THE Mitchell St business at the centre of the hosing controversy has defended the employee, saying the video doesn't show the whole truth.

Darwin Tours operations manager Colin Bird told 360 with Katie Woolf while he didn't support intimidation or physical actions against people, the video, which first appeared on the Welcome to Country website, was not showing the full story.

"There was a disturbance outside the shop there in Mitchell St," he said, adding police had been called.

"During that time there was food stuff which had been thrown around the front of the store, which had to be cleaned up and removed so that the shop could still trade and the 30 second or so byte of video ... showed the end portion of that."

Mr Bird said he had spoken to the employee, and that "frustration" was involved.

"There was food waste on the windows, on the footpath, one of the a-frame signs had been picked up and thrown and the perceived lack of action from authorities caused him to take action that, as I said before I don't condone it and he's been spoken to about it, I just think that its about frustration, nothing was being done," he told Woolf.

Mr Bird said the reaction from other business owners had been positive, with many calling the office with words of support. However, he said the other side of the argument was also making itself heard.

"We've got a young lady in there during the day taking phone calls and bookings for other tour operators," he said.

She's copping abuse, both via email and phone. I don't think that's fair on her at all."

Mr Bird said the video only showed one side of the story, and that there was nothing racist in the employee's actions.

"Racism isn't any part of this. ... It doesn't matter if it's a black or white issue, it's a homeless issue, its an itinerant issue. It's not a race issue," he said.

During the interview, Mr Bird said the NT News for removing the audio from the video.

The silent video was first published on the Welcome to Country website, which stated it removed the audio to protect the woman filming.

DARWIN council rangers should have the power to move problem itinerants along, new Lord Mayor Kon Vatskalis says.

Mr Vatskalis, who stood on an election promise of cleaning up the Darwin CBD, said he met with Chief Minister Michael Gunner earlier this week who said the Government was looking at reinstating night patrols in the CBD.

Mr Vatskalis's call comes only days after a video of a Mitchell St business worker hosing near an indigenous man went viral on social media. The Darwin Tours worker said he was cleaning away food waste that had been left behind by the other man.

Mr Vatskalis said itinerants around the city were an issue that council should have more power to do something about.

"Currently we don't have the power to move people on and that's something I want to discuss with the Chief Minister," Mr Vatskalis said.

"Council has already got a team of people that go to hotspots and find out what the people need and provide it to them. But it's not just a problem for us here in Darwin, it's a problem everywhere in the Territory. I've spoken with Mr Gunner and he said the Government would be working with indigenous groups, reinstating night patrols and putting in place a day patrol."

However, Larrakia Nation Aboriginal Corporation chief executive Robert Cooper said night patrols were already being run by the organisation.


"We've been running a night patrol for a significant number of years, moving vulnerable people to places of safety," he said.

Mr Cooper said while more funding would be appreciated, it would not necessarily solve the issue.

"Throwing more money at dealing with itinerants is only going to result in moving itinerants around the community. It's not going to solve the problem," he said. "The long term aim for us is to address the underlying issue so people aren't put in that position."

Mr Vatskalis said most itinerants got stuck in places like Darwin. "Itinerants are not all indigenous people, and a lot of the indigenous itinerants are not homeless," he said. "They've got homes back in their communities but they somehow get stuck here."

ITINERANTS have again been filmed begging and loitering at the front of a Darwin tourist operator's shop where a worker was captured spraying a hose near a man last week.

The footage was taken by long-term Territorian Shane Nouwens who said anti-social behaviour from Darwin's itinerant population was worse than it had ever been.

In the footage the couple have a plastic bottle near them which they tell the man is "chardonnay".

Mr Nouwens said aggressive begging needed to stop.

"We need to address the behaviour, where it is imposing on the rights of peaceful citizens," he said. "This is such a big issue. The authorities are not coming clean to the public about the enormity of this issue.

"It really ramps up after business hours — it becomes more aggressive as time goes on — but the authorities only seem to pay attention during business hours." Mr Nouwens said habitual drunks set up along Mitchell St every night begging for money, drinking, and heckling passers-by.

"It's clear they are heavily intoxicated," he said.

You want it to stop? Give victims of begging the right to belt the Abos without being in trouble!

BABIES, children and families living in utter poverty with filthy water, milk carton crates as beds and disease spreading like wildfire.

This is not some third world country in Africa — it is your backyard and it is our national shame.

It is Minyerri, home to about 400 people living in the remote community about 160km east of Mataranka.

What started out as a good news story to upgrade remote housing in Minyerri has become a life threatening disaster of critical proportions.

These pictures, sent to the NT News by a whistleblower, show the appalling third world conditions the displaced residents of the Minyerri houses marked for upgrade have been forced to live in since they were told to leave their homes several months ago.

The whistleblower described the billabong camps these people are now living in as a hell on earth where disease is rife and people's lives are being put at risk with every passing day.

"It is a scene of despair and hopelessness — children, some only infants, men, women and grandparents forced to live in filth and squalor beside a billabong simply because no-one in government cared enough to think about the need for emergency accommodation when the people were forced from their homes," the whistleblower said.

"People started to move out of their homes in April. They were excited because people were coming to fix their houses.

"It's now September, the Wet season is coming, and these people have been living out in the open with no proper drinking water, sanitation. They are eating and drinking contaminated food and water.

"There are about 15 billabong campsites with around five or so people living in each camp in conditions that no one should have to live in. There is one particular family living there which had their house bulldozed.

"They have three young children, one which is a baby in its mother's arms.

"There are other families as well. All the children have been sick at some stage with dysentery and dehydration."

The whistleblower said most have skin sores, ring worm, boils and it was their understanding that a number of babies have had to be medevaced out with illnesses.


"Sick people are getting worse out there.

"The nursing staff out there are doing the best they can in a repeating cycle of illness.

"This situation isn't right. The people need emergency accommodation, they need fresh water because their water is running out.

"Why the Government did not think there would be a need for emergency accommodation when these people had to leave their houses is beyond belief.

"Where did they think they were going to go? No one seems to have shown any care about this. It is an absolute disaster."

Minister for Housing and Community Development Gerry McCarthy announced on August 30 that "the Territory Labor Government is improving remote homes and the lives of Territorians living in the bush with the release of a tender to upgrade 22 remote houses in Minyerri.

"Good housing is a right for all Territorians," he then said.

The whistleblower said the Territory Government's mission to build better houses was "admirable" but it has now just "completely added to the problem by forgetting about where these people would live once they were out of their homes.

"The situation is desperate. If you think of a hierarchy of people's needs, safe water sanitation cannot be met at a billabong. The billabong itself is rancid. It is not a flowing billabong. It is littered with nappies, human faeces, food scraps and other waste around it and that is the sole source of water down there. It's a breeding ground for disease."

DAY patrols targeting itinerants causing a nuisance in the Darwin CBD will soon be back on our city streets for at least five years.

The NT News can reveal the patrols will be part of a comprehensive suite of measures Chief Minister Michael Gunner plans to introduce to reduce anti-social behaviour and get itinerants off the street and into Darwin support services.

He confirmed he would make an announcement next week detailing his full plans which were the result of weeks of discussions with key stakeholders. Key measures in the Chief Minister's plan are:

THE reintroduction of a much-needed Day Patrol service to complement the existing federally funded night patrol run by Larrakia Nation.

A FIVE -YEAR $1.5 million funding agreement for the existing Return to Country program to continue to be delivered by Larrakia Nation.

Mr Gunner said he had listened and taken decisive action by bringing back a Day Patrol. "The $1.5 million will give certainty for the Return to Country program as well," the Chief Minister said. "I know many Territorians are frustrated with anti-social itinerant behaviour, which has been a longstanding issue over many years.

"It's one of the biggest issues affecting local business.

"The government will partner with Darwin City Council to deliver a day patrol service.

"It will go to tender and be a five-year contract so they also have long-term certainty."

Mr Gunner said a returning day patrol would provide transport services and link people to homelessness and health services, such as the provision of meals and hygiene services, a pathway to rehabilitation and short term accommodation. "Addressing anti-social behaviour is one of the reasons we brought back the Banned Drinker Register which blocks the sale of alcohol to problem drinkers," he said.


"A five-year funding agreement of $300,000 per year for Larrakia Nation Aboriginal Corporation (LNAC) will provide certainly and allow them to continue to operate the Territory Connect (Return to Country) program."

The NT News floated the idea of funding for day patrols last week when a shopkeeper was accused of hosing an itinerant sitting on the footpath near the business he works for.

Dove has apologised after an advertisement was criticised as "racist" for showing a black woman removing her brown t-shirt and turning into a white woman after using body wash.

A make-up artist spotted the ad and shared screenshots on her Facebook page.
