In response to persistent rumors of rice in Cambodia being adulterated with rice-like plastic pellets, the government announced yesterday that it would boost testing of rice across the country, and threatened to take legal action against any unsubstantiated claims.

Soeng Sophary, spokesperson for the Ministry of Commerce told Khmer Times yesterday that rumors have been ongoing for over a year, but that they have never proven to be true.

"Our Camcontrol officers have already checked and tested and there is no plastic rice in Cambodian markets," Ms. Sophary said.

She said that such rumors hurt not just Cambodian rice exports, but the entire rice sector, as people's confidence in what they are buying diminishes. Therefore, the government will take action against anyone saying that they have found plastic rice before the products have been tested by officials.

"If someone has doubts about some rice, they should bring those sacks of rice to the Ministry of Commerce or Camcontrol to check rather than just doing a personal testing, and then posting it on social media, as this will damage the Cambodian rice market. It is a crime," she stressed. 

Stories about plastic rice being sold in Cambodia first surfaced last July, after a local reporter claimed to have been told about it by a rice broker, and subsequently cooked some for his family.

This followed reports in May from Thailand and Indonesia in which similar claims were made. Thai officials vowed to increase inspections of imported rice after complaints were made in Nan province that rice from China had stayed hard after cooking and smelt bad. Chinese rice was also blamed in Indonesia, after a number of people fell ill after eating rice that was found to contain trace amounts of plastic.

Following the July scare, the Cambodian Rice Federation (CRF) issued a press release stating that samples of the suspected plastic rice had been tested and found to be unadulterated. Instead, it was just a mixture of old and fresh rice from a number of different varieties.

In a statement issued last week, the CRF again made clear that following regular testing no rice had tested positive for plastic, and threatened its own legal action against unsubstantiated claims of contamination.

Song Saran, CEO of exporter Amru Rice (Cambodia) stressed that none of the rice his company sold was contaminated, and adamantly dismissed the idea that people would bother to substitute real rice for plastic.

"It is impossible to have plastic rice in Cambodia since our rice price is over $300 per ton, while plastic rice is more expensive than natural rice," Mr. Saran said.

No rice exported from Cambodia had ever been found to contain plastic, he said, adding that most of the claims concern rice imported into the country.

"I have observed Cambodian people who are afraid and concerned about the plastic rice which they believe comes from foreign countries after they saw posts on social media," Mr. Saran said.

"Cambodian people should purchase rice from companies which have a clear address," he advised, urging consumers with any suspicions about the quality of the rice they have purchased to contact local Camcontrol officials. He also called on the government to boost inspections of food at the border, to ensure the quality of imports, and to help allay fears.

"Compared to other countries rice, Cambodian rice is the best," Mr. Saran added.
