New Queensland laws aimed at criminal  gangs will make it almost impossible for bikies to earn an honest  living, civil libertarians say.
This year's final week of parliamentary sittings begins on  Tuesday and among the controversial laws that will be passed is the  second round of legislation designed to dismantle criminal  motorcycle gangs in the state.
A ban on bikies working or owning tattoo parlours is expected to  be widened to other businesses gangs use to launder money, such as  the security, gym and used-car industries.
Australian Council for Civil Liberties president Terry O'Gorman  says the second round of laws, like the first, has been drafted in  secret and will be rammed through the parliament.
He says the changes will make it almost impossible for bikies to  earn an honest living, as the premier has urged.
'A lot of bikies do not have trade certificates and threats that  they will be prohibited even from working in the construction  industry will inevitably push them into a life of crime if they  cannot be gainfully employed,' Mr O'Gorman said.

POLICE have vowed to go after other members of violent western Sydney gang Brothers for Life after the arrest of three key members, including alleged leader Farhad Qaumi.
 
Fourteen members of the gang have been arrested since November and while police believe membership is shrinking by the day, they say their work is not yet done.

NSW Police Deputy Commissioner Nick Kaldas said speculation the group was finished was premature but he was optimistic those who had caused the damage were in custody or "neutralised".

The gang, linked to murder and shootings, was further disrupted when police raided homes in Sydney and the NSW central coast on Wednesday, arresting Qaumi and two others.

"In many ways this is just the beginning," Mr Kaldas told reporters on Thursday.

"We pretty much know what has happened with just about all of the shootings that have occurred in the last 12 months."

Middle Eastern Organised Crime Squad commander Detective Superintendent Deborah Wallace said gang members should hand themselves in to police before officers go to them.

"They know who you are," she said.

"I suggest you knock on our door before they knock on yours."

Mr Kaldas said on Thursday that police realised they needed to act quicker to curb the gang's violent activities after a shooting at Rose Bay on New Year's Day.

Qaumi, 31, was found at Bondi Beach with a bullet wound after being hit when a chartered luxury cruiser was peppered with shots at Rose Bay on January 1. He was treated at St Vincent's Hospital but discharged himself within hours.

Police allege Qaumi, also known as "the Afghan", is the head of the Brothers for Life Blacktown chapter, which has been at war with the original Bankstown chapter, with the infighting linked to shootings on Sydney's streets and a murder.

"It will be alleged he is a leader of a group and leader of a faction that has been involved in most of the shootings that have occurred in Sydney in the last three or four months," Mr Kaldas said.

Qaumi and his brother, 29-year-old Mumtaz Ahmed Qaumi, a senior gang member, were charged with firearm and drug offences on Wednesday.

The elder brother was flanked by police as he appeared in Wyong Local Court on Thursday.

They were also charged with knowingly directing the criminal activities of a group.

PREMIER Campbell Newman has accused defence lawyers for accused bikies of being part of the "criminal gang machine''. 
 
Under new state laws, when three or more bikies gather in public they can be prosecuted and jailed for a mandatory six months and up to three years.

Hannay Lawyers told their accused bikie clients to stay away from court proceedings on Tuesday because other alleged bikies would also be there.

But Premier Campbell Newman says it was a disingenuous move because he's sure the lawyers had ways of getting around that part of the new laws.

He says it shows that those representing accused bikies were part of the criminal gang machine.

``It's just nonsense. These people are hired guns. They make money from people who sell drugs to our teenagers and young people,'' the premier told reporters.

We can say the same about lawyers that work for Abos. Theyare part of the anti-White genocide machine, instructing their clients on how to commit violent criminal offences against Whites. Then IF they ever do get into court, their Jewish, Indian, Asian and White lawyers are worse than their clients at claiming the Abo to be a victim of so-called "White Supremacists" or just "racism" in general.

If it wasn't for the race-mongering lawyers, the Abo would have to stand on its own merit like the rest of us ... but of course, that wouldn't effect the minimum sentencing laws for Abos that they have in place in most states. Whenever Abos are involved, don't waste your time calling the police unless it is to have them extricate you from violent situation, or it's for insurance purposes. You are better off handling it yourself.

A SENIOR barrister says Queensland's anti-bikie laws make the state look ridiculous. 
 
In a scathing address at a lawyers conference on the Gold Coast, Stephen Keim said the Newman government's laws breached human rights.

Mr Keim has already sparked tension with the government after pointing out he was stripped of government work after publicly criticising its sex offender laws.

The barrister said the government's Vicious Lawless Disestablishment Act (VLAD), which makes a gathering of three or more bikies or their associates unlawful, was aptly named.

"It may well impale the hopes and dreams of generally law-abiding families on a stake of injustice," Mr Keim told the Australian Lawyers Alliance (ALA) Queensland conference, referencing Vlad the Impaler.

He argued the laws, which impose mandatory minimum sentencing of 15 to 25 years, breach article 14 of the International Covenant on Civil Rights and other human rights principles.

"But I think one of the worst things that the legislation does is it makes the law, the legislation, the government, our state, us - it makes us look ridiculous," he said.

"That - if not a crime - is at least a sin."

He referred to the arrests of the Yandina 5, a group of five men who met for a beer at a Sunshine Coast pub, and another group of five who were buying ice cream on the Gold Coast during a family holiday.

He was also critical of other aspects of the laws, including harsher bail provisions.

But the barrister was particularly disapproving of the laws that prevent people working - by refusing them an electrical licence for instance - because they have been linked to a criminal organisation.

"If people are prevented from earning a living, eventually they have to steal bread," he said, suggesting the laws would increase rather than prevent crime.

Mr Keim said Premier Campbell Newman's political strategy was simplistic.

"(There is) so much bad governance in his assault on good governance that no one has time to discuss it and it is hard to remember it all".

Other presenters were also critical of the government, with ALA Queensland President Michelle James issuing a call to arms in the wake of Mr Newman labelling lawyers "hired guns" who were part of the "criminal gang machine".

"Our profession has come under unprecedented and sustained attack from the Queensland government," she told delegates.

"I challenge each of you to stand up for our profession with the same tenacity you display with standing up for your clients by continuing to express your concern and disapproval of such unfortunate commentary."

Meanwhile, the Labor opposition won't commit to repealing or keeping the bikie laws but has promised an independent judicial inquiry.

Labor introduced its own, less severe, laws back in 2009 and supported the LNP legislation late last year.

But Opposition Leader Annastacia Palaszczuk says flaws in the LNP's approach have become very clear.

"I will set up an independent judicial inquiry to fully examine these laws, listen to expert advice and implement laws that target outlaw criminal motorcycle gangs, not innocent riders," she said.

Attorney-General Jarrod Bleijie said the state's solicitor-general Walter Sofronoff, QC, had helped draft the anti-bikie laws.

QUEENSLAND bikies and their associates can fill out a form to declare they are no longer part of an outlaw group. 
 
THE Queensland Police Service website has a questionnaire asking people to describe the steps they have taken to "disassociate".
The form asks participants to circle yes or no boxes to indicate if they have returned or destroyed their club colours, if they have a club tattoo, and whether it's been removed.

They are also asked to declare if they are an office holder, general member or associate of a bikie chapter.

New laws are coming into effect from July 1 banning bikies from working as used car sellers, security guards, locksmiths, tow truck drivers, bookmakers, pawn brokers, tattoo artists and bar workers.

More than a dozen lines on the form are set aside so people can describe their future intentions with an outlaw group and the steps their organisation has taken to disassociate from them.

A declaration section asks participants to give an undertaking to provide documents to the police within 10 business days.

Earlier this month, Attorney-General Jarrod Bleijie announced the government would delay a controversial plan to ban people with bikie links from working in the building industry.

This means plumbers and electricians with suspected bikie links won't be banned from having a trades licence until July 2015, after a federal royal commission into unions.

But new licensing requirements will apply to other industries under the Tattoo Parlours Act 2013.
Bikies can call a police hotline for help on filling out the form, which is subject to the Information Privacy Act.
The Queensland police website promises that applications to disown bike membership would be assessed "in a timely manner".

But participants are advised that delaying a response to a letter could jeopardise their ability to hold an industry licence.
The form has to be witnessed by another signature.


Queensland police say two people have filled out the form to distance themselves from a bikie group since they were posted online on June 10.
