The black-clad gunmen, one armed with a shotgun, one with a rifle, started shooting at about 6.30pm on Sunday evening as hundreds gathered for the Jewish festival, and witnesses reported hearing more than 50 shots.
At 9pm NSW Police confirmed 10 people were dead, including one of the gunmen, with the other shooter in a critical condition. 11 other people are injured, including two police officers, and Premier Chris Minns later said the death toll had risen to12 16.
A senior law enforcement official, speaking on condition of anonymity, told ABC News one of the gunmen was named Naveed Akram, and that police were raiding his home in Bonnyrigg, western Sydney.

Others were being loaded into ambulances on stretches while onlookers attempted to provide support.
There are reports of multiple casualties, but no details have been confirmed by authorities.
Separate footage showed officers standing guard over a hunting rifle lying on the ground with an exclusion zone in place.
"Two people are in police custody at Bondi Beach; however, the police operation is ongoing and we continue to urge people to avoid the area," the force said in a statement.

Video obtained by the Daily Mail shows a heroic man creeping up behind one of the gunmen via the carpark at the north end of the beach, and then wrestling him to the ground.
The hero then waves a rifle in the man's face.
The gunman then walks away and the hero drops the rifle.
At this point, the first gunman is seen joining his accomplice on the bridge, where he picks up another rifle. The pair take cover behind the bridge wall and fire their weapons outward.
Two members of the public, including the man who initially tackled the shooter, attempt to take cover behind a tree. The bystander who disarmed the gunman is later seen with a visible injury to his arm. He walks away holding it before collapsing.
