The Coalition's plan to slash immigration by 45,000 a year would make housing more affordable, a population expert says

Opposition Leader Peter Dutton will head to the May 3 election with a plan to cut the permanent component of immigration by 25 per cent from 185,000 a year to 140,000.

That would see Australia's overall net overseas migration rate, covering skilled migrants and international students, halve to 180,000 in the 2026-27 financial year under a Coalition government.

Under Labor, net overseas immigration would be 45,000 higher at 225,000, based on Treasury Budget forecasts for permanent and long-term arrivals, factoring in departures.

AMP chief economist Shane Oliver said the Coalition's plan for a lower net overseas arrivals number of 180,000 would take the pressure off house prices.

'From a housing point of view, you'd say yes,' he told Daily Mail Australia.

'It would more quickly balance the housing market - take pressure off rents, house prices. There's no doubt about that.'

That 45,000 reduction in overseas migration numbers would also free up 18,000 homes, given an average 2.5 people live in Australian homes.

This would occur as net overseas migration levels mirrored the annual increase in the supply of new homes.

'It cuts the underlying demand for housing by 18,000 a year - it's quite a big reduction in housing demand,' Dr Oliver said.

'You put that together with student numbers coming down anyway, because of tighter visa requirements under Labor, then it would lead to quite a sharp reduction in underlying demand.'

The Coalition Opposition promises to cut permanent migration by 25 per cent to 140,000, from an existing cap of 185,000, which covers skilled migrants, family reunions and those on a humanitarian visa.

This is separate to the long-term category covering international students and those on a working holiday visa.

Under the Coalition, we will cut the migration intake to free up housing and restore the great Australian dream of home ownership,' Mr Dutton told Parliament in his Budget reply speech last Thursday.

'We will cut the permanent migration program by 25 per cent.

'Australians are generous and welcoming people – but they want migration to be sustainable – and the Government to be in control of it.

'Labor is neither in control of migration – nor has it kept migration at sustainable levels.'

If the Coalition wins the May 3 election, Australia's overall net overseas migration rate would fall to 180,000 - the lowest level in 12 years, outside of the Covid pandemic.

This would occur as a larger number of international students left Australia in coming years when they graduated, regardless of who was in power.

Both major parties are vowing the halve immigration levels from the record-high numbers reached in late 2023, when close to 550,000 foreigners flooded into Australia to live.

The Treasury Budget papers forecast net overseas migration falling to 335,000 in 2024-25, before dropping to 260,000 in 2025-26.

Treasury in the May 2024 Budget had underestimated population growth, and in December, revised its forecasts for this financial year, to have 340,000 migrants moving in - as opposed to 260,000 predicted just seven months earlier.

Dr Oliver said a higher departure rate of students, as more of them graduated, meant Treasury's forecasts were more likely to be accurate this time.

'We've now got a pool of students back in the country, many of whom will leave and that's a big factor bringing the numbers down.'

But he warned cutting immigration below the sweet spot of 200,000 would lead to weaker economic growth and worsen labour shortages.

'From an overall economic growth point of view, you'd grow more slowly if population growth goes down by that amount,' Dr Oliver said.

'And it would also - this is the pros and cons thing - it leads to issues regarding labour shortages.

There's a lot of jobs that immigrants do that Australians don't want to do in aged care, in healthcare, in hospitality and it would also make it more difficult in Australia to adjust to an ageing population because when the immigrants come in, they tend to be younger people.'
