Don't tell the producers of The Hills or any of the other youth-oriented television shows that seem to portray people of color as background noise in California, but for the Golden State's under-18 population whites are now a minority.

This according to U.S. Census data from 2000 to 2009 analyzed by the New York Times, which attributes the shift, in part, to higher birth rates among immigrants. {snip}

The emergence of a nonwhite majority among children should be no surprise to Angelenos, who live in a city that is nearly 50 percent Latino. And, as LAist reported this week, Latinos have now edged out whites as the largest ethnic group in the once Leave It To Beaver-like San Fernando Valley.

Meanwhile California joins Arizona, Hawaii, Maryland, Nevada, New Mexico and Texas as states where "minority" non-adults are now the majority. {snip}

The message blaring out of the speakers on the van was stark: "Any black person who is hiding in Rosarno should get out. If we catch you, we will kill you."

Abdul Rashid Muhammad Mahmoud Iddris got out.

He's one of hundreds—perhaps thousands—of African migrants taken by bus out of the Italian town over the weekend after violent demonstrations shook southern Italy.

The unrest was among the worst of its kind in recent Italian history, said a spokesman for the International Organization for Migration.

"We have not witnessed such protests in a long time," said Flavio Di Giacomo. "There were several thousand, but I don't know exactly how many people were involved."

On Thursday, a BMW pulled up outside the factory, a man got out, shot one of the Africans living there, 26-year-old Ayiva Saibou, and drove off.

A passing policeman told Iddris and his friends it was not his job to help the wounded man, so they called the Red Cross to take the man to a hospital for treatment, Iddris said. Press reports said Saibou—who is a native of Togo with regular working papers—was shot with a compressed air gun.

A few hours after the shooting, a group of about 300 immigrants poured into to the street where the incident took place earlier. "They put on an angry demonstration, hampering the free circulation in the streets, damaging garbage bins, hitting with sticks and rocks numerous passing cars," according to a police report.

But police forced the demonstrators to turn back, threatening them with tear gas, Iddris said. Six or seven people were arrested, he said.

The next morning, Friday, the immigrants tried again, playing drums as they tried to march from the factory to Rosarno's town hall, he said.

That's when they heard the warning.

Iddris—who is originally from Sudan and has been in Italy for about 18 months, first as an asylum seeker and then without legal documentation, and who picks oranges in season—said police arrested another 10 to 20 people at Friday's demonstration.

Italian press reports said the demonstrators had burned cars.

Later on Friday, Iddris said, police arranged for buses to move the Africans away from Rosarno to another village.

But the new location was no safer, he said. Police had to keep locals and migrants physically separated Saturday.

Di Giacomo, the International Organization for Migration spokesman, said Italy has many migrants, often from Africa, living in conditions bordering on slavery.

The migrants who demonstrated last week "were exploited. They were just paid 20 euros (about $29) per day and they lived in slums, the same as slavery conditions. A few months ago in (the southern Italian region of) Campagna we discovered a similar situation. It's unfortunately a reality in many places, especially in southern Italy."

Italy is one of the top European destinations for migrants, the migration organization's figures show. More than 3.6 million legal migrants live in the country—6.2 percent of the total population—and Italy has the European Union's highest annual growth rate of migrants, along with Spain.

It's hard to know exactly how many illegal immigrants there are in the country, Di Giacomo said.

"It is not controlled in any way. They change the area where they work because of the season of the year—oranges in the winter, tomatoes in the summer," he said. "With economic migrants, many of them arrive with tourist visas and overstay seeking work. They can arrive in so many ways," including paying traffickers thousands of dollars to smuggle them into the country.

In the cradle of the civil rights movement, a new secession effort is under way that would break off Atlanta's predominantly white, wealthy suburbs to the north from poorer, black neighborhoods in the south.

There's a renewed push to take some suburbs out of Fulton County, Georgia's most populous and home to most of the city of Atlanta, and put them under the now-extinct Milton County.

Its supporters hope resurrecting the county would give residents there more responsive government. But opponents say the measure is racially motivated and will open up a deep rift between black and white, rich and poor in a state with a complicated racial history. The area that would be split off is more than 75 percent white, while a large block of the remaining portion of Fulton County is 90 percent minority.

The idea isn't new. But these days, there's some muscle behind the movement now that its sponsor is about to become House Speaker pro tem, the second-most powerful position in the Georgia House of Representatives. The measure made it out of House committee this year. It's been stymied so far by questions about the counties' financial viability and the tangle of laws that would have to be changed.

The region that became Milton County was originally part of the Cherokee Indian Nation until the state of Georgia grabbed the land in the 1830s. The Cherokees were expelled to what is now Oklahoma and cotton plantations flourished there, helped along by cheap slave labor before the Civil War.

But a boll weevil infestation of cotton in the early part of the 20th century decimated the county's economy. After limping along financially, Milton County was folded into Fulton County in 1932 during the Great Depression.

Race a factor?

"The issue is what the hell are they doing with our money," Joe Stewardson said as he sipped coffee at a shop in Atlanta's Old Fourth Ward neighborhood, home to Martin Luther King's birthplace.

"Is race part of the equation? Probably. But I think money transcends all other considerations."

The legislation's sponsor, state Rep. Jan Jones, an Alpharetta Republican, denies race is behind the proposal.

Her bill would amend the Georgia Constitution to allow the return of Milton County. It would need a two-thirds vote in each chamber of the state Legislature and must then be approved by voters because state law limits the number of counties to 159.

If the Legislature approves the measure, it would be on the ballot in November, but the split wouldn't take place until 2013.

Newly elected Atlanta Mayor Kasim Reed opposes the measure, worried it will hurt the city's bottom line.

Changing faces

What used to be Milton County is now largely white and Republican and affluent. Atlanta and its southern suburbs are mostly black, are controlled by Democrats and have neighborhoods with some of the highest poverty rates in America. Buckhead, a trendy Atlanta neighborhood known for its clubs, restaurants and mansions, would remain in Fulton County.

The entire Milton County area is now incorporated in one city or another which means those cities could provide some services like police and fire, cutting down on the county costs.

Splitting off the county's wealthiest cities could be a devastating blow to Atlanta, which is grappling with a steep budget shortfall and skyrocketing pension obligations. State Rep. Tyrone Brooks, an Atlanta Democrat and civil rights activist, called it a "sucker punch" for the city, which is the engine for the state.
