The article is kinda scary that there are people so dodgy they'd do stuff like this. We can assume only that some non whites are involved (article doesn't state) as whoever does it regardless what race they are are morally bankrupt shonks!

Without reading the article, there's a couple of typical methods used that I know of:

* Have access to a tow-truck or a fake tow-truck.
  - Drag the car away in broad daylight. Nobody pays attention if it looks legit.

* You can trace a vehicle to a person's home, or at least to where it's supposed to be parked by getting the information from Motor Registry.
  - All you need is the number/license plate details.
