Councillors spent more than an hour and a half debating both issues at an emotionally charged meeting on Monday night.
They voted 10 to five in favour of the Feast Festival's request to fly the rainbow flag at the council chambers during the two-week gay, lesbian and transgender event in November.
Migrant support group Welcome to Australia asked the council to be become a "Refugee Welcome Zone" — a symbolic gesture to support new arrivals in Adelaide's west.

A councillor in Marion, South Australia will try to have a gay pride flag flying outside the local chambers removed despite members voting in favour of its presence earlier this month.
Small handouts the size of business cards have been distributed anonymously in letter boxes in the area in Adelaide's south, criticising the council's decision to raise the rainbow flag.
The flip side of the cards, which have been labelled homophobic by state Greens MP Tammy Franks, list alleged facts about the health of gay men in Australia.
They have been referred to police by councillor Bruce Hull to investigate if any laws have been broken.
Councillor Jerome Appleby wants the council to rescind its motion to fly the flag, and the council will meet to consider the matter on Tuesday.
Mr Appleby said he was opposed to gay marriage, but said that was not the reason he objected to the council permanently flying the flag.
"It's not a local government issue. Secondly, I think it's highly political," he said.
"That flag represents one of the most hotly contested issues this year and that's gay marriage, and I don't think it's appropriate for the council to be effectively taking a position on that."
Mr Appleby said councillors voted six-five in favour of flying the flag, but he said the decision is "invalid because the meeting procedures weren't complied with".
Cards are 'abhorrent hate speech', Greens say
Mr Hull, who supports the flying of the flag, said he hopes his colleagues do not succumb to pressure to take it down.
"I'm surprised and disappointed. Is this Marion in 1956 or is it Marion in 2015?" he said
"There are too many politicians that stand for nothing, and I hope my colleagues on the council will actually see that this is an important issue, that with respect, they stand their ground."
Greens MP Tammy Franks described the cards as "abhorrent" and labelled them "hate speech".
"This is hate propaganda," she said.
"This is there to fuel hatred and fear and it should be combated, not just by the leadership of the council but with the full force of the law, where that law can be applied."
The source of the cards was not known but Mr Appleby said he was not behind them.
"I haven't had anything to do with that flyer. There's a lot of opposition to the council decision," he said.
He said it was up to people to make up their own minds about the views expressed in the cards.

A Marion Council decision to retain a gay pride flag outside its chambers in Adelaide's south cannot be challenged again for a year, a councillor says.
The council voted 7-4 on Tuesday night to keep the flag hoisted after Councillor Jerome Appleby had sought its removal, arguing it was inappropriate for the council to take a position on the issue of gay marriage in Australia.
Deputy Mayor Luke Hutchinson said any further campaigning on the issue by Cr Appleby would be viewed as working against the council, which would contravene the elected members' code of conduct. A COUNTRY council boss has admitted he quit his $1million contract in protest over a decision to fly the rainbow flag because it conflicted with his views despite the effect on his family.
His dramatic resignation came after debate over whether the council should consider "flying the rainbow flag celebrating diversity" during the Feast Festival over a fortnight in November.
Councils throughout South Australia were asked to fly the flag during the festival, which is the state's largest "lesbian, gay, bisexual, transgender, intersex, queer," cultural festival.
The council voted in favour of flying the flag, but resolved that Mr Harder would have discretion on the specific location.
