A GANG of balaclava-clad, rock-throwing youths – some aged as young as 12 – are terrorising elderly residents in a suburban Darwin street, the NT News has been told. 
 
One of the residents – 80-year-old Harlene Rozario – said a gang member, aged around 14 or 15 and wearing gloves and a balaclava, exposed his genitalia to her after she confronted him for throwing rocks at her front window earlier this week.

And Ms Rozario's son-in-law, Merv Taylor, says it's only a matter of time before one of the elderly residents in the small complex of Territory Housing units in Karama is seriously injured or killed defending themselves.

NT Police confirmed on Monday they were aware of the incidents and were conducting investigations and "actively engaging with the youth's families and local schools".

THE Northern Territory's Chief Justice says harsher jail sentences will not reduce crime across the Top End.


"Where a crime has been committed we must look to rehabilitation of the offender in order to reduce recidivism."


Chief Justice Riley said Aboriginal people were subjected to particular injustices in the criminal justice system.

He said it was a tragedy that Aboriginal people comprised 30 per cent of the population, but represented 86.4 per cent of those in custody.

"It is a tragedy that, in 2010, 73 per cent of indigenous prisoners received into the Territory's prisons were unem-ployed,'' he said. "It is a tragedy that indigenous females make up 73 per cent of domestic violence victims in the Northern Territory."

Chief Justice Riley said while there was no single answer, "addressing health, education and opportunity for coming generations must be a good place to start".

Is the Chief Justice suggesting that they only lock up Abos in the NT because they are perpetrators of domestic violence against their own kind? If so, then it says that Black on Black violence is criminal, while Black on White violence is acceptable.

THE closure of remote communities equates to the practice during settlement of herding Aboriginal people towards a poisoned waterhole, a rally for Indigenous rights in Darwin was told.

More than 100 people rallied on Friday in the CBD to protest elements of the newly released white paper on northern development, saying proposed changes to native title laws would erode land rights, and arguing that Indigenous labor plans were unfair. "When you're talking about forcing closed these communities, herding people to the last waterhole and poisoning the water... this has happened before,"

He accused the government of "screwing Aboriginal people over". The crowd marched on Parliament and handed Mr Vowles signed copies of a letter destined for the government, raising concerns about the defunding of indigenous services and arguing that under a labor plan in the northern Australia white paper indigenous people would be paid less than the award wage with no protections under the Fair Work Act or the Work Health and Safety legislation. "The community believes there should have been more consultation about what's in that white paper and we're very concerned about what's in it," said Thomas Mayor, NT secretary of the Maritime Union of Australia.

"We're concerned this white paper is trying to leverage to reduce or water down native title rights, we think native title will be eroded by 99-year leases, the positioning towards freehold."

THE alleged killer of Fabian Brock has given a two-finger salute to Darwin Magistrates Court in his first appearance since he was charged with murder. 
 
Rodney Kenyon, 24, appeared by video link from Holtze prison yesterday dressed in a white gown.

He remained silent throughout the proceedings, however about halfway through he raised his two middle fingers to the camera.



Police charged Kenyon with 26 offences on Monday that included one count of murder, attempted murder, making a threat to kill, six counts of recklessly endangering life and three of discharging a firearm on a road or public place.


Prosecutor Thomas Wallace-Pannell said the charges involved "a chain of events" that spanned 36 hours and involved "several people".

Mr Wallace-Pannell said the alleged incidents included the fatal shooting of Mr Brock, 25, and the firing of shots at two other locations on June 12 and 13.

Mr Wallace-Pannell asked for the matter to be adjourned for three months to allow enough time for the brief of evidence to be finalised.
