Attorney-General Marion Boyd has refused to lay criminal charges against operators of a racist telephone hotline and other hatemongers despite recommendations from investigating officers, Metro's deputy police chief says.

But the ministry says it is mystified by the charges.

Police have come under fire from the Canadian Jewish Congress for refusing to prosecute members of a neo-Nazi rock group and the white supremacist Heritage Front, which runs the Heritage Hotline.

But Deputy Chief David Boothby said yesterday that police have recommended to the attorney-general's office on "numerous" occasions that those who run the hate line and others be prosecuted under Canada's Criminal Code.

"It's our job to take cases to the attorney-general's office and say, 'Can we proceed with this?'

"But it's up to them to decide whether or not we do," Boothby said.

The Criminal Code states that only an attorney-general can lay hate-related charges. Police conduct the initial investigation.

Attorney-general's office spokesperson Barbara Krever said she is mystified by allegations that the ministry has failed to act on police recommendations to charge hatemongers.

"We're seeking to meet with Metro police to clarify this, but we are unable to find any evidence to support these allegations," Krever said yesterday.

Lawyers at the attorney-general's office often consult police informally, Krever said.

The Jewish congress had pressed police in June to lay Criminal Code charges against members of RaHoWa (an acronym for Racial Holy War) after a North York concert.

Hours later, a skinhead seen at the show was charged with beating a Tamil man unconscious. RaHoWa 's lead singer, George Burdi, was arrested later in June for assaulting a female anti-racist demonstrator at an Ottawa Heritage Front rally.

Provincial officials had earlier told the congress they were waiting for a "rock solid" case to prosecute.

  Many Americans aren't cognizant of the governments of the European nations. Now of course, those nations aren't a static monolith of the same shape and proportion they were governmentally in the early portion of the 20th century, however in comparison with the American nation they are different, seemingly they fit closely with the writings of Adolf Hitler in Mein Kampf. I can see why various European whites whether Italian, Swede, or German ect, are appealed by Mein Kampf, and National Socialism. NS Germany had an AO branch of the party; an overseas division in which many nations took part. In the US in the 20s and early 30s we had Teutonia and the DAV. All of these organizations revered the homeland and observed the strictures of the AO. Many factors contributed to the expression of NS in the US and abroad, and so today it no longer has a satisfactory position, that is to say one that is recognized universally one and the same no matter the perspective...The reason there are many National Socialists dispersed about Europe, the United Kingdom, the US and other parts of the world, is because racially conscious whites glancing back into the sunset of our history plainly see the eagle and hackenkreuz emblazoned in the gathering twilight, its great wings spreading far wider than any imprint made by white survival in the long history of our race. It is easy to comprehend this, common sense and logic reveals that if we look to the dawn of a new epoch we see the grandeur of a planetary simulacrum candidus emerging like a massive sun beaming the light of our Brilliant White Future over the mountains and valleys of tomorrow!

  The fact is that with the one true racial religion; Creativity we have the greater answer. No serious examination can prove otherwise. The juxtaposition of our creed with any other unquestionably exalts our religion, CREATIVITY, as the only salvation for the White race!

   You must continue to expand our religion! You, everyone else here and I, must work relentlessly to bring about a White world for our great White race.

   Ben Klassen in his voluminous writings has covered so much of the ground work for us. He writes convincingly of the comparison of our racial religion, Creativity, not only with National Socialism but with several other creeds and pro white ideas expressed and propounded sometime in the history of our people.   If you find that your failing to recruit there are only so many things that one can do wrong. Failure is merely feedback that tells us what we are doing wrong so that we can stop doing that behavior and try something new.

1. Your not casting enough seed
(your not talking to enough people, in the beginning this will be a numbers game until enough people can be reached)

2. Your casting your seed upon arid soil
(the people you are talking to aren't ready to absorb the seeds of thought which are Creativity. In some parts of the world we may need a storming rain to nourish the seed. But there will always be those oafs among us, the dull stones present in any field.)

3. Your casts or of novice proficiency, and you must continue to work in order to become broadcast better and better.
(This is the case for all of us. Any agriculturalist will at first blunder at his work, and then learning from self and others become only better and more improved. The trick is to read, read, read, and re-read the holy books. The trick is to cast, cast, cast and re-cast the seed of our creed. Continue to speak to our White brothers and sisters all of you. We must make hay while the sun still shines!)

I.  It is the avowed duty and holy responsibility of each generation to assure and secure for all time the existence of the White Race upon the face of this planet.

II. Be fruitful and multiply. Do your part in helping to populate the world with your own kind. It is our sacred goal to populate the lands of this earth with White people exclusively.

III. Remember that the inferior colored races are our deadly enemies, and the most dangerous of all is the Jewish race. It is our immediate objective to relentlessly expand the White Race, and keep shrinking our enemies.

IV. The guiding principle of all your actions shall be: What is best for the White Race?

V. You shall keep your race pure. Pollution of the White Race is a heinous crime against Nature and against your own race.

VI. Your first loyalty belongs to the White Race.

VII. Show preferential treatment in business dealings with members of your own race. Phase out all dealings with Jews as soon as possible. Do not employ niggers or other coloreds. Have social contacts only with members of your own racial family.

VIII. Destroy and banish all Jewish thought and influence from society. Work hard to bring about a White World as soon as possible.

IX. Work and creativity are our genius. We regard work as a noble pursuit and our willingness to work a blessing to our race.

X. Decide in early youth that during your lifetime you will make at least one major lasting contribution to the White Race.

XI. Uphold the honor of your race at all time.

XII. It is our duty and our privilege to further Nature's plan by striving forwards the advancement and improvement of our future generations.

XIII. You shall honor, protect and venerate the sanctity of the family unit, and hold it sacred. It is the present link in the long golden chain of our White Race.

XIV. Throughout your life you shall faithfully uphold our pivotal creed of Blood, Soil and Honor. Practice it diligently, for it is the heart of our faith.

XV. As a proud member of the White Race, think and act positively, be courageous, confident and aggressive. Utilize constructively your creativity ability.

XVI. We, the Racial Comrades of the White Race, are determined to regain complete and unconditional control of our own destiny.
