Bilal Alameddine and another teenager, both 18, were arrested in a joint counter-terrorism operation involving NSW and federal police, at Auburn on Friday evening.

The two had been monitored by authorities since last September, however in the past two months came under increased surveillance.

Alameddine is related to one of the men facing weapons charges in connection to the murder of police worker Curtis Cheng.

Extract: Three people are on the run after crashing their car this morning in Sydney's west - killing their female passenger.

Emergency services were called to Waldron Road, Chester Hill, about 6.30am after a Holden Commodore struck a traffic island and slammed into a power pole, police said.

Uber driver Danish Umer witnessed the crash and told 9NEWS the three men pulled the female victim out of the car before fleeing.

"When they saw that the woman was almost dead they decided to run away," Mr Umer said.

Police said they are searching for three men of Asian appearance seen fleeing the crash.

Puneet Puneet had been on bail charged over the death of 19-year-old Dean Hofstee, but fled Australia using a fellow Indian's passport in 2009. He was arrested four years later in India.

Puneet has made another plea in a New Delhi court not to return to Australia, putting up a witness who claimed to have been racially abused and mistreated while working in Australia.

Extract: Three men are expected to be charged with committing terrorism offences over "Islamic State-inspired" arson attacks at a Melbourne mosque, police have said.

Following a "complex" investigation by Australian Federal Police (AFP) and Victoria Police into arson attacks at the Imam Ali Islamic Centre in Fawkner last year, a 29-year-old Melbourne man was last night arrested by officers from the special operations group in the city's north.

Police will allege the man, and two others, caused a serious fire at the mosque on December 11 in 2016.

They will further allege the other men, 25 and 27, caused a fire at the same mosque on November 25 last year.

Each of the three men will be charged with engaging in a terrorist act.

"These are significant and serious charges and carry a maximum penalty and life imprisonment."

While the "strongly affiliated" trio were allegedly inspired by ISIS, police said they did not have evidence the men were directed to commit the attacks.

"If you look at the type of attack and what the influence is ... this centre is a Shia centre," Victoria Police Counter Terrorism Command Assistant Commissioner Ross Guenther said.

"So will be alleged is that those who committed this attack adhere to an extremist Sunni ideology.

"That leads us to the conclusion ... that that is part of an ISIS influenced or inspired attack."

Extract: A MOTHER has called for action after her disabled son was allegedly bashed for the third time in less than 12 months outside a western Sydney shopping centre.

Smartphone video of the latest alleged incident shows the 15-year-old waiting for a bus and texting on his phone outside Westpoint Blacktown cinema before he is punched by another teenager.

Seconds pass before another charges and lunges at him, before he falls back and cracks his head on a bench.

The boy spent two days in hospital following the attack on August 10.

A YOUNG father who fled war torn Sudan and had begun rebuilding his life in Darwin has been jailed for killing two of his closest friends in a drunken car crash last year.

Aguto Majok Mach, 29, pleaded guilty in the Supreme Court on Tuesday to two counts of dangerous driving causing death, after crashing into the side of a road train on Cox Peninsula Rd at Berry Springs in October 2016.

His two mates, Anyuat Deng and John Athtu, both of whom were passengers and both of whom had also been drinking, died of traumatic head injuries.

Mach, who was unlicensed and who broke his arm in the crash, had a blood alcohol reading of 0.142 when tested between one and three hours later in hospital.

Chief Justice Michael Grant said "common experience" suggested Mach's blood alcohol reading would have been higher at the time of the crash.

Crown Prosecutor Matt Nathan SC said the Mazda Metro was unregistered, uninsured and had bald tyres at the time of the crash

Christy McConnel, for Mach, said the accident happened after an evening of drinking, when one of the victims went to light up a cigarette in the car and Mach turned around, losing concentration on the road.

"He is sorry for what has happened, he instructs me that he has been in contact with the families of the victims," Ms McConnel said.

The court heard Mach came to Australia in 2006, and moved to Darwin in 2015 where he found skilled work at the Livingstone abattoir.

Chief Justice Grant said Mach had to do a "big whack" of jail time for his crimes.
