GRAPHIC scenes have been captured of a wild brawl at Semaphore in which a chair was used to assault a woman and damage a car.

Police were called to Semaphore Rd near the corner of Military Rd just after 7.30pm Saturday.

It is alleged a woman struck another woman with a chair before attempting to hit a third woman. She then allegedly used the chair to damage the windscreen of a car parked nearby.

Police arrested and charged the 18-year-old Prospect woman with two counts of assault and property damage.

An 18-year-old man from Semaphore was charged with fighting in a public place, while a 47-year old man from Salisbury East was charged with fighting and disorderly behaviour.

SA Full Court rules Aboriginal men who assaulted, robbed taxi driver 'less morally culpable' for crimes because they're boongs of dysfunctional childhoods

THE state's highest court has ruled two young men who assaulted and robbed a taxi driver were "less morally culpable" because of their impoverished and abusive upbringings.

The Director of Public Prosecutions appealed against the "manifestly inadequate" non-parole periods granted to Aboriginal men David George Rigney-Brown and Ethram Ronald Hughes by District Court judge Paul Muscat.

Rigney-Brown, Hughes and another man assaulted and robbed an Indian taxi driver in August 2015, and Hughes used a tyre lever to rob a Caltex service station at Grange three days later.

Rigney-Brown was jailed for four years, two months and 12 days, with a non-parole period of 18 months, while Hughes received a seven-year sentence with a non-parole period of two-and-a-half years for the two robberies and other offences.

The DPP argued the lower-than-usual non-parole periods failed to take into account the men's lengthy criminal records and apparently poor prospects of rehabilitation.

But the Full Court, led by Chief Justice Chris Kourakis rejected those arguments, ruling the men should be given the chance to turn their lives with an extended period around on parole. {Sic}

Chief Justice Kourakis said that while the non-parole periods were lower than usual for offenders with uncertain prospects of rehabilitation, there were other compelling reasons for the judge allowing the men extra time in the community under parole conditions.

"Through no fault of their own, (the men) did not develop adult insights, values and responsibility because of their social deprivation and marginalisation. For that reason their moral culpability is relatively less," he said.

Rigney-Brown, 20, was badly assaulted as a baby and taken to hospital with two broken hips and a broken leg, before spending his childhood in a series of foster homes.

He was smoking cannabis by age nine, became homeless and addicted to amphetamines by 18, by which time he had racked up a number of juvenile convictions, including for robbery.

Rigney-Brown spent time in juvenile detention centres from the age of 10 and had been released from prison for robbery and assault three months before robbing the cabbie.



So the boongs got a lighter sentence. Cause they were:-poor, hard done by boys with a bad family and they weren't taught better?
