Extract: Applicants for Hurricane Harvey relief grants for the storm-battered city of Dickinson are asked as part of the terms of the agreement to not boycott Israel, a move the ACLU [American Civil Liberties Union] has called unconstitutional ... "By executing this Agreement below, the Applicant verifies that the Applicant: (1) does not boycott Israel; and (2) will not boycott Israel during the term of this Agreement," the form states ... The language is reflective of a law passed in the last legislative session that prohibits all state agencies from contracting with or investing in companies that boycott Israel.  The law, which is similar to laws in at least a dozen other states, took effect Sept. 1. In January 2016, Gov. Greg Abbott met with Israeli Prime Minister Benjamin Netanyahu in Jerusalem and said that he wanted legislators to work to approve such a ban.

In the Houston suburb of Dickinson, residents are struggling to get their lives back on track. Hurricane Harvey devastated the city ... Officials there are accepting applications for relief grants "from funds that were generously donated to the Dickinson Harvey Relief Fund." But there's a catch. The application, recently posted online, includes a provision requiring Dickinson residents to vow in writing that they will not boycott Israel ... The city attorney, David Olson, said Dickinson officials are following a Texas law that blocks state agencies from contracting with or investing in companies that boycott Israel ... Gov. Gregg Abbott signed that legislation in May, declaring that "anti-Israel policies are anti-Texas policies." The so-called Anti-BDS (Boycott, Divestments, and Sanctions) law took effect on Sept. 1.

Residents of one Texas city are being asked to sign a loyalty oath to Israel if they want to receive any public funds for Hurricane Harvey relief - and civil liberties experts are saying the approach is illegal ... Similar rules are approved in at least 20 U.S. states and New York City, but most specify a ban on companies that push back against Israel. The state laws are a response to a global campaign called the Boycott, Divestment, Sanctions, or BDS, movement, which uses economic pressure to force Israel to stop building settlements on Palestinian land. Kansas approved a stronger version of the company law in July. It prohibits the state from entering into a contract with any individual or company boycotting Israel, requiring school teachers to swear support of Israel.
