THE first person to escape from mandatory alcohol rehabilitation has clocked up his hat trick after bolting for the third time.
The Tiwi Island man first escaped by scaling a fence last month, just four days into the assessment phase.
He was recaptured four days later but bolted the following day.
His latest disappearing act happened yesterday.
Alcohol Rehabilitation Minister Robyn Lambley could not be contacted for comment because she was on Crab Claw Island, 36km from Darwin.
Health Department spokeswoman Bridget Wild said the man was being checked on by staff every fifteen minutes, with more frequent observations when he was in the communal areas.     She said he was in one of those areas when he scaled a fence and escaped.
"A number of actions have been undertaken to improve security and monitoring at the facility," Ms Wild said.
"These include lighting improvements, review of client engagement and observation policy, security awareness by staff, and security officers consistent with the approach used within the Mental Health Inpatient Unit."
Ms Wild said the Health Department would continue to review and improve the security at mandatory alcohol rehabilitation centres.
The man, who was sent to the facility after being taken into protective custody three times, first escaped from the Darwin medi-hotel building on July 23.
He was four days into his assessment phase and had not started the rehabilitation program.
At the time Acting Health Minister John Elferink said the escape showed that the program had been working.
"At least we know the policy is starting to bite," he said.
"Unlike the Labor Party's (banned drinker register) people are running away from this policy, which means it is having an effect."
It only becomes an offence to escape from one of the mandatory rehabilitation centres after the tribunal has deemed a person suitable for the program and they subsequently escape three times.
Because the escapee was still in the assessment phase, his latest bid for freedom is not considered an offence.

A WOMAN has allegedly stabbed a man in front of drinkers - then walked away - outside a popular Darwin city bar.
The incident happened about 6.50pm outside Shenannigans, on Darwin's Mitchell St, in the nightclub precinct.
The man fell to the ground outside the entrance to the pub and was attended to by bar security staff.

Paramedics rushed to the scene and treated the man for stab wounds.
"He went into cardiac arrest," said St John Ambulance operations manager Craig Garraway.
Paramedics fought desperately to save the man, giving him CPR all the way to Royal Darwin Hospital, but he died from his injuries.    He was 35-years-old. His name is yet to be released by NT Police.

A 19-year-old woman was arrested over the stabbing.


On the web site version it doesn't mention race but in the news paper version I read today it stated that the pair were having a row over what food to eat and the "indigenous" and "scruffy looking people" were involved.

Who else would stab an aquaintence in cold blood in Darwin over a dispute regarding food?

Besides why won't police release his name ? Because it is culturally insensitive to have "voices or images of dead people" in media for the Abbos and other mumbo -jumbo!

A TEENAGER appeared for the first time in Darwin Magistrates Court charged with fatally stabbing a man outside a pub in Darwin CBD.
Jasmine Raymond, 19, was charged with murder and engaging in conduct that contravenes a DVO.

It is alleged Ms Raymond stabbed a 35-year-old man in the back in front of drinkers outside Shenannigans Pub on Mitchell St last Thursday about 6.50pm.
Her case was adjourned to next month.

TWO scooters, six riders, high speeds and only one helmet made for a dangerous situation witnessed by St John Ambulance and the NT News.
A journalist and a photographer were travelling with St John Ambulance station officer Warren Purse when they spotted the dangerously overloaded scooters just before 11pm.
The scooters were first spotted in the industrial area of Pinelands and were last seen speeding through a gateway at the end of Wilmot St, in The Narrows.
One helmetless rider looked to be a child and sat wedged between two teens as they tore along a bike path running parallel to the Stuart Highway.
The second scooter carried three teens.
Both reached speeds of up to 70km/h and neither had number plates.
NT Police Acting Superintendent Kerry James, from the Traffic Operations Division, said "it is illegal and highly dangerous to ride on the footpath, without an approved helmet and overloading a vehicle".
"Moped riders can ride using their car licence; however the people in the images don't look to be old enough to have one," James said.
He said the mopeds may be stolen and inquiries were being made by NT Police.

THE NT Government wants to change the law to make it illegal for a person involved in a hit-and-run to not stop at the scene and call police.

Attorney-General John Elferink was prompted to review the Territory's hit-and-run laws following the death of a plumber, whose body was left on a rural road after a frightened motorist ran him over.

Despite the motorist - Rolena Yusoff - admitting to hitting the man, Rikki Colosimo, the Full Court ruled she could not help him because he was already dead and she was under no obligation to call the authorities.

The 35-year-old was killed instantly when he was struck by Yusoff on Zamia Rd, at Humpty Doo, on November 18 last year.

The NT Supreme Court heard yesterday he was lying on an unlit road at night when he was struck.
Prosecutor Damien Jones told the court Yusoff feared she may have hit a person but did not stop to check.
The mother-of-seven walked from the court on a fully suspended two-year prison sentence after pleading guilty to failing to stop and help Mr Colosimo.

Mr Colosimo's mother Sharon Cook said it was a "moral issue".
"Morally you stop and you stay there. You report it," she said outside the court.
