QUEENSLAND bikies and their associates can fill out a form to declare they are no longer part of an outlaw group. 
 
THE Queensland Police Service website has a questionnaire asking people to describe the steps they have taken to "disassociate".
The form asks participants to circle yes or no boxes to indicate if they have returned or destroyed their club colours, if they have a club tattoo, and whether it's been removed.

They are also asked to declare if they are an office holder, general member or associate of a bikie chapter.

New laws are coming into effect from July 1 banning bikies from working as used car sellers, security guards, locksmiths, tow truck drivers, bookmakers, pawn brokers, tattoo artists and bar workers.

More than a dozen lines on the form are set aside so people can describe their future intentions with an outlaw group and the steps their organisation has taken to disassociate from them.

A declaration section asks participants to give an undertaking to provide documents to the police within 10 business days.

Earlier this month, Attorney-General Jarrod Bleijie announced the government would delay a controversial plan to ban people with bikie links from working in the building industry.

This means plumbers and electricians with suspected bikie links won't be banned from having a trades licence until July 2015, after a federal royal commission into unions.

But new licensing requirements will apply to other industries under the Tattoo Parlours Act 2013.
Bikies can call a police hotline for help on filling out the form, which is subject to the Information Privacy Act.
The Queensland police website promises that applications to disown bike membership would be assessed "in a timely manner".

But participants are advised that delaying a response to a letter could jeopardise their ability to hold an industry licence.
The form has to be witnessed by another signature.


Queensland police say two people have filled out the form to distance themselves from a bikie group since they were posted online on June 10.

POLICE are set to launch the largest multi-agency operation against bikie gangs in the nation's history. 
 
Operation Morpheus will target the increasing number of bikie gangs and members posing the highest risk to the community through their violent and criminal activities.

Besides using traditional policing methods and tactics to detect criminal offending and disrupt their activities, gang members will also be subject to intense scrutiny from agencies including the Australian Taxation Office, the Australian Securities and Investments Commission and the Social Security Department.

Nationally, there are about 4500 patched bikie gang members across 180 chapters.

In SA, there are 309 full members and nominees across 10 gangs, compared with 278 only 18 months ago. Of those 309, 36 are in prison and 33 are on bail.

Operation Morpheus, which involves every Australian police jurisdiction, has just been endorsed by the board of the Australian Crime Commission. Its considerable powers — including coercive hearings — will be used as integral tools in the unprecedented operation.

The new operation is modelled on Operation Attero, a national taskforce that has focused solely on the Rebels bikie gang over the past two years with considerable success. It has resulted in about 3000 people being arrested or reported for more than 4200 charges and resulted in the recovery of more than $15 million from gang members following tax audits.
Mr Dickson said Operation Attero was very successful because of the tactics used against the Rebels members. One of the more effective methods has been to have each agency target a gang member at the same time to cause maximum disruption to their activities.

He said while many of the initiatives could not be discussed publicly because of strict privacy provisions — such as the ATO audits of individuals — many had produced excellent results and were a key weapon against those amassing wealth from illegal activities.

"Anything that attacks the income and the money is effective. Everyone is involved in this to make a dollar, that is the main driver of organised crime,'' he said.

"If we can restrain that or impact on the amount of profits they can make, then it has an impact.''

Operation Attero commander Detective Superintendent John De Candia said while traditional policing was also used, collaborating with other agencies had proved extremely effective.

"One of the key measures, but straightforward, was to see who had submitted tax returns,'' he said.

"There have been almost 40 prosecutions over that issue alone of non-lodgement of tax returns. The fines they have received from the courts have totalled $250,000. They then have to lodge their tax returns and matters flow from that.''

Investigations into individual Rebels members' financial affairs, including several in SA, had also uncovered $15 million in tax liabilities following audits.

Mr Dickson said under Operation Morpheus, the activity against Rebels members would not stop.

He said Operation Attero had provided valuable intelligence against Rebels members since its inception in 2012. Much of this intelligence had been gained following about 20 coercive hearings held nationally.

"What that has allowed us to do is develop some good policing strategies, but also some non-traditional strategies that have been effective,'' he said.

"That has been the building block, the foundation we are now using relative to Morpheus with all of the groups.''

POLICE say they'll be keeping a close eye on Rebels Motorcycle Club members when they move into their new clubroom in Adelaide's northern suburbs. 
 
The club got the go-ahead from Playford Council's development assessment panel last night to transform a gym in Edinburgh North into a new base.

The clubroom, at 7 Barfield Crescent, is across the road from St Patrick's Technical College, a trade school for Year 11 and 12 students.

Police issued a statement today saying they would "continue to monitor the activities of all outlaw motorcycle gangs and disrupt their criminal activities".

"This venue will be no different," it reads.

The council approval came with several conditions.



These included:

ONLY Rebels members can use the clubrooms.

NO more than 12 Rebels members can be there at any one time.

THERE is to be no amplified music.

THE clubrooms must be shut by 10pm each night.

NO paid or unpaid staff can be on the premises.

THERE can be no attempt to fortify the property.

The club and its planning consultant Masterplan declined to comment on the proposal when contacted by the Northern Messenger.

But in a letter to the council, Masterplan planning consultant Nathan Franklin said the clubrooms would be used for meetings and socialising.

"The clubrooms are predominantly used twice a week, specifically on Tuesday nights between 6pm to 10pm and Friday nights between 6pm to 10pm only with 10 to 12 members attending weekly," Mr Franklin said.

Other governments may join Queensland's tough anti-bikie stance after its controversial laws survived a High Court challenge.

Authorities in Western Australia, the Northern Territory and South Australia say the court's decision on Friday has prompted them to look more closely at hardening their approach to outlaw motorcycle gangs.

In October 2013, Queensland declared 26 gangs criminal organisations and banned their members from wearing club logos and gathering in public.

Members are prohibited from certain occupations and if convicted of serious crimes face longer prison sentences than non-gang members.

South Australian Attorney-General John Rau said he was keen to follow Queensland's lead in giving parliament the power to declare criminal organisations, rather than the courts.

'We'd be crazy not to take advantage of that and make some modifications to our laws,' he said.

His WA counterpart, Michael Mischin, said the state had its own laws to control gangs, but Friday's ruling was encouraging.

'I shall read the judgment with interest to determine what lessons can be learnt and how the effectiveness of ours may be improved,' he said.

Northern Territory Attorney-General John Elferink said his government was attracted to a number of elements in the Queensland laws but would not detail them.

NSW Attorney-General Brad Hazzard said related laws in his state, which ban convicted criminals from meeting, gave police the powers they needed to dismantle criminal organisations.
