Russia will respond to any US deployment of short or intermediate-range nuclear weapons in Europe by targeting not only the countries where they are stationed, but the United States itself, President Vladimir Putin says.

In his toughest remarks yet on a potential new arms race, Mr Putin on Wednesday said Russia was not seeking confrontation and would not take the first step to deploy missiles in response to Washington's decision this month to quit a landmark Cold War-era arms control treaty.

But he said that Russia's reaction to any deployment would be resolute and that US policymakers, some of whom he said were obsessed with US exceptionalism, should calculate the risks before taking any steps

"It's their right to think how they want. But can they count? I'm sure they can. Let them count the speed and the range of the weapons systems we are developing," Mr Putin told Russia's political elite to strong applause.

"Russia will be forced to create and deploy types of weapons which can be used not only in respect of those territories from which the direct threat to us originates, but also in respect of those territories where the centres of decision-making are located," he said

Mr Putin said Russia wants friendly relations with the United States and remains open for arms control talks with Washington. He said Moscow hopes to mend ties with the US, adding that "we don't want confrontation, particularly with such a global power as the U.S."

At the same time, he criticised what he described as the "destructive" US policy of targeting Russia with sanctions.

He added that Russia will be ready to engage in nuclear arms control talks with the US when Washington is ready for that, but said Moscow will not initiate such negotiations

Days after President Vladimir Putin said the Kremlin wouldn't back away from a second "Cuban Missile"-style crisis, Russian state TV listed US facilities that Moscow would target in the event of a nuclear strike — including the Pentagon and the presidential retreat at Camp David, according to the New York Post.

With tensions mounting over Russian fears that the US might deploy intermediate-range nuclear missiles in Europe, Putin has said Russia would be forced to respond by placing hypersonic nuclear missiles on submarines near American waters

Washington says it has no immediate plans to deploy such missiles in Europe and has dismissed Putin's warnings as mere propaganda — but President Trump's decision to leave the 1987 Intermediate-range Nuclear Forces Treaty over an alleged Russian violation has freed it to start developing and deploying such missiles.

The Russian strongman has said Moscow does not want a new arms race, but has also ratcheted up his military rhetoric, which some analysts have viewed as a tactic to try to re-engage the US in talks about the strategic balance between the two powers

Russian prosecutors intervene after newspaper kiosks found selling souvenir Hitler stamps in city occupied by Nazis in WWII

The Russian city of Oryol has removed souvenir postage stamps featuring Adolf Hitler's portrait from local newspaper kiosks. The country has stringent laws on Nazi propaganda, but the producers insist the stamps are patriotic.

The reproduction stamps, which were being sold for 290 rubles ($3.80) each, came to investigators' attention after they were reported on by a local TV channel. According to the Prosecutor's Office, the products have now been withdrawn from sale.

During World War 2, Oryol was occupied by Nazi Germany for nearly two years, and was almost completely destroyed. The news report explained that the stamps were printed in Karelia, in Russia's north-west, by the organization "For the Motherland." In a statement provided to the media, the organization's head Vladislav Grin explained that the photo is not copied from a propaganda poster, but a genuine portrait from the era. "It is, on the contrary, a strengthening of the heroic context of the great Victory over criminal fascist Germany," he said. The stamp is sold with a warning about the prohibition on Nazi propaganda.

According to the Prosecutor, both the head of the kiosk company and the director of the commercial service at the printing company were warned not to infringe the law. Earlier this year, Russia's Investigative Committee initiated a criminal case after pictures of Hitler and SS leader Heinrich Himmler were found on the website of Immortal Regiment, a movement that celebrates Soviet veterans of World War II.

On Thursday, Russia's Investigative Committee began criminal proceedings against unknown persons, alleged to have posted photos of the former Nazi Fuhrer and his SS leader sidekick. According to the Committee's official representative Svetlana Petrenko, the culprits sought to "endorse the crimes of the Nazi regime established by the verdict of the International Military Tribunal in Nuremberg."

Russian law offers the possibility of a fine or prison sentence if someone is found guilty of "rehabilitating Nazism."

The chairman of Russian political party Rodina, Alexey Zhuravlev, called for those responsible to be found, and sent to jail.

"This is not just an attempt to hack the site. It is ... an attempt on the historical memory of our people, who at the cost of 27 million lives saved these scoundrels from the German-fascist invaders," he said.
