China has accused the US of creating and spreading "fear" worldwide about the deadly Wuhan coronavirus, which has now killed more than 360 people, and infected 17,000.

* Hua Chunying, a spokeswoman for the Chinese foreign ministry, told reporters Monday the US was "consistently creating and spreading fear, which is a bad example."

* She accused US authorities of overreacting to the outbreak, citing US decisions to withdraw staff from embassies in China and bar people who recently visited China from entering the US.

* The World Health Organisation last week encouraged countries to take "measures to limit the risk of exportation or importation of the disease," but stopped short of advising entry bans.

The novel coronavirus – also known as 2019-nCoV – originated in Wuhan, central China, but has now spread to more than 20 countries.

Citing US decisions to withdraw some staff from embassies in China, and bar people who have recently visited China from entering the US, she accused US authorities of an "overreaction" and saying its response is in direct opposition to advice given by the World Health Organisation.

The US military in South Korea is also implementing a 14-day self-quarantine for all service members recently returning to South Korea from mainland China.

"Even American media and experts have expressed doubts about the US government's measures, saying its restrictions on China are precisely what the WHO rejects, and that the US is turning from overconfidence to panic and overreaction," Hua said.

The WHO last week encouraged countries to take "measures to limit the risk of exportation or importation of the disease," but stopped short of advising entry bans such as the one in the US.

Countries should avoid "unnecessary restrictions of international traffic," it said.

The US' National Security Adviser, Robert O'Brien, also told CBS' "Face the Nation" on Sunday that "right now there is no reason for Americans to panic."

Hua also said Monday that huge US attention on the Wuhan coronavirus is in sharp contrast to what China perceives as a lack of attention being paid to the US' annual winter flu outbreak, calling it "thought-provoking."

"In fact, according to a recent CDC report, the US flu from 2019 to 2020 has infected 19 million people and killed at least 10,000," she said.

She noted that the US has just 11 cases of the Wuhan coronavirus, adding: "These numbers are thought-provoking."

Hua then went on to compare the US' reaction to that of Canada, which she said has been more measured in its approach.

"I also noted that the Canadian Minister of Health said Canada won't follow the US and impose travel restrictions on Chinese or foreign nationals who have been to China," she said.

"Canada believes the ban of entry has no basis, which is a sharp contrast to the US behaviour."

As of Monday, at least 362 people have died, and over 17,000 people have been infected by the novel coronavirus. Three hundred and sixty-one of those deaths took place in China, and on Saturday, a man in the Philippines became the first person outside China to die of the virus.

According to China's state-run CGTN news network, 17,237 of the confirmed infections are in mainland China, while 148 are abroad.

The US reaction to the spread of the coronavirus is in sharp contrast to the approach taken by many countries in Asia that are closely aligned to China in terms of foreign policy, trade, and investment.

The response to the coronavirus has been "quieter" in several such countries, The New York Times reported Sunday.

It noted that Rodrigo Duterte, the president of the Philippines, said there was "no reason to bar visitors from mainland China."

The health minister in Indonesia also said it was "very easy" to prevent the coronavirus, The Times reported. "To prevent it is very easy as long as your immunity is good," said Terawan Agus Putranto.

China is investing heavily in many southeast Asian countries as it looks to expand its soft power in the region, a move which critics say forces those countries to avoid criticising China.

China is engaging in debt-trap diplomacy – a strategy of extracting political concessions out of a country that owes it money.

Racist coronavirus event at Melbourne nightclub Pawn & Co cancelled after backlash

Excerpt: A Melbourne promotional company has apologised after being accused of organising a "racist" and "insensitive" nightclub event that profited off the coronavirus health emergency.

The company, Mr Chan's, was set to host an event at Pawn & Co in Prahran on Friday advertised as a "Corona Chinese New Year Special".

Patrons could buy a Corona beer for $8 and get a free face mask and buy "Happy Ending" cocktails.

Anthony Leong, president of the Chinese-Australia Friendship Association, called out the event as "ignorant, racist and insensitive" shortly before the event was cancelled.

"I was surprised that somebody, anybody, could be so insensitive and ignorant in terms of profiting from this and thinking it was funny," Mr Leong said.

"I think the timing is not just ill-conceived and insulting, it also shows a lack of knowledge, empathy and humanity."

Pawn & Co pulled the event from its social media pages and apologised on Facebook on Wednesday night.

Mr Chan's posted a message on its Facebook page at the same time that said it recognised the promotion was "offensive" and apologised for the "inappropriate" material.

It said it was "taking action and reviewing the Mr Chan's branding immediately".

Mr Chan's appeared to have also shut down its Instagram account.

Mr Leong said the apology was "too little, too late".

"It is making a mockery of a situation that is now global, not just Chinese," he said.

Mr Leong said the event desensitised people to "casual racism".

"They say, 'Oh it's only a joke'. But it's only a joke if you happen not to be the butt of it."

"If a white person is having a so-called joke at the expense of, in this case, the Chinese, that's very funny if you happen to be white and privileged. If you are not, you are the victim."

American blogger Ranier Maningding wrote a post about the event and said the "abundance of racism" on Mr Chan's social media pages was "a huge concern".

"Especially since the racism was used as a marketing gimmick to sell more overpriced drinks. If that's their level of bigotry out in the open, what are they like behind closed doors?" Mr Maningding said.

Mr Leong helped draft the 2001 Racial and Religious Tolerance Act.

"I believe these people should be told why this is wrong. I am part of the people they are making fun of and it is bullying, with very, very dark implications," he said.

Mr Leong said he had witnessed a resurgence of racism in Australia over the last decade.

"It's becoming increasingly difficult to call out racism — people say you're being a bloody snowflake or you have a glass jaw," he said.

He also said education was "an uphill battle" when people were ignorant and unwilling to listen to how casual racism hurt those it was making fun of.

"I fear it will have to be a generational change," he said.

The Asian-themed event is the latest in a string of racially-fuelled attacks on Chinese Australians in the wake of the coronavirus.

Last week, Queensland Health dismissed a racist statement circulating on social media warning people against visiting Brisbane areas with high Chinese populations as a fake.

A surgeon on the Gold Coast has tweeted that one of her patients joked about not shaking her hand because of coronavirus.

Freelance writer Iris Zhao wrote about her own experience of racism in a supermarket where a woman was overheard saying Asians should "stay home" and "stop spreading the virus".

Meanwhile, Queensland Health has dismissed as fake a racist statement circulating on social media warning people against visiting Brisbane areas with high Chinese populations.

The volunteer teacher was discussing homelessness with a year-six class at Dulwich Hill Public School, in New South Wales, when the conversation turned to the mistreatment of Australia's indigenous people.

Stolen Generations refers to Aboriginal and Torres Strait Islanders who were forcibly removed by the government as children from their families between the early 1900s up until the 1970s.

The volunteer, believed to be in his 70s, allegedly told the young students what they had been told was false, and the real reason the children were removed was lazy parenting.
