A dangerous sex offender with a long history of violent rapes and assaults on women and children is currently at large after ripping off his ankle monitor.

It's been more than 24 hours since police were able to pinpoint the exact location of Patrick Lennard Narrier, 45, last seen on Tuesday night in Forrestfield near Perth.

Narrier was released from jail in November 2017 subject to 50 conditions - despite being considered a serious danger to the community and having repeatedly breached supervision orders in the past.

It is understood that he has now cut off his ankle bracelet.

Narrier's history of violent offending dates back to 1993, including sexually assaulting a woman when he was a teenager and shortly thereafter attacking a 12-year-old girl he had abducted from her home at knifepoint.

Police officers are appealing for the public's help in finding Narrier through the crime stoppers hotline.

ALICE Springs residents out enjoying the Banff Mountain Film Festival had their night ruined after four youths allegedly damaged and vandalised 39 vehicles.

Four youths between the ages of 12 and 15 are believed to be responsible for smashing windows and spray painting derogatory words and symbols on the vehicles, parked at the Araluen Arts Centre.

Police were conducting patrols targeting youth crime when they allege they saw a youth damaging a vehicle at 9.30pm Thursday night.

Duty Superintendent Shaun Gill said the officers discovered that there were four youths allegedly involved in the vandalism.

The film night was cancelled due to the large number of vehicles damaged.


Duty Supt Gill said police had spoken to 20 people who had their vehicles affected and were still looking to talk to another 19 people.

A GROUP of youths have been arrested after a series of property crime offences in Alice Springs.

Six people aged between 14 and 20 were arrested on the first night of Operation Dawson, which was implemented to prevent such behaviours in Alice Springs.

Acting Superintendent Pauline Vicary said the offenders were known perpetrators, and had been targeted to prevent further opportunistic crimes.

"We will be working closely with NT Education Truancy Officers, Territory Families YORET's, NT Housing and relevant Youth Service Providers to ensure that we are engaging with youth offenders and their families to develop strategies to prevent these negative behaviours," he said.

A FEMALE pedestrian is in Royal Darwin Hospital ICU with severe spinal injuries after being struck by a car in Knuckey Lagoon.

St John Ambulance spokesman Craig Garraway said paramedics were called to an Aboriginal community at 9.30pm on Tuesday after a vehicle hit two female pedestrians.

"It seems like the car was hooning around the community and has cleaned up two people," he said.

"The force of the hit has made them go over the bonnet of the car, on to the windscreen.

"There was a bit of aggression going on when paramedics got there, so we had to retreat for a little while until police arrived and then we treated the two females, one of them has serious spinal injuries.

"She was taken into intensive care at the Royal Darwin Hospital and hospital staff will be assessing the extent of the injuries today and whether she stays in Darwin or has to go interstate for treatment."



Mr Garraway said the driver of the vehicle was also treated at RDH for head injuries.

He said the number of pedestrians injured or killed by vehicle hits in the NT this year had now risen to 130.


"It seems like everyday at the moment we're dealing with pedestrians versus cars," he said.

"These are concerning trends because obviously the impact of a car hitting a pedestrian can be fatal, we've just been lucky so far we haven't had anymore fatalities from it."

There was also another crash on Tuesday night at 6.30pm on the Arnhem Highway near Marrakai involving a quad bike with two male passengers.

One of the men sustained serious leg injuries from the accident and was transported to RDH.

An Aboriginal sex attacker told his victim 'I want to have sex with a white girl because it will make me feel better' before he repeatedly raped her.

The offender, who was jailed for five years and eight months following a trial in the Northern Territory Supreme Court, chased the 26-year-old down the street as she went for an evening run.

She begged him: 'Please, don't do this' before he dragged her into some bushes and raped her.

Chief Justice Michael Grant said the man was aware the victim did not consent to sex with him, the NT News reported.

'You concocted an elaborate account of what you said took place on that day, the jury rejected that account and they were no doubt right to do so.'

Chief Justice Grant said the effect on the woman and those closest to her would be extensive. 

'This, and offending of its kind in remote communities, makes it hard to encourage qualified people such as your victim and such as nurses and other service providers to work in your community and similar communities,' he said.

He said it is vital to send a strong message to others within those communities that protection can be offered through the courts.

The man had nine previous convictions for assault against women, including attacks against his most recent partner in the lead up to the rape and indecently assaulting a woman he tried to kiss while she was asleep.

In the earlier assaults, which he is currently serving a 25-month sentence for, the man violently attacked his partner, punching her in the face before choking her and threatening her with a machete.

'You're a man of settled criminal habits and poor character with a significant history of violent offending against women,' Chief Justice Grant said. 

He added during the course of the trial the man made it clear to the court he was not remorseful and did not feel any regret when giving evidence.

Chief Justice Grant set a non-parole period of six years and eight months and ordered one year of the new sentence to be served cumulatively with the man's current jail time.


Comment:

If a White Australian did the same targeting a black or Aboriginal woman for rape, they'd be doing twenty years (and rightly so): Five for the rape and an extra fifteen because it was a Racially Motivated Hate Crime.

In this case, there'll be an appeal to reduce the sentence from five years down to three and parole will be immediately reinstated and granted. Maximum, two to three years. No MSM report.

Is that equality? Call it what you want, but this is a plain and simple case of BLACK PRIVILEGE.

Four young peopleCoon delinquents have been removed from Darwin's Don Dale youth detention centre after damaging infrastructure and attempting to light fires during a three-hour stand-off.

According to a Territory Families spokesperson, the youths refused to go to their rooms after dinner last night.

They then gained access to a staff only area, damaged infrastructure and tried to light a fire.

Police were called to the centre at 6pm and the situation was resolved three hours later.

The four young people will remain at the police watch house until an investigation is completed.

No staff or young people were injured.

No charges have yet been laid.

Friday night's incident came after two guards were hospitalised during a disturbance at the Alice Springs youth detention centre a week ago.

The ABC has been told three of the four detainees involved in last night's Don Dale stand-off had been transferred from the Central Australian facility for their role in last week's incident.
