POLICE are unsure what sparked an alleged violent outburst involving spears and machetes by a 29-year-old Groote Eylandt man.

The man, who late Sunday was still on the run from police, is alleged to have thrown a spear at a female Remote Jobs and Community Program worker before carrying on his rampage at another location and fleeing into the bush. The female was not injured.

The man has been on the run since Friday. Police have been working with the man's family but will intensify search efforts as early as today if he fails to hand himself in.

A police spokesman said the man was not known to police, had no known priors and was not the subject of monitoring.

"The man has turned up to the Remote Jobs and Community Program office with a spear," the spokesman said. "He smashed a car window and then headed inside where he threw a fire extinguisher before throwing the spear at a female worker which luckily missed her.

"He then left the building and armed himself with two machetes, going to the construction site of the new cultural centre where he smashed a car window.

"Workers on the construction site heard the noise and went to investigate. They confronted him but he was well-armed with the two machetes so they backed off."

No workers were injured in the second incident.

The NT News understands the Probuild workers have since been removed from Groote Eylandt by the company, however, it is unclear if this is linked to the incident.


"Police are working closely with the family in order to locate the man," the spokesman said.

"He fled into the bush after the second incident and that was on Friday.

"We are hoping he hands himself in but we will have to intensify search resources if he doesn't. We are unsure what has sparked this. He wasn't known to police. There were no alerts regarding him and it appears he has no priors."

In June, a man who killed another in a spear fight between rival clans on Groote was sentenced to eight years and eight months in prison.

DAY patrols will be back on the beat in Darwin under a new plan by the Labor Government to address anti-social behaviour in the city.

Chief Minister Michael Gunner today announced a raft of measures, including shifting the sobering up shelter from Coconut Grove to Berrimah and handing more cash to Larrakia Nation to run its Return to Country program, which he said would complement the reintroduction of the Banned Drinker Register.

"I know many Territorians are frustrated with anti-social itinerant behaviour, which has been a longstanding issue over many years. It's one of the biggest issues affecting local business," he said.

"I share people's frustration and today we are announcing our plans. I have listened and taken decisive action."

A tender to run the day patrol will go out to tender in the next few weeks.


The new sobering up shelter will run seven days a week.

SMITH St hostel Malabar Lodge continues to drain police resources with officers called to the address 500 times in the past 12 months.

The calls peaked in the middle of the wet season with 75 calls made to police in January – more than two a day.

The latest statistics between August 2016 and this year come after the NT News revealed the long-term anti-social behaviour problem Smith St residents were facing.

Up to May, police received 700 phone calls relating to Malabar Lodge in the previous two years.

The property, owned by George Calvi, has attracted the attention of police and government departments due to its previously dilapidated state and the behaviour of some of its tenants.

Prior to its renovations Malabar Lodge had stained ceilings, which reeked of cigarette smoke, along the second floor's corridor with external windows boarded up and secured with pool fencing.

The NT News understands tenants pay up to $200 a week to rent one of the hostel's 20 rooms. A long-time owner of a property adjacent to Malabar Lodge said the behaviour around the hotel made it difficult to keep rental tenants in neighbouring buildings.

"This property continues to be the usual hub of trouble and disruption that it has been for many years now, (but) in some aspects (it has grown) to a higher degree," the owner said.

Metropolitan Social Order Engagement Unit Senior Sergeant Crispin Gargan said Smith St, along with other known anti-social behaviour locations, was on their radar.

"Northern Territory Police and in particular, the Metropolitan Social Order Engagement Unit, continue efforts to tackle homelessness, and reduce anti-social behaviour and crime across the CBD and northern suburbs through responding not only to incidents as they occur, but also targeted actions," he said.

"These include regular proactive patrols, close liaison with the Assertive Outreach Team and the rangers of the City of Darwin Council, along with joint operations with Transit Security and Public Housing, Licensing and a host of other government and non-government agencies."

He said police gathered intelligence, engaged with the community and conducted regular patrols.

Mr Calvi declined to comment when contacted on Thursday.

A HARDENED judge has described a drunk, stoned teenager who twice bit a taxi driver on the face as having committed an "animal act" on his victim.

Kingsley Martin, 19, was yesterday jailed for two years and six months after he last week pleaded guilty to an aggravated assault on a cab driver at Casuarina in February, as well as related property damage charges.

A drunk, stoned Martin set on the driver after a dispute over a pre-paid fare, leaving his victim permanently scarred.
Supreme Court Justice Peter Barr last week said of the attack: "Why on earth did he bite him and then bite him a second time?"

He yesterday reiterated his shock at Martin's attack.

"The assault was ... one of the more disgusting acts I've encountered in the last seven years (as a judge)," he said.

"The victim still bears the scars ... of the animal act you committed on him."
The court heard Martin twice bit his victim on the left cheek, with each bite lasting two or three seconds, leaving deep teeth marks.

In a victim impact statement, part of which was read in court, the driver said he "doesn't have the words to explain" how painful the attack was.

Justice Barr said the attack was made worse because it was on a "vulnerable victim, a taxi driver acting in the course of his employment at night time".

Martin's guilty plea came in the face of DNA evidence, eyewitness identification and �security camera footage linking him the attack.

His offending made headlines when it emerged a bystander, who had left a fancy dress party, was dressed as 1990s sitcom character Steve Urkel.

Martin also pleaded guilty to property damage charges, in which he ripped out the taxi's on-board security camera and smashed another cab's windscreen when its driver stopped to help.

He also pleaded guilty to a separate property damage charge in which he used a baseball bat to smash the windows of a bobcat at Dripstone Middle School in December last year. Justice Barr declined to order Martin pay off the construction company's $4000 bill for the smashed bobcat windows, which he said may simply give the company "false hope" of getting their money back.

The court has previously heard Martin had not had a job since dropping out of school in year 11, from which point his life revolved largely around drinking and smoking cannabis.

Martin will be released from jail in May next year on a partially suspended sentence after 14 months served.

A TEENAGER who stabbed a cop in Maningrida and spat on another will be released from jail in a month, after five months inside Holtze prison.

Japeth England, 19, was yesterday sentenced to two years jail, to be suspended from early December, after last month pleading guilty to endangering serious harm, damaging a police vehicle and unlawfully assaulting an officer.

Chief Justice Michael Grant said England's circumstances were "almost enough to constitute a rarity, in that most violent offenders from remote communities will have substance abuse issues or long criminal records.

"The courts must send a message to people in your community and communities like yours that assaulting a service worker will attract a significant period of imprisonment," he said. "These are serious crimes ... which cannot be tolerated."

The courts have previously heard England stabbed the officer in "highly emotive circumstances" after police arrested his dad and put him on a prison flight to Darwin.

The court heard England wanted to join his dad in prison but was unable to do so because his armed, violent offending meant he was kept in a high security remand unit at Holtze. Chief Justice Grant said England's sentencing was a "difficult case".

Corrections will supervise England for two years after his release.

■ NT Police has demonstrated failings to investigate, uncover and prosecute potential criminal behaviour in the youth justice system, and should implement standing orders around how complaints against detention centre staff should be investigated.

■ Former ministers Gerry McCarthy and John Elferink, and their governments, were continually briefed about the poor state of detention centres but failed to put money toward improving them.

■ The "attitude" of the ministers and governments resulted in shortcomings among senior management which in turn "set the tone" among front line workers.

■ NT Police overcharge children and young people with offences.

■ The NT Children's Commissioner's office is under-resourced to perform its full range of statutory functions surrounding the care and protection of vulnerable children, and should be expanded.
