up in almost mannerly fashion ... and all around, thousands of floating, white clad corpses . . . A hundred ships! . . . On this Easter Sunday evening, eight hundred thousand living beings, and thousands of dead ones, were making their peaceful assault on the Western World."

This is the opening scene in Jean Raspail's famous—some would say infamous—novel, The Camp of the Saints, which offers a darkly futuristic tale of Europe inundated by wave after wave of desperate Third World migrants. When it was first published in 1973, Raspail was immediately tagged a "racist," that label used to silence anyone who speaks outside the box of political correctness.

The novel tells of the flight of hundreds of thousands of desperate Indians from the cesspools of Calcutta. Led by a self-styled messiah, they commandeer a fleet of boats and embark for the Mediterranean. When the armada arrives off the southern coast of France, the hordes simply come ashore and spread across the continent. Millions more follow suit. Europe's political and social leaders are helpless. If they try to stop the refugees, millions will die. If they don't stop them, European culture will be destroyed. I won't give away the ending; suffice to say that irrational compassion holds sway.

It's not hard to understand why Raspail's book stirred so much controversy 36 years ago. European powers had only recently abandoned their former colonies. Westerners were taught to feel guilty about their imperialist past. Intellectuals inflated themselves with self-loathing. As Susan Sontag, one of the more prominent flagellants, said in 1967: "The white race is the cancer of human history."

In the last decade, however, Raspail's book has gained a better reputation. Journalist Lionel Shriver referred to the book as "prescient," saying it voices "an emotion whose expression is increasingly taboo in the West, but that can grow only more virulent when suppressed: the fierce resentment felt by majority populations when that status seems threatened."

This greater appreciation of Raspail's fable is linked, no doubt, to the tide of events. Over the last 30 years, and especially in the last decade, Western nations have found themselves playing host to increasing numbers of migrants—legal and illegal—from the Third World. The International Organization for Migration estimates that, as of 2008, there were 214 million migrants worldwide—about three per cent of the planet's population. Europe has the largest number, 70 million, or nearly 10 per cent of its population. Another 50 million are in the United States and Canada—43 million and seven million, respectively—comprising about 14 per cent of those two countries' populations. Asia hosts 61 million, or 1.5 per cent of the population.

(The UN defines a long-term migrant as someone who moves to another country from their usual residence for at least a year, effectively making the host country their residence.)

Raspail may have been writing dystopian fiction, but reality, it seems, is catching up. In 2004, the UN Global Commission on International Migration concluded, as German journalist Klaus Brinkbåumer writes, "migration could become the most important issue of the 21st century."

For many it already is. In Africa, thousands trek the length of the continent to cross the Straits of Gibraltar into Spain. Thousands of migrants from the Middle East and Asia Minor cross the Mediterranean in rickety boats to land on the shores of Greece, Italy and southern France. Boat people from as far as Afghanistan cram onto rust buckets in hopes of making it to Australia. Thousands of Mexicans risk being shot by U.S. border guards.

This mass migration, arguably the greatest movement of people since Europeans came to the New World, is prompting much debate. Kevin Andrews, a former Australian immigration minister, called on Australians to have an open discussion on the country's burgeoning Muslim population. French President Nicolas Sarkozy said body-covering burkas are "not welcome" in France. The Swiss recently voted in a binding referendum to ban building Islamic minarets. British Prime Minister Gordon Brown has announced measures to control the flow of immigrants. (Recent surveys found that 80 per cent of Britons want immigration reduced, but 70 per cent were reluctant to talk about it lest they be labeled racists.) The Netherlands has imposed some of Europe's most stringent requirements for would-be immigrants, and other European governments are following that example as politicians react to anti-immigration sentiment.

Canada has not been immune from the South's march North. About 260,000 immigrants come to this country each year. That doesn't include illegal immigrant claimants. The recent example of 76 illegal migrants, mostly Sri Lankan Tamils, who were intercepted on a rusting ship off the coast of Vancouver, is only the tip of the iceberg. Estimates of the number of illegal immigrants range between 35,000 to 120,000. Nonetheless, it is Canada's intake of legal migrants that is the most problematic, say observers.

Canada's immigration "flow rate" is higher than almost any other Western country, according to Stephen Gallagher, program director of the Canadian International Council in Montreal. In 2007, he says, Canada had an estimated net migration about four times that of the European Union, twice that of the U.S. and a third greater than Australia.

"As a result," says Gallagher, "Canada is undergoing a social and demographic evolution that is much more rapid and profound than that in other immigrant-welcoming countries." Already, nearly half the populations of Toronto and Vancouver—46 per cent and 40 per cent respectively—were born outside Canada.

Such a demographic shift has undeniable consequences—economic, social and political—for the country. Yet there's little debate about what those consequences might be, and whether they are acceptable to the majority of Canadians.

"We are led to believe that Canada's immigration policy serves the national interest and is essential for economic growth, to fill our labour shortages, and to offset an aging and diminishing population," says James Bissett, a former Canadian ambassador and the one-time executive director of the Canadian Immigration Service. "We are also told that most of our immigrants are selected because they possess the education, trades, skills, and training essential to meet our labour-force demands. These assertions need to be challenged because they do not bear up under examination. They have become myths, used by governments and pro-immigration advocates to justify unreasonably high immigration levels."

Indeed, according to a recent Globe and Mail report, the federal government intends to maintain existing immigration levels even though other countries, from Japan to Spain to Australia, "are cutting immigration targets to protect fragile labour markets and encouraging itinerant workers to leave."

This is not to deny that Canada has benefited from immigration. You only have to think of all those who arrived in the 19th century and early and mid-20th century to build the country and to fight its wars. However, according to Patrick Grady, an economic consultant with Global Economics, more recent immigrants are proving to be a drain on the national economy.

In particular, "recent immigrants coming to Canada from Asia, southeastern Europe, Latin America, and the Caribbean are not doing as well as immigrants from Europe and the United States and are not being successfully integrated into the Canadian labour market."

Grady points out that the existing high level of immigration is justified by the supposed needs of the market place. If corporations don't get the employees they need—particularly low-cost employees—then, so the argument goes, the economy will suffer. Grady challenges that view, citing a 2006 Canadian study that found "a 10-per-cent labour-supply shift caused by immigration would result in a three- to four-per-cent reduction in wages" in both Canada and the U. S.

"Employers are always griping about the shortages of labour. But you never hear them saying anything about the need to raise wages to attract more workers." In Grady's view, the "poor performance" of recent immigrants will only improve after "a radical reform of Canadian immigration policy that substantially reduces the number of immigrants (no more than 100,000 a year) and tightens up selection criteria sufficiently to reverse the deterioration."

Perhaps the most egregious flaw in the immigration system is the family class category. The Immigration Act currently allows new immigrants to bring in not only their immediate family (spouse and kids) but also their parents and grandparents of any age. This generates what is called "chain immigration." Naturally, all these parents and grandparents—20,000 in 2006, according to a report to Parliament—are eligible for welfare and health care even though they have made no contributions to either.

Why is there so little willingness on the part of other Canadians to debate the immigration issue?

Martin Collacott, a former Canadian ambassador and one-time director general of security services, says Canadians "are afraid they'll immediately be called racists by all the interest groups—immigration lawyers, rights activists and ethnic groups—that have a stake in promoting immigration."

The question, of course, is: What has made Canadians so afraid?

At the core of Canada's immigration practices—the theory that sustains the practice, as it were—is the concept of multiculturalism. Multiculturalism, in turn, is rooted in the notion that all cultures are deserving of equal respect. As Salim Mansur, a professor of social sciences at the University of Western Ontario, puts it: "Unfortunately, the politics of Canadian multiculturalism is based on the notion that all cultures represented within an immigrant culture are more or less equal, and deserve equal respect and treatment in politics and law."

Immigrant groups draw on this cultural relativism to assert their right to maintain traditions—gender apartheid, polygamy, religious intolerance, for example—even if those traditions are contrary to liberal values and, indeed, violate Canadian law.

It is this mindset of cultural abnegation reflected in Canada's multicultural policies that Mansur sees behind Canadians' reluctance to insist on immigrants conforming to the country's liberal way of life. "The politics of multiculturalism discourages (if 'prohibit' is too harsh a word) the majority population from demanding assimilation of minorities originating from a variety of non-Western cultures," say Mansur, who is also a member of the board of directors of the Center for Islamic Pluralism in Washington, D.C. "Multiculturalism promotes and requires accommodation of ethno-cultural minorities by the host society ... Consequently, multiculturalism together with an open-door immigration policy looses the host society from its inherited culture."

It is surely a puzzle of our times that liberal-minded Canadians hesitate to object to the presence of those who "hate democracy and the West."

"We don't do nearly enough to tell people that 'if you come here your primary political loyalty is to Canada," says Martin Collacott. "If you can't accept the Canadian way of life, and what it means, you should go elsewhere."

So, why would any liberal society adopt policies and practices—extremist multiculturalism and open-door immigration, in this case—that encourage the establishment of more and more illiberal tribalist enclaves in the country?

Perhaps, as Jean Raspail suggests, it has something to do with the state of the Western soul. "The West has no soul left. At every level—nations, races, cultures, as well as individuals—it is always the soul that wins the decisive battles ... I can hardly discern any soul in us."

The number of marriages between Russian citizens and foreigners on the Russian territory is in steady decline the past three years, according to data from the Department of Justice cited in a panel at the Duma on Monday.

If 68,499 international marriages were registered in Russia in 2007, their number rose to 60,627 in 2008 and 29,317 during the first half of 2009.

According to departmental data, the Russians prefer to marry people of former Soviet republics, including Ukraine (18,984 marriages in 2007, 16,143 in 2008 and 7298 during the first half of 2009) and Armenia (in 9452 2007, 8851 in 2008 and 4144 during the first six months of the year).

Tajikistan, Azerbaijan, Uzbekistan, Moldova, Belarus, Kazakhstan, Georgia and Kyrgyzstan are among the top 10 countries whose citizens are united in wedlock with the Russians.

Side Europe, the Germans, British, Lithuanians, Italians and French who are most often marry in Russia.
Nationals Turkish, Israeli, American and Chinese often formalize their relationship with Russians.

[Joseph Arthur Comte de Gobineau (1816–1882), to use his full name and title, has been called the "father of racism," usually by people who think he was the intellectual precursor to the Ku Klux Klan and the Nazis. For a host of reasons, this is a silly way to think of him, but he does deserve study—both because of his influence as a thinker and for the inherent interest of what he wrote. As Gobineau recognized, many people had written about race before he did—"The idea of an original, clear-cut and permanent inequality among the different races is one of the oldest and most widely held opinions in the world."—but he was the first to study race seriously as an important force in world history.Gobineau was a French diplomat, journalist, novelist, Orientalist, and poet as well as a race theorist. He was a confirmed elitist, and was deeply annoyed that his birthday was Bastille Day, the commemoration of what he thought was one of the most shameful movements in French history.Although anti-racists today try to pigeonhole Gobineau as a "racist" and nothing more, he was a man of considerable parts. He was, for example, a friend of Alexis de Tocqueville, who invited him to collaborate on a history of moral attitudes. They never completed the project, but some 80 letters remain from their correspondence. In fact, Tocqueville had a large role in Gobineau's career. In 1849, Tocqueville became foreign minister of France, and invited Gobineau to become his private secretary. Tocqueville did not last long at the ministry, but his friend spent the next 30 years as a diplomat, deepening his understanding of the role of race. He had two postings in Iran, and held near-ambassador ranks in Athens, Rio de Janeiro and Stockholm. He was reported to be a man of great charm and an effective diplomat.Gobineau published his major work, Essay on the Inequality of the Human Races, in four volumes, from 1853 to 1855. It did not attract much notice, and only began to influence European thinking 20 years later, after Gobineau became friends with Richard Wagner. The two men died within a few months of each other, and the Wagner/Bayreuth movement promoted Gobineau along with Wagner. The Nazis later adopted Gobineau as one of their own—thereby considerably damaging his reputation—but as we will see, it was only with considerable distortion that Gobineau could be claimed as an early National Socialist.Gobineau begins his famous essay by explaining how he discovered the importance of race. He wanted to know why civilizations die, and found all previous explanations inadequate. Bad governments, he decided, do not kill off civilizations because bad government is everywhere: "Thank heaven they [the people] have the power of soon becoming accustomed to their sufferings." Decadence and effeminacy are not the cause because some nations "have lived and grown fat on it." Nor does loss of faith in a society's gods explain collapse because some civilizations have died during times of religious fanaticism.These studies led to what is Gobineau's most quoted insight:"I was gradually penetrated by the conviction that the racial question overshadows all other problems of history, that it holds the key to them all. . . . Everyone must have had some inkling of this colossal truth, for everyone must have seen how certain agglomerations of men have descended on some country, and utterly transformed its way of life. . . ." The rest of the essay is an extensive elaboration on this insight.How Races DifferGobineau divided all men into three races: black, white, and yellow. Although he put whites at the top, his orderings have a strange resemblance to Philippe Rushton's well-known findings that blacks and Asians are at the extremes on many traits, with whites somewhere in between.Blacks, wrote Gobineau, are dull-witted and have strong, crude feelings. They do not care what they eat, since they consider all food good. The "prognathous Negro" (a phrase Gobineau liked—"prognathous" means having a jaw that juts forward) is at the same time capricious in his feelings, and "kills willingly, for the sake of killing." Blacks are incapable of civilization: "Ages have passed without their doing anything to improve their conditions."Gobineau describes the yellow race as "the exact opposite" of the black:"[H]e commits none of the strange excesses common among Negroes. His desires are feeble, his will-power rather obstinate than violent; his longing for material pleasures, though constant, is kept within bounds. A rare glutton by nature, he shows far more discrimination in his choice of food."The Asian has a respect for order but "he does not dream or theorize; he invents little, but can appreciate and take over what is useful to him." Gobineau says the yellow races are the perfect middle class; one could not have better, more useful masses. However, he writes, "no civilized society could be created by them; they could not supply its nerve force, or set in motion the springs of beauty and action."It is whites who build civilizations because of their "love of liberty" and their restless will to create and govern. Joseph Arthur Comte de Gobineau (1816–1882), to use his full name and title, has been called the "father of racism," usually by people who think he was the intellectual precursor to the Ku Klux Klan and the Nazis. For a host of reasons, this is a silly way to think of him, but he does deserve study—both because of his influence as a thinker and for the inherent interest of what he wrote. As Gobineau recognized, many people had written about race before he did—"The idea of an original, clear-cut and permanent inequality among the different races is one of the oldest and most widely held opinions in the world."—but he was the first to study race seriously as an important force in world history.

Gobineau was a French diplomat, journalist, novelist, Orientalist, and poet as well as a race theorist. He was a confirmed elitist, and was deeply annoyed that his birthday was Bastille Day, the commemoration of what he thought was one of the most shameful movements in French history.

Although anti-racists today try to pigeonhole Gobineau as a "racist" and nothing more, he was a man of considerable parts. He was, for example, a friend of Alexis de Tocqueville, who invited him to collaborate on a history of moral attitudes. They never completed the project, but some 80 letters remain from their correspondence. In fact, Tocqueville had a large role in Gobineau's career. In 1849, Tocqueville became foreign minister of France, and invited Gobineau to become his private secretary. Tocqueville did not last long at the ministry, but his friend spent the next 30 years as a diplomat, deepening his understanding of the role of race. He had two postings in Iran, and held near-ambassador ranks in Athens, Rio de Janeiro and Stockholm. He was reported to be a man of great charm and an effective diplomat.

Gobineau published his major work, Essay on the Inequality of the Human Races, in four volumes, from 1853 to 1855. It did not attract much notice, and only began to influence European thinking 20 years later, after Gobineau became friends with Richard Wagner. The two men died within a few months of each other, and the Wagner/Bayreuth movement promoted Gobineau along with Wagner. The Nazis later adopted Gobineau as one of their own—thereby considerably damaging his reputation—but as we will see, it was only with considerable distortion that Gobineau could be claimed as an early National Socialist.

Gobineau begins his famous essay by explaining how he discovered the importance of race. He wanted to know why civilizations die, and found all previous explanations inadequate. Bad governments, he decided, do not kill off civilizations because bad government is everywhere: "Thank heaven they [the people] have the power of soon becoming accustomed to their sufferings." Decadence and effeminacy are not the cause because some nations "have lived and grown fat on it." Nor does loss of faith in a society's gods explain collapse because some civilizations have died during times of religious fanaticism.

These studies led to what is Gobineau's most quoted insight:

"I was gradually penetrated by the conviction that the racial question overshadows all other problems of history, that it holds the key to them all. . . . Everyone must have had some inkling of this colossal truth, for everyone must have seen how certain agglomerations of men have descended on some country, and utterly transformed its way of life. . . ." Italy's influential Northern League Party has stood out over the past decade for its particular knack in finding new (and not-so-new) ways of offending people based on country of origin and color of skin. {snip}

The latest swipe by the Northern League attempts some kind of holiday spirit. The league-led city council in Coccaglio, a small town east of Milan, has launched a two-month sweep—from Oct. 25 to Dec. 25—to ferret out foreigners without proper residency permits. It has been dubbed Natale Bianco, or "White Christmas."

Claudio Abiendi, a longtime Lega Nord member who leads security policy on the city council, told the daily La Repubblica that he came up with the initiative as a way "to start cleaning things up" in Coccaglio, a town of 7,000 with some 1,500 immigrant residents. "For me, Christmas isn't the celebration of hospitality, but rather of Christian tradition and our identity," he said. Abiendi also told the paper that approximately half of the 150 inspections already carried out turned up people who no longer had a right to reside in Italy. He said he would report them to national authorities.

The city council office is responding to requests for interviews with a press release denying any racist intent, noting that the Natale Bianco moniker was not an official public designation. The impromptu local census "was born to know the real number of foreign-born citizens present in Coccaglio so as to better manage the economic resources destined for integration projects." Local officials say the measure follows a national policy set forth by Italy's Interior Minister, Roberto Maroni, a member of the Northern League, to give local administrators more authority in monitoring the residency status of foreigners.

Both the economic scapegoating of immigrants and the vision of the league's White Christmas irk the Comunita di Sant'Egidio, an influential Catholic lay group that defends immigrant rights. "The insults and rhetoric help to exploit uncertainty and create political consensus," says Mario Marazziti, Sant'Egidio's spokesman. "But in the end, it is against the national interest. Italy is in demographic decline, and the only real chance is to work to integrate immigrants, who are the last hope for the country to start to grow again. All the rest just creates conflict and puts off resolving this crisis."

Human geneticists have reached a private crisis of conscience, and it will become public knowledge in 2010. The crisis has depressing health implications and alarming political ones. In a nutshell: the new genetics will reveal much less than hoped about how to cure disease, and much more than feared about human evolution and inequality, including genetic differences between classes, ethnicities and races.

About five years ago, genetics researchers became excited about new methods for "genome-wide association studies" (GWAS). We already knew from twin, family and adoption studies that all human traits are heritable: genetic differences explain much of the variation between individuals. We knew the genes were there; we just had to find them. Companies such as Illumina and Affymetrix produced DNA chips that allowed researchers to test up to 1m genetic variants for their statistical association with specific traits. America's National Institutes of Health and Britain's Wellcome Trust gave huge research grants for gene-hunting. Thousands of researchers jumped on the GWAS bandwagon. Lab groups formed and international research consortia congealed. The quantity of published GWAS research has soared.

In 2010, GWAS fever will reach its peak. Dozens of papers will report specific genes associated with almost every imaginable trait—intelligence, personality, religiosity, sexuality, longevity, economic risk-taking, consumer preferences, leisure interests and political attitudes. The data are already collected, with DNA samples from large populations already measured for these traits. It's just a matter of doing the statistics and writing up the papers for Nature Genetics. The gold rush is on throughout the leading behaviour-genetics centres in London, Amsterdam, Boston, Boulder and Brisbane.

GWAS researchers will, in public, continue trumpeting their successes to science journalists and Science magazine. They will reassure Big Pharma and the grant agencies that GWAS will identify the genes that explain most of the variation in heart disease, cancer, obesity, depression, schizophrenia, Alzheimer's and ageing itself. Those genes will illuminate the biochemical pathways underlying disease, which will yield new genetic tests and blockbuster drugs. Keep holding your breath for a golden age of health, happiness and longevity.

In private, though, the more thoughtful GWAS researchers are troubled. They hold small, discreet conferences on the "missing heritability" problem: if all these human traits are heritable, why are GWAS studies failing so often? The DNA chips should already have identified some important genes behind physical and mental health. They simply have not been delivering the goods.

Certainly, GWAS papers have reported a couple of hundred genetic variants that show statistically significant associations with a few traits. But the genes typically do not replicate across studies. Even when they do replicate, they never explain more than a tiny fraction of any interesting trait. In fact, classical Mendelian genetics based on family studies has identified far more disease-risk genes with larger effects than GWAS research has so far.

Why the failure? The missing heritability may reflect limitations of DNA-chip design: GWAS methods so far focus on relatively common genetic variants in regions of DNA that code for proteins. They under-sample rare variants and DNA regions translated into non-coding RNA, which seems to orchestrate most organic development in vertebrates. Or it may be that thousands of small mutations disrupt body and brain in different ways in different populations. At worst, each human trait may depend on hundreds of thousands of genetic variants that add up through gene-expression patterns of mind-numbing complexity.

Political science

We will know much more when it becomes possible to do cheap "resequencing"—which is really just "sequencing" a wider variety of individuals beyond the handful analysed for the Human Genome Project. Full sequencing means analysing all 3 billion base pairs of an individual's DNA rather than just a sample of 1m genetic variants as the DNA chips do. When sequencing costs drop within a few years below $1,000 per genome, researchers in Europe, China and India will start huge projects with vast sample sizes, sophisticated bioinformatics, diverse trait measures and detailed family structures. (American bioscience will prove too politically squeamish to fund such studies.) The missing heritability problem will surely be solved sooner or later.

The trouble is, the resequencing data will reveal much more about human evolutionary history and ethnic differences than they will about disease genes. Once enough DNA is analysed around the world, science will have a panoramic view of human genetic variation across races, ethnicities and regions. We will start reconstructing a detailed family tree that links all living humans, discovering many surprises about mis-attributed paternity and covert mating between classes, castes, regions and ethnicities.

We will also identify the many genes that create physical and mental differences across populations, and we will be able to estimate when those genes arose. Some of those differences probably occurred very recently, within recorded history. Gregory Cochran and Henry Harpending argued in "The 10,000 Year Explosion" that some human groups experienced a vastly accelerated rate of evolutionary change within the past few thousand years, benefiting from the new genetic diversity created within far larger populations, and in response to the new survival, social and reproductive challenges of agriculture, cities, divisions of labour and social classes. Others did not experience these changes until the past few hundred years when they were subject to contact, colonisation and, all too often, extermination.

If the shift from GWAS to sequencing studies finds evidence of such politically awkward and morally perplexing facts, we can expect the usual range of ideological reactions, including nationalistic retro-racism from conservatives and outraged denial from blank-slate liberals. The few who really understand the genetics will gain a more enlightened, live-and-let-live recognition of the biodiversity within our extraordinary species—including a clearer view of likely comparative advantages between the world's different economies.

Muslim representative bodies across the world, and particularly in Australia, have reacted angrily to Australian Prime Minister Kevin Rudd's 'adjust or leave Australia' remark, saying the comment was prejudicial to their community and uncalled for.

Rudd had said that Muslims who want to live under Islamic Sharia law should get out of Australia.

Separately, Rudd angered some Australian Muslims on Wednesday by saying he supported spy agencies monitoring the nation's mosques.

Insisting that Muslims in Australia must adapt, Rudd said: "Take It Or Leave It. I am tired of this nation worrying about whether we are offending some individual or their culture. Since the terrorist attacks on Bali, we have experienced a surge in patriotism by the majority of Australians."

Rudd added: "This culture has been developed over two centuries of struggles, trials and victories by millions of men and women who have sought freedom. We speak mainly English, not Spanish, Lebanese, Arabic, Chinese, Japanese, Russian, or any other language. Therefore, if you wish to become part of our society. Learn the language!'

"Most Australians believe in God. I am currently busy with a new book directed specifically at white Americans. It will start with a brief overview of the racial demographic problem facing the United States of America, but is mainly focused on a solution rather than restating the obvious.

The solution, the book will argue, lies in real political participation.

For too long, pro-white activists in America have been led down the garden path by a bunch of psychopaths, losers, and do-nothing cranks.

I have identified these groups as "cancers" in the so-called "right wing."

Only once these cancers have been firmly expelled or closed down, will there be any chance of realistic political action.

In fact, I will argue, one of the primary reasons why America sits on the edge of a racial catastrophe is because of the malignant influence of these cancers.

The Nazi-costumed freaks, the mentally ill-Christian Identity adherents and the disgraceful skinheads have all allowed the enemies of white America to smear anybody who opposes the destruction of that country as crackpots.

The irony of this is not lost: those groups are indeed crackpots. But why then is there no "sensible" white American political movement?

Why did the Ron Paul-type politics not emerge twenty years ago, like it should have?

The answer is because the majority of people who understand the issue of racial demographics have been sucked up into the dead-end politics of the cancers listed below.

The chapter headings of the new book are as follows:

1. The Extent of the Problem: Demographics

This will deal with the extent of the Third World immigration invasion into America and how that country has less than twenty years left to avoid total submersion.

2. The Extent of the Problem: The Failure of White Politics in America

This will deal with the reasons why white political activity to date in America has been a failure.

It will discuss how white American politics has been led down the path of inactivity by people who have no grasp of reality and who, when stripped down to the core, are certifiably mentally insane.

3. The Solution Part I: The Need for Real Political Action

This section will discuss how the only way to deal with the huge problem outlined in chapter 1 is for sensible, reasonable, democratic electoral political action, stripped of the cranks and crackpots who currently infest the American "right wing."

The Cancers Part I: Expunge the Madmen–Christian Identity

This section will deal with what is possibly the most utterly deranged group of vermin ever to infest white politics in America: those who claim that the European people are the "true Jews" and that the "Jews are Satan's spawn" etc. etc.

Christian Identity (also known as "British Israelism") adherents are severely mentally deranged people who need to be utterly exterminated from white political activity.

There is no compromise with these rabid madmen: they poison every political organization they enter with their insane theology and there is literally no end to their madness.

It is the reason why any political organization which wishes to succeed, must expel all those dribbling lunatics who spout this drivel, or bar them from entering in the first place.

Let them go and mutter about "Christ killers" somewhere else where all sane people can just laugh at them.

5. The Cancers Part II: Get Rid of the Weirdos–The KKK and the Confederacy Hobbyists

This part will deal with those pathetic weirdos who think that by running around in white sheets, burning crosses, and behaving like white trash they are somehow "contributing."

In fact, they are childish fantasists who play into the hands of those who would portray all pro-white political activists as nuts.

Once again, anyone who is serious about effecting real, viable, modern nationalist democratic politics, needs to distance themselves from this bunch of sad pathetic losers.

The Confederacy hobbyists are also a millstone that needs to be shaken loose.

First of all, the Confederacy was not a "white racist super state" like the KKK and the hobbyists would like to think. There were American Indian Confederate generals in the southern army, and secondly, the Confederacy actually wanted to keep blacks in slavery.

Quite apart from the moral opprobrium (what type of lunatic wants to keep slaves?) the reality is that the American south has a large black population precisely because of the antebellum slave owning society.

Any ideology which (a) endorses slavery as a "good thing" and (b) resulted in the overrunning of the south by the descendants of black slaves, cannot form any part of a rational debate.

Modern democratic white nationalism demands a rejection of the concept of slavery and all that it entailed.

6. The Cancers Part III: The Necrophiliacs Must Go–The "Nazis" and World War II Hobbyists

This part will deal with those people who are obsessed with World War II, Hitler, and the Nazis.

These people who cannot get out of their childish retro uniforms and grow up, need to be expelled from any modern democratic pro-white political movement.

Those who think they are "contributing to the cause" by huddling in a hotel room with a money-sucking, time-wasting crank like David Irving discussing what Herman Goring said on August 29, 1942, are equally delusional.

If they must persist in that sort of activity, they must understand that they are making no contribution at all to solving the most urgent problem of our time, as outlined in chapter 1.

The Nazi-obsessionists fail to understand that this period happened eighty years ago in Germany. The Nazis are not coming back; they are history.

It has no relevance to us today and there is no time to look at it now in any way other than a historical occurrence which is dead and gone.

Those who fail to understand this, and cannot get over wearing silly uniforms and marching round like lunatics, need to either find another obsession to focus on–or at the very least, get their necrophilia out of white politics.

7. The Cancers Part IV: The Do-Nothing Obsession–William Pierce and the National Alliance

In retrospect–and I did not realise this until much later–the malign influence of the "do-nothing" mentality created by William Pierce and the National Alliance type of organization has possibly been the single most damaging influence in pro-white politics in American history.

In fact, if America does go down before the Third World, one of the major contributing causes will have been this mentality which prohibited participation in the political process.

William Pierce taught all of his followers that participation in the ordinary democratic process was pointless.

Instead, he said that all they had to do was "wait for the system to collapse and then seize power."

Of course, not Pierce or anyone else could ever say exactly how they were going to "seize power" or when–because they had no idea.

The reason why they had no idea was because it was all fantasy island stuff.

This blind refusal to become involved in the democratic process became the norm, so that the political process became totally dominated by those seeking the destruction of America.

One can only wonder how many potential Ron Pauls were sucked up into this nihilistic mindset and burned out in the negativity of the "do-nothing" camp. I suspect it is far too many.

The National Alliance and its assorted spin-offs have been going for more than thirty years. What do they have to show for it? What political power do they have? Nothing. Zip. Nada.

In fact, America is now considerably worse off.

The time has come to close down the National Alliance and all its spinoffs.

This sort of "politics" has proven itself a failure and America does not have the time for indulging this sort of nonsense any more.

8. The Cancers Part V: A Sick Aberration–The Skinhead Disgrace

The Chinese philosopher general Sun Tzu, in his book The Art of War, pointed out that a general who enters a battlefield which has been set up by his enemy is at an immediate disadvantage.

So it is with the skinhead phenomenon. The media has successfully created the image of the skinhead racist thug, beating up old ladies and full of mindless violence.

And what happens? That is exactly what the "skinheads" do–falling precisely into the stereotype trap that the enemy have set for them.

The entire skinhead culture and appearance is a gift from heaven for those who seek to smear and malign real political activists.

Once again, one has to ask: what has this "skinhead" movement ever achieved? Once again, the answer is nothing.

The skinhead phenomenon needs to be closed down. Those adherents who cannot grow up must be barred from participating in modern democratic nationalism.

9. The Solution Part II: The Only Way Forward

The only way forward for white American politics is for participation in the democratic electoral process by normal, decent looking, moderate political activists.

Those who would swagger around in costumes, cling to long-dead ideologies or adhere to crackpot religious views, are part of the problem, not the solution.

America's unique situation–and the shortness of time left for its existence as a majority European nation–makes two things inevitable:

1. There is no time to start a third party. Forget the "American National Party" type ideas. By the time any sort of national consciousness is achieved by such an organization, it will be too late.

2. Because of that fact, political activism will have to take place within the two party Republican/Democrat pea-in-the-pod system.

The first step in setting this up must be the creation of a European-American Political Action Committee (EUPAC).

This lobby must first draw up an electable political platform. This must be devoid of all the crankery which has so typified the cancerous groups outlined above: obsessive blaming of Jews, the Illuminati conspiracies, Satan, racial pejoratives, World War II and Civil War re-enactors, and thuggish racism in general.

A modern democratic nationalist platform contains none of this and does not fall into the trap of "blaming" anybody as its main focus.

Indeed, the reason why white Americans have no real political power is not because other groups have "plotted" to steal it. The reason why white Americans have no power is because there has never been anyone to vote for. As simple as that.

A EUPAC must, therefore, focus on developing realistic policies and programs which can actually be implemented AND sold to the voting public.

A EUPAC program might, for example, contain the following principles:

– America was founded as a majority European nation and has a right to remain so;

– Unrestricted Third World immigration presents social, economic, and demographic problems which will destroy the Founding Fathers' vision;

– Government interference and the abrogation of the Bill of Rights is a fundamental threat to the freedom of its citizens;

– America must return to the foreign policy laid out by George Washington when he warned against foreign wars; and so on. You get the idea, I am sure.

The next thing this lobby must do is select sensible, reasonable, appealing candidates as either Republicans or Democrats (depending on local traditional preferences). These candidates can be "endorsed by EUPAC."

The loose nature of the political process in America makes this sort of thing possible. (It is almost incomprehensible to political activists in Britain or elsewhere who are used to a much more centralized and controlled party structure.)

I have no doubt that Ron Paul-type clones, spread throughout the United States of America, can effect massive political change almost overnight.

I have long speculated that if sensible candidates ran in each state's senate elections, a huge breakthrough would occur.

Ron Paul type campaigns–run in senate seats in each state–could easily generate turnouts of hundreds of thousands of votes each.

Even if each senate candidate gets only 25,000 votes (and I am sure many will do better–look at what Ron Paul did) this would be 50,000 in each state.

That figure, multiplied by 49 (I grant Hawaii won't do this), gives an instant tally of 2,450,000 votes. This can be done without even winning a seat, and probably with a first time out campaign.

It is a fantastic kick-off basis, and with a bit of work and fine tuning, could easily be improved upon within a very short space of time.

More importantly, it would send a shock wave through Washington DC.

It is about time Americans who understand that the way forward is not through more crankery, but through democratic participationist populist politics, step forward.

They must pick up the reins from the failures, oddballs, and cranks who have led them up the garden path for the past forty years.

The alternative, as was once told to me many years ago, is too ghastly to contemplate.

Antiracists and far-right youths battle in Moscow

MOSCOW — A simmering confrontation between far-right youths and ant-racist activists has erupted into Moscow's streets after the fatal shooting of an anti-racist activist known as the Bonebreaker.

The violence stems from deep animus between two aggressive camps with starkly different visions of Russia's future — neo-Nazi skinheads who rank in the tens of thousands and militant anti-racist groups that call themselves Antifa, short for anti-fascist.

Former punk rocker Ivan Khutorskoi, 26, provided security for meetings of antifascists. He also was known for organizing underground bare-knuckle boxing matches among them, and taking part in violent attacks on ultranationalists.

Khutorskoi was gunned down in his apartment building on the city's outskirts Monday night. A day later, dozens of masked men pelted the headquarters of the pro-Kremlin youth group Young Russia with stones, trash and steel rods, Young Russia's leader said.

Kremlin critics say Russia's leadership created Young Russia and similar youth organizations to keep its political opponents in check and provide support, and sometimes muscle, on the streets. Anti-racist groups claim they have close ties with the ultranationalists they call fascists or Nazis.

Nobody was hurt in the attack late Tuesday on the office of Young Russia. But its message, delivered first with projectiles and then over the Internet, seemed clear.

"If no one but us tries to stop Nazis and those who provide cover for them, we will act by all means necessary," blogger Anarcho Punk wrote Wednesday. Other anti-racist bloggers said the attack was retaliation for what they claimed were the group's links to Russian neo-Nazis. They "dedicated" the assault to their leader, Khutorskoi — an outsized figure and a role model among antifascists, who say he had survived three previous assassination attempts. He was shot twice in the back of the head near the door to his apartment on Moscow's eastern outskirts, police said.

Khutorskoi sometimes provided security at press conferences of Stanislav Markelov, a human rights lawyer hated by ultranationalists — but not at the one last January after which Markelov and a journalist were fatally shot on the street.

Antifa groups have been rapidly adding to their ranks in Russia in recent years, said Galina Kozhevnikova, the director of Sova, a respected independent hate-crime watchdog monitoring group. She said their ideology attracts leftist-minded youth and people concerned about persistent hate crimes and xenophobia in today's Russia.

"The army of ultranationalists is definitely bigger, as the movement is much older," Kozhevnikova said.

Pro-Kremlin youth groups like Young Russia are also a significant force. Experts believe their emergence was a Kremlin response to the 2004 Orange Revolution in Ukraine, where youth groups played a key role in street protests that ushered a pro-Western presidential candidate to power.

Young Russia is known for street rallies and pranks against anti-Kremlin politicians. The group has also been involved in attacks on anti-government protesters and opposition youth activists.

Young Russia's leader, Maxim Mishchenko, said about 80 masked men attacked the office in central Moscow. A 22-year old attacker was seized by Young Russia activists and handed over to police, he said.

Anti-fascist bloggers claimed Mishchenko, a Russian parliament member with Prime Minister Vladimir Putin's United Russia party, has close ties with Russky Obraz, a radical ultranationalist group that antiracists claim was behind Khutorskoi's killing.

Mishchenko denied the allegations, calling them "as absolute lie."

A spokesman for Russky Obraz, Yevgeny Valayev, told The Associated Press that the group had "no Kremlin-appointed supervisors" but had cooperated with Mishchenko on several initiatives, including an extreme nationalist march in Moscow early this month.

When asked about what he thought about music by today's top country stars, the 78-year-old said while they are good, "they've stolen our identity."

Jones made the comment during a recent interview when asked about music by artists like Carrie Underwood and Taylor Swift.

"They had to use something that was established already, and that's traditional country music. So what they need to do really, I think, is find their own title, because they're definitely not traditional country music," he said.

"It's good to know that we still do traditional country music. Alan Jackson still does it, so does George Strait. We still have it, and there's quite a few of us that are going to hope that it comes back one of these days."

Still, his contemporaries haven't always stuck to traditional country, either. Fellow Hall of Fame member Johnny Cash was met with critical acclaim a few years ago by covering the Nine Inch Nails song "Hurt."

Jones recently put out a new CD, through Cracker Barrel Old Country Store, called "A Collection of My Best Recollection." It includes some of his most requested songs from throughout his career, including classics like "White Lightning" and "I Don't Need Your Rockin' Chair," as well as two previously unreleased ones.

"Only thing I would like to keep accomplishing is music for my fans and achieving some goals to keep them happy with what I record in the future," Jones said. "I've done just about everything else. The good Lord's been good to me ... I'm going to enjoy the rest of my life."

The Canadian government has introduced two bills to the parliament that will enable it to gain access to the personal information of it's citizens.

The controversial bills named C-46 and C-47, if approved, would allow warrantless interception of personal information by the government and the intelligence service via telecommunication companies.

This would permit authorities to exert wider influence on information networks by collecting confidential data about citizens including names, addresses, phone numbers, emails, and even the data on their personal computers.

For a decade, the Canadian government has been after approving a law that obliges telecommunication companies to allow police and security services to access the private data of their users.

While Western governments retain the right to infringe on people's privacy, they never hesitate in criticizing third world governments for what they describe as violation of people's confidential social and individual freedoms.

Wednesday's celebration of the new Russian holiday, People's Unity Day, was a massive gesture of nationalist fervor by patriotic Russians. Some 200,000 people from many different groups marched and rallied all over the country, and a considerable number of were explicitly racial nationalists.

Some organizations called the celebration the "Russian March" to emphasize Russian nationalism over "people's unity." DPNI, an organization whose name translates as Movement Against Illegal Immigration, went even further and called its event "March Against the Invaders." It boasted a uniformed drum corps and a turnout of 7,000 in Moscow (see photos). DPNI had the enthusiastic support of even more ultra-nationalist organizations such as the Slavonic Union and the Russian National Union. There were a few clashes with "anti-fascist" militants, but this year's People's Unity Day kept convincingly to what has become a five-year tradition: a clear demonstration of Russian commitment to Mother Russia.

People's Unity Day was established by President Vladimir Putin in 2005 to replace the Soviet Union's big political holiday, the November 7 anniversary of the 1917 Bolshevik Revolution. After Russia junked Marxism-Leninism, it made little sense to celebrate the revolution—though the Communist Party rejects the new holiday and still insists on celebrating the revolution.

Nationalists understood right away the importance of giving the new holiday a thoroughly patriotic flavor. Everyone had expected that the new holiday to be nothing more than a day off work, but even at the first celebration in 2005, nationalists surprised the country by showing the same spirit as the historical event the holiday commemorates: the liberation of Moscow from Polish invaders in 1612.

Unfortunately, Russia today faces an existential crisis, just as it did in 1612, and it was with the same urgency that Russian patriots took to the street on November 4.

Immigration

Russia has a border that is 12,331 miles long and there are plenty of people in the 15 countries on the other side who are trying to get in. Two countries, Finland and Norway, are prosperous and Belarus and the Baltic republics are stable. Poland and the Ukraine are borderline Third World, but their people are at least of kindred stock. Georgia, Kazakhstan, Azerbaijan, Mongolia, and North Korea are grindingly poor, and many of their people want to live in Russia. China is a special case: Chinese cities are prosperous, but many Chinese rural areas are miserable. Russia thus gets a stiff dose of neighboring Asians and Muslims, along with illegal immigrants from Vietnam, Afghanistan, Iran, and the Middle East.

Russia is even worse than the United States at keeping track of gate-crashers, so no one knows how many have sneaked in or overstayed their visas. At least 100,000 a year were said to be arriving in the late 1990s, and when the Russian economy was growing at more than 6 percent a year from 2004 to 2008, the demand for cheap labor must have sucked in many more.

Most illegals go to the big cities, but many go to the Urals and the Eastern Frontiers to work in mining and timber. Many immigrant groups, but particularly the Chinese, form enclaves, and although they are in Russia, they reproduce the communities they had in their homelands.

Like population figures, the cost of government aid to illegal immigrants is unknown. Most Russians get free medical care and education, so most illegals probably get these benefits, too.

Chinese come for the obvious economic reasons, and to escape the population pressures in a country of 1 billion people, but some also come to escape the one-child policy. Chinese are especially attracted to Siberia, whose sparse population is such a contrast to their own country. There is a legitimate fear of Chinese simply outnumbering Russians in certain areas. Already, Chinese are deeply involved in organized crime in those vast reaches were Russian military and police are stretched thin.

The number of refugees gaining asylum in Canada has dropped dramatically under the Conservatives as new figures reveal the impact of the government's efforts to transform this country's immigration system.

New statistics released by the government show the number of successful claims by refugees living in Canada fell to less than half of what it was when the Conservatives came to office.

The final immigration numbers for 2008—as well as future projections—come as Citizenship and Immigration Minister Jason Kenney is promising to refocus Canada's refugee system on what the government calls "real victims" rather than migrants seeking to abuse the process.

During the summer, the government imposed visa restrictions on Czechs and Mexicans as part of a broader attempt to block bogus refugee claims filed from within Canada. A spokesman for Mr. Kenney noted Monday that Mexico was the top source of asylum claims in 2008, yet the Immigration and Refugee Board rejected those claims at a rate of 90 per cent.

Spokesman Alykhan Velshi said the department expects that in 2010, Canada will resettle 3,900 refugees from Iraq, 2,900 Karen refugees from Burma and 2,500 Bhutanese refugees.

Critics say the numbers show a lack of compassion and a potential disregard of the government's obligations under the Charter of Rights and Freedoms to provide people with a fair hearing before deciding whether to deport them. They say lower targets will mean thousands of refugee claimants living in Canada will face further delays in hearings, and more will be deported to a very uncertain future.

"If we deport the wrong person because we denied their claims, some of them suffer torture, beatings, occasional death . . . drastic consequences," NDP MP Olivia Chow said. She pointed to a report last month that a 24-year-old woman who was murdered in Mexico had made two failed refugee claims in Canada.

Citizenship and Immigration's annual report, released on Friday afternoon, revealed that the number of refugees approved after applying in Canada dropped by 56 per cent from 2005 to 2008.

The report also shows the projected number of refugees who will be accepted from within Canada—known as "inland protected persons"—will remain near the lower 2008 levels both this year and next.

The lower numbers reflect the fallout of a refugee determination system that slowed to a crawl in the first two years after the Conservative defeat of the Paul Martin Liberal government in 2006.

The Conservatives vowed to overhaul the Immigration and Refugee Board—the panel that rules on refugee claims—saying it had become a haven for Liberal political appointees.

But in the move to a new system, many board positions were vacant for months, swelling the case backlog and limiting the number of hearings. There is now an 18-month delay between a refugee claim in Canada and an IRB hearing.

According to the minister's spokesman, the time it took to change the IRB appointments process is the main reason for the drop in the 2008 numbers. But now that almost all of the board positions have been filled, he said, the numbers will climb again in the short term.

However, Mr. Velshi said the report's projections do not take into account the minister's plans for a new system that will weed out "bogus" claims made in Canada more quickly while still respecting the Charter.

"Clearly our system is being abused," Mr. Velshi said. "[The minister] plans to reform our asylum system to give a faster decision to real asylum claimants."

Janet Dench, the executive director of the Montreal-based Canadian Council for Refugees, said the report's numbers show a clear change in Canada's approach to refugees.

"Canada is becoming dramatically less welcoming toward refugees," said Ms. Dench, who takes issue with the government's assertions that it is showing an openness to refugee applications from abroad. "It's a very bleak, bleak picture for refugees and for Canadians that care about refugees."

KENTVILLE — Kings County residents will have the province's first race relations policy based on the United Nations' commitments to address racial discrimination around the world.

Today, Kings County council's new committee on race relations and anti-discrimination will be officially launched, making it the only such municipal committee in Nova Scotia.

"UNESCO (UN Educational, Scientific and Cultural Organization) put out 10 commitments for combating racism and discrimination, and Kings County council has committed to forming (its) own committee following these commitments," Jim Retallack, a citizen member and secretary of the committee, said Monday.

The committee was not formed in response to any recent events.

"It's just an underlying issue that was there and not being addressed," Mr. Retallack said in an interview.

"The structure provided by the UN gave council the opportunity to put something in place," he said.

The committee is comprised of two councillors and four citizen members.

"We've taken the 10 commitments and parsed them out and asked: 'Which are the ones that we can address most effectively?' " said Mr. Retallack.

It has started with employment practices within the municipality.

It plans to rewrite its employment policies so they are inclusive, and train all municipal staff in issues of discrimination based on race, gender, sexual orientation and disabilities.

Mr. Retallack said it's significant that council has formally approved the committee, recognizing "that this is an issue that needs to be addressed."

The committee has set up a website, where it plans to publish people's rights and steps to take if someone believes there has been an act of discrimination.

The committee also plans to survey people's attitudes toward equality issues in an attempt to understand the underlying beliefs, said Mr. Retallack, president and CEO of Acadia Management Group Inc., an energy consulting firm based in Wolfville.

"We also want people to start thinking about exclusion," he added, "so that they understand by their own behaviour what it is they may be doing."

The committee has met with the Kings detachment of the RCMP to look at the police force's program of recruiting and training as a possible example for the county.

He said the Mounties also meet with foreign students at Acadia University each year to explain how the force operates, which in many cases is radically different from how police forces operate in their home countries.

The committee will be formally launched today at the Old Orchard Inn in Greenwich, with guest speaker Igho Natufe, president of the National Council of Visible Minorities in Ottawa.

The FBI, in league with the Bureau of Justice Assistance (part of the Department of Justice), has launched a program that harks back to East Germany's Stasi.

In Philadelphia, the FBI has instructed tattoo shops to rat out their customers if they demand privacy, insist on paying with cash, engage in "suspicious behavior," make "anti-US" comments, or request tattoos that are "extremist symbols."

According to the MIAC report, the Gadsden flag is a "militia symbol." The Department of Homeland Security's Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment report characterizes militias as "white supremacists," domestic terrorists and a threat to the president. MIAC is part of the federal "fusion" effort now underway around the country.

It is not merely "extremist symbols." In addition, the FBI literature instructs tattoo shops to be on the look-out for people who change hair color, style of dress, or shave beards between visits. Suspicious people also include those with missing fingers or hands, chemical burns, strange orders or bright colored stains on clothing.

Five European nationalist parties are forming an alliance in opposition to the European Union and globalization, officials said Saturday.
Hungary's Jobbik, France's National Front, Italy's Three-Color Flame, Sweden's National Democrats and Belgium's National Front formed the Alliance of European National Movements, saying the British National Party, Austria's Freedom Party as well as groups from Spain and Portugal would join them soon.

Far-right parties won a surprisingly large number of seats in June's European parliamentary elections. Jobbik got three seats and nearly 15 percent of the vote in Hungary, while the British National Party won two seats and 6 percent of the vote.

Nationalist parties are usually opposed to immigration and increased rights for homosexuals, say globalization will homogenize independent cultures and don't want supranational bodies like the European Union to limit the rights of individual countries.

"This is an important step ... for the renaissance of sovereign nations," Marc Abramsson, president of Sweden's National Democrats, said about the alliance. "It is a struggle for our own culture and heritage."

"Globalists would like to have one world, with one language and one culture. Their interest is to get money from selling the same products all over the world," Abramsson said.

Representatives from the five parties signed an agreement detailing their common goals, such as advocating for a confederation of sovereign states to replace the EU, increasing support for families to reverse Europe's population loss and opposing "religious, political, economic or financial imperialism."

The federal government has denounced as "perverse" a refugee board ruling that granted asylum to white South African Brandon Huntley on the grounds he could face persecution in his homeland because of his skin color.

In a written submission to the Federal Court of Canada, the government said the ruling that Mr. Huntley's claim was "justified" is unreasonable and based on a "jaundiced assessment", by the one-man board, of conditions within South Africa.

Immigration Minister Jason Kenney is asking the Federal Court for permission to seek a judicial review of the ruling by board member William Davis.

Mr. Davis' ruling in late August sparked outrage in South Africa where, among other things, the governing African National Congress said the reasoning behind the decision "can only serve to perpetuate racism."

In Ottawa, Abraham Sokhaya Nkomo, South Africa's ambassador to Canada, told Canwest News Service Mr. Davis's ruling was shocking and could seriously damage relations between the two countries.

Within days, the federal government announced it was taking the rare step of appealing a decision by the Immigration and Refugee Board.

The federal submission took Davis to task for effectively accepting Huntley's argument that he did not seek police protection after allegedly being attacked six or seven times by black South Africans because he did not trust a police force dominated by blacks to help him.

It said Mr. Huntley, who hails from Cape Town, failed to provide "clear and convincing" evidence of the South African government's inability to protect him.

Mr. Davis' implicit acceptance of Mr. Huntley's argument represents a "disturbing view" that "rests largely on the board's jaundiced assessment of the country conditions," the government said.

It took strong issue with the statement by Mr. Huntley, who is living in Ottawa, he would stick out like a "sore thumb" because of his colour if he was forced to live anywhere in South Africa.

Dismissing the statement as "unreasonable and perverse," the government cited figures from Statistics South Africa that said whites form a sizeable minority in the country, ranging from 23.9% of the population of Pretoria, for example, to 16% in both Port Elizabeth and Johannesburg.

The government said that while it is "indisputable" that crime is prevalent in South Africa, all South Africans are affected, regardless of race.

One in five Toronto police officers is a member of a racial minority—a near doubling in under a decade, according to police employment statistics.

Mark Pugash, a spokesman for Toronto Police Services, said yesterday the numbers reflect a concerted effort over the last decade to welcome new people into the service.

"It's about ensuring that the service is more reflective of the city that we serve," he said. "We know that there's a long way to go but what is important, I think, is that the numbers are moving very much in the right direction."

Of the 5,500 police officers in the city, 18.6% or 1,068 members are representatives of racial minorities, up from 16.9% in 2007 and 9.5% in 2000.

Almost 22% of police constables hail from minority communities.

30 YEARS

The percentage of racial minorities in the service's civilian arm is even higher—32.2%—because the staff tends to turn over more quickly than in the rest of the service, Pugash said.

"Once people join as police officers, they tend to spend a minimum of 30 years," he said.

Women are 17.5% of the force, an increase of about 5% since the year 2000.

Female officers make up 18.2% of the detectives and 14.1% of senior brass.

Currently, women head up the homicide, fraud and sex assault units.

There are only 63 officers, or 1.1% of the service, of aboriginal background, but none hold a rank higher than sergeant. But Pugash said the service is constantly reaching out to aboriginals, women, racial groups and the lesbian, gay, bisexual and transgendered communities.

While these people are still under-represented, employment figures show definite improvement with every new class of recruits, Pugash said.

People with blue eyes have a single, common ancestor, according to new research.

A team of scientists has tracked down a genetic mutation that leads to blue eyes. The mutation occurred between 6,000 and 10,000 years ago, so before then, there were no blue eyes.

"Originally, we all had brown eyes," said Hans Eiberg from the Department of Cellular and Molecular Medicine at the University of Copenhagen.

The mutation affected the so-called OCA2 gene, which is involved in the production of melanin, the pigment that gives color to our hair, eyes and skin.

"A genetic mutation affecting the OCA2 gene in our chromosomes resulted in the creation of a 'switch,' which literally 'turned off' the ability to produce brown eyes," Eiberg said.

The genetic switch is located in the gene adjacent to OCA2 and rather than completely turning off the gene, the switch limits its action, which reduces the production of melanin in the iris. In effect, the turned-down switch diluted brown eyes to blue.

If the OCA2 gene had been completely shut down, our hair, eyes and skin would be melanin-less, a condition known as albinism.

"It's exactly what I sort of expected to see from what we know about selection around this area," said John Hawks of the University of Wisconsin-Madison, referring to the study results regarding the OCA2 gene. Hawks was not involved in the current study.

Baby blues
Eiberg and his team examined DNA from mitochondria, the cells' energy-making structures, of blue-eyed individuals in countries including Jordan, Denmark and Turkey. This genetic material comes from females, so it can trace maternal lineages.

They specifically looked at sequences of DNA on the OCA2 gene and the genetic mutation associated with turning down melanin production.

Over the course of several generations, segments of ancestral DNA get shuffled so that individuals have varying sequences. Some of these segments, however, that haven't been reshuffled are called haplotypes. If a group of individuals shares long haplotypes, that means the sequence arose relatively recently in our human ancestors. The DNA sequence didn't have enough time to get mixed up.

"What they were able to show is that the people who have blue eyes in Denmark, as far as Jordan, these people all have this same haplotype, they all have exactly the same gene changes that are all linked to this one mutation that makes eyes blue," Hawks said in a telephone interview.

Melanin switch
The mutation is what regulates the OCA2 switch for melanin production. And depending on the amount of melanin in the iris, a person can end up with eye color ranging from brown to green. Brown-eyed individuals have considerable individual variation in the area of their DNA that controls melanin production. But they found that blue-eyed individuals only have a small degree of variation in the amount of melanin in their eyes. 

"Out of 800 persons we have only found one person which didn't fit — but his eye color was blue with a single brown spot," Eiberg told LiveScience, referring to the finding that blue-eyed individuals all had the same sequence of DNA linked with melanin production.

"From this we can conclude that all blue-eyed individuals are linked to the same ancestor," Eiberg said. "They have all inherited the same switch at exactly the same spot in their DNA." Eiberg and his colleagues detailed their study in the Jan. 3 online edition of the journal Human Genetics. 

That genetic switch somehow spread throughout Europe and now other parts of the world.

"The question really is, 'Why did we go from having nobody on Earth with blue eyes 10,000 years ago to having 20 or 40 percent of Europeans having blue eyes now?" Hawks said. "This gene does something good for people. It makes them have more kids."

TORONTO (JTA) -- An ex-candidate in Canada is suing the country's leading Jewish advocacy groups, alleging they ruined her political career.

Lesley Hughes, who was dumped as a Liberal candidate in a Winnipeg-area electoral district, claims the Canadian Jewish Congress and B'nai Brith Canada made false and defamatory accusations that she is anti-Semitic.

In a lawsuit filed June 16, Hughes alleges that as a result of the actions of the CJC and B'nai Brith, former federal Liberal leader Stephane Dion revoked her candidacy in last September's federal elections.

Hughes is suing the organizations, four of its senior members and Peter Kent, now a federal Cabinet minister who represents a heavily Jewish Toronto-area district.

In her lawsuit Hughes acknowledges that in a 2002 article in a Winnipeg community newspaper, she repeated a variation of the Internet canard that legions of Jews avoided death in the 9/11 attack on the World Trade Center because the Mossad knew of the attacks in advance.

"Israeli businesses, which had offices in the Towers, vacated the premises a week before the attacks, breaking their lease to do it," she wrote.

Hughes alleges in her suit that CJC and B'nai Brith, using a 6-year-old article, persuaded Dion to revoke her candidacy on the grounds that she was anti-Semitic and unfit for public office.

She says Kent, then a Conservative candidate, issued a news release on Sept. 26, 2008 in which he said Hughes holds "extreme, anti-Israel 9/11 conspiracy theories" and was "unfit to serve for public office."

Hughes claims she has been "branded as an anti-Semite and a person of unsavory character and, as a result, is no longer employable in her role as a freelance journalist/broadcaster." She also says she has suffered mental distress and humiliation.

None of the defendants has filed statements of defense, nor have any of the allegations been proven in court.

ROME (AP) — Italy's lower chamber of parliament has passed a hotly debated measure making it a crime to enter or stay in Italy illegally as Premier Silvio Berlusconi's conservative forces continue cracking down on illegal migration.
In a bid to ensure swift passage, Berlusconi's allies put the legislation to a confidence vote, which they easily won 316-258. Confidence votes force lawmakers to close ranks since defeat would force the government's resignation.

The legislation must now be approved by the senate. It would make it a crime to enter or stay in Italy illegally, punishable by a fine of $6,840-$13,670, although no prison penalty would be imposed. In addition, the legislation imposes a prison term of up to three years for anyone who rents an apartment to an illegal immigrant.
