Amid the worsening border crisis, the Biden administration has cancelled the remaining contracts for the border wall project spearheaded under the Trump administration.

Construction on the wall sections in the Laredo and Rio Grande Valley sectors will be halted, the Department of Homeland Security announced Friday in a press release.

Soon after assuming office, President Biden suspended building along the wall while it underwent internal review. The Biden administration then cancelled two contracts that covered approximately 31 miles of territory along the southern border in Texas. Friday’s development is the latest of Biden’s reversals and overhauls to Trump’s immigration policy, the hallmark of which was erecting an expansive high barrier as a deterrent mechanism to migrants.

DHS added that it would conduct an environmental assessment of border barrier “system projects” in the release, specifying that those “activities will not involve any construction of new border barrier or permanent land acquisition.”

The decision from DHS comes amid record migrant apprehensions at the border. Last month, a caravan of nearly 30,000 Haitian migrants crossed over into the United States, overwhelming border personnel in Del Rio, Texas. Nearly 12,000 of those illegal immigrants were released into the interior to have their asylum cases adjudicated at a later date, Mayorkas confirmed, despite Biden’s administration’s assurances that there would not be mass migrants admission into the U.S.

Prominent Republican lawmakers condemned the cancellations Friday as a counterproductive and irresponsible move.

“DHS Secretary Mayorkas, during a border crisis, is cancelling border wall contracts. Impeach Mayorkas,” Republican Representative Dan Crenshaw of Texas wrote on Twitter.


“Canceling construction of the border wall isn’t going to solve the Biden Border Crisis,” Republican Senator Tom Cotton (Ark.) wrote.

EL PASO, Texas (Border Report) – Almost 2 million people entered the United States without authorization in the 12-month period ending on Sept. 30, the U.S. government reported on Friday.

Most of the 1.96 million migrants apprehended by the U.S. Border Patrol and the Office of Field Operations of U.S. Customs and Border Protection in Fiscal Year 2021 took place at the southern border, where sectors like Del Rio and the Rio Grande Valley have been dramatically overwhelmed at times.


Land encounters on the southern border with Mexico rose to a record 1.74 million and typically involved Border Patrol agents apprehending migrants coming over the border wall or unguarded portions of desert from New Mexico to California, and those who crossed the waters of the Rio Grande. The other encounters took place on the northern border, airports and seaports.

The previous record for migrant apprehensions at the southern border was 1.64 million in 2000, and the next highest figure of 1.62 million was reported in 1986, the year the U.S. Congress passed the Immigration Reform and Control Act, which led to the legalization and a path to citizenship for more than 3 million undocumented immigrants.

Troy Miller, the acting CBP commissioner, on Friday focused his comments on a slight monthly dip in apprehensions for the month of September when compared to August.

“CBP encounters along the Southwest border declined in September from the prior month, and a majority of noncitizens encountered were expelled under Title 42,” Miller said in a statement.

The agency says that repeat crossers – migrants who are apprehended, expelled and then attempt to come in again multiple times – are skewing the numbers. For instance, officials only identified 1.15 million unique individuals in Fiscal Year 2021.

No estimate was provided for “got-aways,” the thousands of migrants who evade detection and whose entry is thus never recorded. In some border communities like Sunland Park, New Mexico, the sight of migrants having come over the border wall and running into waiting vehicles has become nothing out of the ordinary, local authorities say.

“I don’t think this is a surprise,” Texas Attorney General Ken Paxton said during a visit to El Paso on Thursday. “The Trump administration changed to policies that lower the number of illegal immigrants significantly. When the Biden administration came in, they completely went back to the old policies and accelerated this.”

He was referring to the rollback of the Migrant Protection Protocols (MPP) program, which he and Missouri Attorney General Eric Schmitt sued successfully to restore, and to the halt of border wall construction, which is also under litigation now.

September data shows three out of four single adults encountered were expelled to Mexico under the Title 42 public health rule, but only one out of four families was sent back. The overall numbers for September show a 9 percent drop from the previous month, going from 208,887 to 192,001.

Encounters of unaccompanied children decreased 24 percent, going from 18,806 in August to 14,358 in September. The average number of unaccompanied children in CBP custody was 772 per day, compared with an average of 1,435 per day in August, the agency reported.

But the number of single adults is on the rise. More than half (59 percent) of migrant encounters in September involved single adults (113,030), a 9 percent increase compared to August.

In the El Paso Sector, the Border Patrol is dealing with a record surge in migrant stash houses – homes, apartments, trailer homes and even barns – where smugglers keep newly arrived unauthorized foreign nationals while they arrange transportation for them to the interior of the country.

VILLA COMALTITLAN, Mexico, Oct 27 (Reuters) - Thousands of mostly Central American migrants trekking across southern Mexico on Wednesday advanced only a short distance, with children and painfully blistered feet, the latest human caravan seeking to reach either Mexico City or the U.S. border.

The mass of men, women and children left the village of Huixtla early in the morning, walking about 10 miles (16 km) north along a local highway to the town of Villa Comaltitlan, in Mexico's southern Chiapas state, witnesses told Reuters.

"We haven't had any problems with immigration officials. God is opening doors for us," said a hopeful Julio Gonzalez, a Honduran migrant who spent Tuesday night sleeping near a street in Huixtla with his wife and two children under a steady rain.

In Villa Comaltitlan, some migrants told Reuters they sought to rest before departing early Thursday morning, which was especially important due to the large number of young children with them.

The latest migrant caravan has not yet faced off with Mexican migration agents or soldiers who have increasingly used tough tactics to stem the tide of fleeing migrants, many of whom want to escape violent gangs and grinding joblessness back home.

The United States has registered record levels of migration this year, as border agents have apprehended or expelled more than 1.7 million migrants over the past 12 months.

The majority of the latest caravan are families with young children, according to a witness who estimated at least 2,000 migrants had gathered on Tuesday in Huixtla to rest and receive medical attention before resuming their journey north.

Among them was Arleth Chavez from Guatemala, who had walked with the caravan for about 28 miles since it departed the southern border city of Tapachula over the weekend.

"My feet are burning and in pain from the blisters," said Chavez, who nonetheless expressed a determination to continue.

Migrants have denounced the lengthy asylum process in Tapachula, located near Mexico's border with Guatemala, and thousands have departed the city in a series of caravans this year, including many Haitians.

Mexico's immigration agency INM said in a statement on Wednesday that some families in the caravan had asked to be returned to Tapachula, but did not provide numbers.

Many members of the caravan aim to reach Mexico City, where they hope the asylum process might be faster, while others say they seek to make it to the United States.

The U.S. government has put pressure on Mexico to contain migrants before reaching the U.S. border, and Mexican authorities have obliged by beefing up patrols.

The caravan's slow movement across Mexico comes as U.S. President Joe Biden has been facing increasing criticism from Republicans over the high levels of migration, which comes amid widespread violence and growing hunger in Central America and parts of the Caribbean.

Biden administration tries again to end Trump-era 'Remain in Mexico' migrant policy

(CNN)The Biden administration is trying for a second time to end the controversial Trump-era "Remain in Mexico" policy after it was thwarted earlier this year by a federal judge.


The policy forced non-Mexican migrants to stay in Mexico until their immigration court date in the US. It was suspended at the beginning of President Joe Biden's term and formally terminated months later. But in August, a federal judge in Texas said that the Biden administration had violated federal law in how it went about unwinding the program and required it be restored.

'There's no trust': Pro-immigrant groups blasted Biden officials on a call Friday morning

Friday, the Department of Homeland Security will release a new memo justifying its desire to end the policy, formally known as the Migrant Protection Protocols, DHS officials say.

Under President Donald Trump, migrants from Central America and other parts of the world who were seeking asylum at the US-Mexico border were forced to stay in Mexico until their immigration court hearings in the US, often in dangerous cities. It marked an unprecedented departure from previous protocols, which had allowed for the entry of migrants as they went through their immigration hearings in the United States.

An estimated 68,000 migrants were returned to Mexico under the policy, according to the Department of Homeland Security. For those subject to the policy, that meant waiting months, if not years, in squalid conditions and under the threat of extortion, sexual assault and kidnapping.

"MPP had endemic flaws, imposed unjustifiable human costs, pulled resources and personnel away from other priority efforts, and did not address the root causes of irregular migration," Homeland Security Secretary Alejandro Mayorkas said in a statement.

The Biden administration has faced fierce criticism from allies for keeping some of Trump's immigration limits in effect. After additional review of the Remain in Mexico policy, DHS found that while it may have led to a reduction in border crossings, the humanitarian costs justify its termination.

"It delves much deeper into the decision-making and the reasoning behind the decision," a Homeland Security official told reporters, referring to the new memo. "It squarely addresses some of the alleged failures of the prior memo, as well -- addressing the alleged costs to states and alleged concerns about the implications of terminating [Migrant Protection Protocols]."

The new memo cannot take effect until the court order has been lifted.

The future of the program has been a point of discussion between the US and Mexico, according to officials, specifically ensuring that cases are heard in a timely manner, that migrants have access to counsel, and establishing criteria for those who aren't subject to the policy.

DHS previously said it's updating policies and procedures to account for Covid-19 and preparing contracts to rebuild the soft-sided immigration hearing facilities that came under intense scrutiny during the Trump administration. According to another Homeland Security official, the administration is considering vaccinating and testing migrants subject to the program for Covid-19, as well as assessing whether there are shelters people can safely stay in until their court date.

The administration also sent out notices to legal service providers to be included on a pro bono list to be distributed to migrants enrolled in the "remain in Mexico" program, according to an email obtained by CNN.

But immigrant advocates and attorneys say they're not interested in associating themselves with a policy they condemned under the Trump administration. Elissa Steglich, who co-directs and teaches the Immigration Clinic at the University of Texas at Austin, cited the challenges in representing migrants waiting in Mexico and the slew of due process and security concerns.

"We cannot support participating in a list that makes it appear that the program promises access to counsel," Steglich said
