Israeli newspaper Haaretz named the student as Aya Masarwe, who was in Melbourne on a study program.

Passers-by discovered a body in scrub near a tram stop close to a shopping centre at Bundoora on Wednesday morning.

Homicide detectives say it is likely Ms Masarwe had been travelling on the route 86 tram from Docklands overnight.

"We are treating it as suspicious. It's apparent or it seems that the female has been assaulted," Inspector Andrew Stamper told reporters near the scene on Wednesday.

Haaretz reported that Ms Masarwe was studying at Shanghai University, and spent the past several months in Melbourne on a study-abroad program, according to her uncle Abed Katane.

Her father has left Israel for Melbourne in a bid to co-ordinate her body's return home, Mr Katane told the newspaper.

Officers are expected to further canvass nearby residents on Thursday to determine how Ms Masarwe died and what led to her body being left near the tram stop.

"We would ask for anyone that may have dashcam footage, CCTV or may have seen anything here that could be a small piece in the jigsaw puzzle to contact Crimestoppers," Insp Stamper said.

Detectives are keen to speak to anyone who travelled on the route 86 tram, particularly between 11pm on Tuesday and 1am on Wednesday.

Police are investigating all lines of inquiry, including whether the attack was random and if Ms Masarwe was followed.

Extract: Miss Maasarwe was walking home from a comedy show on Tuesday night, speaking with her sister on FaceTime, when the phone suddenly dropped, her uncle Rame Masarwe said.

'She seemed very happy. Then the phone fell down, she heard voices. The phone was on.'

He said her sister was still on the phone when she was attacked and heard the entire ordeal unfold.

Miss Maasarwe was carrying a bag when she was attacked and some items had been removed and were found nearby, police said.

Shoes and a mobile phone were found near Miss Maasarwe's body, as well as an abandoned vehicle on Main Drive with its hazard lights on.

The family are distraught, as they believed Australia was safe.

Mr Maasarwe said he wanted his daughter to experience new cultures to broaden her horizons.

'She have very big opinions, the mind open for everything. She liked to study different cultures and different nationalities. She don't come with a locked mind from another culture: She respected all the people.'

What was supposed to be an overdue reunion between father, daughter and Aiia's older sister Noor turned into a tragic nightmare.

Mr Maasarwe said he wished to take his daughter's body back to Israel and bury her as soon as possible in line with Islamic culture.

Foreign tourists are being warned of the dangers of visiting Alice Springs, prompting the town's mayor to reject the mounting safety concerns despite a spate of high-profile violent crimes in the area.
