Excerpt: The Government plans to roll water services, currently owned and largely delivered by 67 councils, into four massive water entities.

These reforms have been controversial because, while councils will still own a stake in whatever water company ends up owning their pipes and reservoirs, they will lose effective control over how they deliver water services. Instead, the entities will be controlled by boards that are appointed by a panel, which is appointed equally by councils and mana whenua.

This complicated structure has dragged Three Waters reforms into the wider debate over co-governance.


National local government spokesman Simon Watts repeated the party's position that it is opposed to privatisation.

Act Party leader David Seymour said his party would not support the Three Waters reforms, and would return the assets to councils.

He said they did not support the co-governance aspects.

On privatisation, he said the Government was trying to muddy the waters.

What was being proposed would make the situation worse with less accountability. He said there needed to be more resourcing.


Mahuta announced her plan to amalgamate water services last year along with a controversial decision to force councils into the reforms without the ability to opt in or out.

The ensuing controversy forced the Government to commission a working group of councils and mana whenua to review some of the most controversial proposals. However, changes to co-governance and compulsion were excluded from the review.

The working group published its recommendations in March and failed to assuage the controversy around the reforms, particularly because co-governance aspects were left in place.

Excerpt: A man who stabbed a horse to death has been charged again within months of his release from prison.


Reginald Robert Ozanne, 52, was jailed for two and a-half years over the harrowing death of mini-horse Star in Waititi in February 2019.

The tight-knit coastal community was horrified when the pet was found with 41 stab wounds and the animal eventually succumbed to the injuries.

While Ozanne took responsibility for the attack, he said he had no recall of the incident and never divulged a motive.

He was released from prison in August last year on a range of conditions, running for six months, one of which prohibited him from physical contact with animals unless approved by Probation.

Corrections southern region operations director Chris O'Brien-Smith confirmed Ozanne had yesterday been charged with breaching that condition.

The Otago Daily Times understands the animal allegedly involved was a dog.

Excerpt: Historian Scott Hamilton raised concerns about the Rhodesian Services Association, saying the "pro-apartheid" museum would once again be playing a major role in Mount Maunganui's Anzac Day commemorations.

Hamilton noted that the latest issue of the Association's newsletter begins with a quote from a song by Clem Tholet, "a hero of 21st century neo-Nazis."

"Tholet was a singer-songwriter who flourished under the white minority government of @IanSmith. Many US neo-Nazis came to fight for that government, and Tholet's song 'Rhodesians Never Die' has become a 21st century anthem for the racist right," he wrote.

Hamilton, who is currently writing a book on white supremacy in New Zealand, said the existence of the museum "is equivalent to having a museum glorifying the atrocities of the Holocaust and the Nazi army."

"The way Ian Smith is depicted as a hero and revered as a godlike figure in the museum is hugely concerning given he is a man who openly advocated for white supremacy and was responsible for a time for appalling atrocities and the killing of thousands.

"It would be unthinkable to have a museum glorifying Hitler but here we have this museum in Tauranga telling a story of Rhodesia from a white perspective that denies its true history of how the white minority oppressively ruled over the black majority."

Hamilton said he was concerned how the association reflected a growing diaspora in New Zealand and around the world with sympathies towards the regime in Rhodesia.

"In America far right extremists have identified with the regime and in one of the museum's newsletters it says how it gets enquiries from around the world and disseminates information."

In response to the criticism of the association and the museum, Bomford told Stuff that the organisation was not celebrating any particular period of history, but that it had a "goal of having a reference point of our history."

"Rhodesia existed in that name from 1890 to 1980, and we do our best to cover the whole military side of that history. We are a museum displaying historic details and artefacts."

Regarding the museum's depiction of Rhodesian prime minister Ian Smith, Bomford said that the display board on Smith details his service in the Royal Air Force and not his politics.

"There are details of a New Zealand connection as well as the actions of a brave and resourceful man."

Bomford said the museum is funded through membership, trading, donation and fundraising.

There have been recent concerns about white supremacy activity in Tauranga following the distribution of leaflets throughout the city.

Police said that they are aware of this and while they understand it may be offensive, it does not constitute a criminal offence.

This response has been criticised by experts who say that police and the government needed to take action.

Excerpt: Māori Development Minister Willie Jackson is urging like-minded New Zealanders to embrace - and not let scaremongering political rhetoric get in the way of - adopting the United Nations Declaration on the Rights of Indigenous Peoples blueprint.

Jackson said this was a special moment in our nationhood. The declaration adopted by John Key's government in 2010 but implemented only now by Labour sets out a broad range of rights and freedoms, including improving Māori outcomes.

The draft plan moved a step closer this week after completing consultation with Māori.

Jackson said 70 engagement workshops - mainly via video conferencing - included iwi, hapū, tāngata whaikaha Māori (disability community), rangatahi, and Maori health, education, and environmental interest groups.

The declaration draft will be written in partnership with the National Iwi Chairs Forum's Pou Tikanga and the Human Rights Commission over the next couple of months. That document will then be shared for public consultation later this year.

"Working in partnership on a declaration plan that strives for a more equitable reality for all whānau and communities is an important kaupapa, which I believe New Zealanders will be proud to be a part of.

"All my life, I have sought to work with anyone and everyone to advance the interests of all Māori and all working-class people because when Māori and working-class people succeed in New Zealand, then New Zealand succeeds."




What do Maori mean when they refer to White New Zealanders as Pakeha?

Most Maori words are descriptive, and made up of smaller words to create a 'full description'
Pa - death, afterlife
Ke - foreign, different
Ha - taste
So one could not be faulted for believing that the word Pakeha refers to dead strangers that can be eaten....
This is where the derogatory nature comes in. White people are just a food source for the Maori; just like the White Pigs also called Pakeha.

The intent of the United Nations Declaration on the Rights of Indigenous Peoples is for it to supersede all current Human Rights Laws in nations consisting of White and Indigenous peoples. White people - that is people Indigenous to Europe - are excluded from this treaty, and their lands and lives are forfeit.

A Bay of Plenty man who recorded a violent tirade directed towards Māori has been sentenced under New Zealand's hate speech laws - a prosecution believed to be only the second of its kind.

Richard Jacobs, 44, filmed a video from his Pāpāmoa home in May last year where he called for the killing of Māori. The video was uploaded to YouTube.

In the video Jacobs spouted a diatribe of attacks against tangata whenua, labelling the race "overweight and unhealthy".

He also took aim at the Māori Party, calling leaders of the party "Māori elite" who will "cause a civil war like never before".

He then became markedly more violent, saying the Māori population "could be wiped out within a month". He threatened to burn down marae, said he knew how to kill and aimed a gun at the camera.

He also said he wasn't afraid to die.

The video was viewed by thousands of people online.

Multiple complaints were received by police, who launched an investigation into the man dubbed Operation Jacobs.

The day after the video was posted, a search warrant was executed at his home. Equipment used to film the video was seized, as well as a "V for Vendetta" mask that Jacobs had been wearing when filming the video.


At the time of the raid, Jacobs had been monitoring the popularity of the video and how many likes it had received. He was arrested during the search.

He was later charged with inciting racial disharmony - a rarely prosecuted offence under the Human Rights Act. He was also charged with knowingly making an objectionable publication.

He pleaded guilty to both charges.

Jacobs appeared at the Tauranga District Court for sentencing on Friday dressed in a black trench coat, wearing two ties and four lapel pins. He displayed a small New Zealand flag which hung loosely from his waist, and had donned a gas mask as a face covering.

Acting for the Crown, lawyer Sunny Teki-Clark didn't oppose a sentence of home detention, agreeing a sentence focused on rehabilitation was better suited.

With a starting point of a prison sentence of two years, Judge Thomas Ingram was able to consider the possibility of home detention. Prison, and the people held inside, would make life very difficult for Jacobs, the judge said.

"That [consideration] tips [the sentence] over into home detention as opposed to turning up in the yard with the boys at Waikeria. As soon as they know what he's there for, life will suddenly get a whole lot harder than it's ever been before."

Judge Ingram said Jacobs' behaviour was "twisted" and the material could one day be quoted by someone who acts on the violence he incited.

But the judge also acknowledged Jacobs' mental health issues, as well as significant isolation that saw him fall down "the rabbit hole".

He was sentenced to 12 months' home detention and 300 hours of community work.

For the last year while on bail, Jacobs has been prevented from using the internet.

Any decision on access to the internet for the duration of the home detention period is to be made by a parole officer, Judge Ingram said.


Prosecution 'extremely rare' - lawyer

According to one legal expert spoken to by Open Justice, a prosecution under this clause of the Human Rights Act is extremely rare.

Lawyer Steven Price said the case comes as the Government moves to update New Zealand's hate speech legislation - a task that is proving a difficult balancing act.

"The threshold is very high for this - that plays into the debate about whether we need a different law that catches more things," Price said.

"You could say this shows we've got a law that's working when it needs to, but you also could say the very rareness of this means that we need something better."

While it was impossible to know exactly what had gone through smaller provincial courts over the years, this case was believed to be only the second prosecution related to the incitement of racial disharmony, another academic said.

Te Pāti Māori co-leader Debbie Ngarewa-Packer, who was targeted in the video, said a sentence of home detention was "a joke."

"How can you video yourself, physically show yourself threatening to burn marae and threatening the lives of Māori whānau, and this is what happens?"

The politician said that when the party was alerted to the video, a complaint was laid with Police. Ngarewa-Packer said she understood the investigation was assisted by the country's intelligence services.

The party previously claimed to have encountered difficulty with Police during the investigation, laying a complaint with the Independent Police Conduct Authority over what it perceived were delays in investigating the matter.

"In the end, it's only because we took it to the highest possible level that we then got action."

The outcome of today's sentencing was not what the party was hoping for, Ngarewa-Packer said.

"A judgment of 12 months' home detention is a joke. It's just a joke."

The prosecution follows the arrest of another Bay of Plenty man, Richard Sivell, late last month. He has been charged with threatening to kill Prime Minister Jacinda Ardern, a threat also made online.

'Today, Labour is trying to make New Zealand an unequal society on purpose. It believes there are two types of New Zealanders. Tangata Whenua, who are here by right, and Tangata Tiriti who are lucky to be here. We should be learning the history of our multi-ethnic society,' he claimed.

'The curriculum pushes a number of left-wing narratives, including about the welfare state, 'cultural appropriation', and a partnership between the Crown and Māori.'

Mr Baillie took aim at the three 'big ideas' put forward by the curriculum.

The first 'big idea', that Māori history is the 'continuous history' of New Zealand, excludes the many people who have travelled from the furthest points of the globe, brought their histories and cultures with them and worked to give themselves, their families and this county and better future,' he said.

'The second, that colonisation 'continue's to influence all aspects of New Zealand society', is depressing and wrong and neglects the elements of our society that are untouched by colonisation.

'The final big idea, that power has been the primary driver of our history, creates a narrative of oppressors and oppressed, and leaves out the many forces that have propelled our past, including scientific discoveries, technological innovations, business, art, and CREATIVITY.'

First person - As a fair-skinned wahine dancing between a Māori and Pākehā world, Ella Stewart (Ngāpuhi), has been told she's lying about her ethnicity and constantly asked what 'percentage' Māori she is.


We find a sepia-toned photograph of my ancestors in a dusty box, sitting dormant at the top of the wardrobe. A photograph of the people I came from, standing in a line, smiling and waiting for the picture to be taken.

"Look how Māori they all look," my mum exclaims.

But what does that mean? What does being Māori look like? Maybe a Pākehā, stereotyping, would think it's tanned, brown skin and long, dark hair. Or specifically shaped lips or a round nose. But for me, a fair-skinned wahine, the way I look is nowhere near as important as my whakapapa and the people I came from.
Did You Know?: In New Zealand, Whites are referred to by the Māori term, Pākehā. Which translates as White Faced Pig.

Growing up, I always knew I was Māori. When I was younger my cultural identity felt inherently natural to me. My big sister and I were born to a strong, fierce, outspoken Ngāpuhi mother and a kind, protective and generous English father from Liverpool. But I'm white. Pale, porcelain skin with freckles, bright orange hair and blue eyes. And although my skin colour wasn't something I used to think about, as I got older, I began to feel that my whakapapa was a secret I had to hide.

I can't count the number of times people have asked me what 'percent' Māori I am. As if my body could be divided in parts, my right arm and leg are Māori, but my head, ears and other arm are all European.

The idea of blood quantum is a very westernised and colonial way of thinking. The ideology was first created by the American government to track Native Americans' racial status and ancestry and define their legal rights. Blood quantum laws were implemented in the Virginia colony in 1705. Anyone who possessed half or greater Native American blood had limited civil rights. In 1934, the federal government introduced the Indian Reorganisation Act which saw Native American tribes begin to formally use blood quantum law requirements for indigenous peoples to gain tribal citizenship, financial benefits, and the use of collective resources.

Blood quantum ideology has also previously been used in Aotearoa. Until 1974, when the New Zealand government passed the Māori Affairs Amendment Act, to be Māori was defined as having "half or more blood". However, this was loosely applied and there was no requirement of ancestral proof. Blood quantum was used by the government to determine which electoral roll you were eligible to vote on. After 1974, anyone with Māori heritage was entitled to identify as Māori.

But let's be clear, there is no checklist. If you whakapapa Māori, then you're Māori.
