On Tuesday evening, Waverley Council voted to endorse Australia's first 'Local Government Strategy to Combat Antisemitism'.
[Abo] Greens Councillor Dominic Wy Kanak, however, was the sole vote against the strategy after his motion to amend the definition of antisemitism was rejected.
Mr Wy Kanak - who called in to the meeting via Zoom and a full video of the interaction was posted to the Waverley Council website - didn't support the plan because he argued council's definition of antisemitism was too broad.
Representatives and members of the public who attended the council meeting were shocked by Mr Wy Kanak's opposition.
Waverley Mayor Will Nemesh told Daily Mail Australia that Mr Wy Kanak's decision to oppose the strategy was 'quite extraordinary'.
He said the strategy had undergone extensive public consultation and it was 'unfathomable as to why anyone would vote against it'.
CEO of the Australian Jewish Association, Robert Gregory, agreed and told Daily Mail Australia the move was 'unfortunate'.
'Last night, I was pleased to address Waverley Council in support of the council's antisemitism strategy,' Mr Gregory said.
'More Jews live in Waverley Council than any other council in NSW and the area has seen several antisemitic attacks recently, so it's greatly appreciated that the council takes antisemitism seriously.
'It is unfortunate that one councillor from the Greens did not support this important initiative.
'The Greens have a shocking record on antisemitism.'
The strategy was designed to strengthen reporting and enforcement of antisemitic incidents, enhance social cohesion, raise awareness of antisemitism, bolster existing support services and increase security for Jewish communities.
Mr Nemesh, who played a leading role, said it will serve as a 'blueprint' for other councils and would help Waverley council to collaborate more effectively with local organisations and police in combating antisemitism.
The definition relied upon in the strategy comes from the International Holocaust Remembrance Alliance (IHRA) and was formally adopted by the council in 2021.
It defined antisemitism as 'a certain perception of Jews, which may be expressed as hatred toward Jews'.

However, Mr Wy Kanak moved to add a statement to the end of the definition clarifying that alternative definitions of antisemitism compared to the one adopted by council exist, such as one relied upon by the Jerusalem Declaration on Antisemitism.
The Jerusalem Declaration definition is narrower, defining antisemitism as 'discrimination, prejudice, hostility or violence against Jews as Jews (or Jewish institutions as Jewish).'
Australian Jewish [Supremacist] Association chief executive Robert Gregory told Daily Mail Australia the IHRA definition is the most widely accepted.
'It provides useful examples of antisemitism to guide authorities.
'It has been adopted with bipartisan support in Australia at a federal level and in states like NSW and Victoria.
'Internationally, the IHRA definition has been adopted by dozens of nations and US states as well as international organisations.'
Before putting the strategy to a vote, Mr Nemesh appeared to criticise Mr Wy Kanak's decision to oppose the reform.
'This report... really should be a universally accepted and unanimously endorsed policy of this council.
'I think it would be unfathomable for any councillor to vote against the adoption of a policy to combat antisemitism.
'The converse being that if anyone voted against it perhaps they're endorsing the policy of antisemitism or the acts against jews and hatred that are currently occurring particularly in the Waverley community,' he said.
The meeting opened with addresses from members of the public, many of whom represented Jewish [Supremacist] organisations.
Mr Gregory said the Australian Jewish community had endured '18 months from hell.'
He added he and his organisation had received 'many threats' while the first arrest made by AFP Special Operation Avalite was made in relation to a threat against him.
Michael Gencher, executive director at Israel education non-profit StandWithUs [OrWeBombYouIntoTheStoneAge], said Waverley Council had taken a 'principled stand' in proposing the strategy.
'It is not just a policy document, it is a statement of values and I thank you for that'.
