Maryland MS-13 members, illegal immigrants plead guilty to 2 grisly murders

Four MS-13 members—in the U.S. illegally—have pleaded guilty in Maryland to participating in the murders of a 21-year-old woman and a 17-year-old teenager two years ago.


Police said the woman, Jennifer Rivera-Lopez, was lured to her death in June 2017 in an Anne Arundel County park where her killers, armed with knives and machetes, chopped her head off and buried her in a secret grave, the Capital Gazette reported Monday.

Ronald Mendez-Sosa, 21, Brenda Argueta, 20, Ervin Arrue-Figueroa, 20, and Francisco Ramirez-Pena, 24, all of Maryland, copped to the murder last week in federal court, the paper reported.

Mendez-Sosa also pleaded guilty to participating in the murder of Neri Giovani Bonilla-Palacios, the 17-year-old, who turned up dead in the woods in Annapolis in October 2017. He had been murdered two months earlier, investigators said. Court papers said he had been decapitated with a machete and his body had “at least 108 sharp and blunt force injury wounds,” the paper reported.

Immigration and Customs Enforcement (ICE) lodged detainers against all four after cops arrested them in October 2017.

Court papers alleged that MS-13 targeted Rivera-Lopez and Bonilla-Palacios due to their association with a rival gang,  the Gazette added.

According to the court papers, Argueta reached out to Rivera-Lopez on social media and arranged for the two to meet, the paper reported.

The court papers alleged that after using a ruse to get Rivera-Lopez into the car, Argueta used another ruse to get the car to stop “at which point several other [MS-13] members forced [Rivera-Lopez] into another vehicle and took [Rivera-Lopez] to the site of the murder,” the paper reported.

The court papers for Mendez-Sosa said he did not help kill Rivera-Lopez but aided in the murder by transporting others to and from the scene, the paper reported.

Why are these illegal mud races being released back into our communities after committing more crimes (after their initial crime of illegal entering the country)? The only reason I can come up with is that our enemies are trying to destroy our society.

ICE: Illegal immigrant targeted alleged rape victim again after release

An undocumented immigrant targeted a woman he previously raped once he was released from custody in Oklahoma after authorities failed to honor an Immigration and Customs Enforcement (ICE) detainer request, immigration officials said.


Antonio Ulises Perez, 38, a native of El Salvador, was arrested on Sept. 30 for alleged first-degree rape by the Oklahoma County Sheriff's Office, ICE said in a statement. Officials said the agency asked the sheriff's department on Tuesday to transfer custody of Perez to deportation officers in the event he was scheduled to be released.

They refused and Perez was released Wednesday morning, according to ICE.

“Within a few hours of being released, this illegal alien was back at the home of the rape victim where he was free to re-victimize her and harm other members of the community,” said Marc Moore, director of ICE’s Dallas field office.

Deportation officers were able to track Perez down and arrested him later that day, Moore said. He remains in custody pending deportation proceedings.

"Unfortunately, this is not an isolated event," the ICE statement read. "Over the past few months ago, Oklahoma County has routinely failed to honor ICE detainers by releasing criminal aliens back into the local community before ICE has the opportunity to take custody."

Detainers are often used to ask local law enforcement agencies to hold undocumented immigrants for up to 48 hours so immigration officers can take them into custody.

“It is unconscionable that someone who is sworn to uphold the law would find it acceptable to release an alleged rapist who is illegally present in the U.S. back into the community when there are other options available under federal immigration law,” Moore said.

In a statement of its own, the Oklahoma County Sheriff's Office claimed another agency initially arrested Perez based on a complaint and that he was never formally charged with rape.

Sheriff's spokesman Mark Meyers said Oklahoma County isn't a sanctuary county and works with ICE, even providing them space in the jail for their agents.

“That’s ridiculous, and that shows the political drive behind this," Meyers said of the ICE statement. "Oklahoma County has never been considered a sanctuary city or a county,” he said.

The sheriff's office said local authorities didn't have a warrant to justify holding Perez, but added that ICE was still contacted.

“ICE had an hour and a half to take the individual into custody but did not send anyone to pick up the individual before his scheduled release, and without any legal authority to hold the individual he was released,” the department said in a news release.

The department advised ICE to staff the jail with an agent "to have someone at the facility 24/7 to transport their detainees."

ICE slams Maryland county officials after release of illegal immigrant accused of child molestation

Federal immigration officials slammed Montgomery County, Md. officials for releasing an alleged child molester after Immigration and Customs Enforcement lodged a detainer with the county earlier this week.

Luis Fredy Hernandez-Morales, 48, a Guatemalan national who lives in Springfield, Va., is accused of inappropriately touching a young girl he is related to. Police said he molested the girl while he was staying at her home in Montgomery County in July. Hernandez-Morales is active in the youth ministry at a local church and police believe there may be other victims.

Immigration and Customs Enforcement said it lodged the detainer on Tuesday, which would have instructed local law enforcement to hold a potentially deportable suspect for up to two business days beyond the time they would have otherwise been released. ICE told Fox 5 that county officials did not honor the detainer and Hernandez-Morales was released on bond the next day, according to Fox 5 DC.

The station reported that agents took Hernandez-Morales into custody in northern Virginia Friday.

"The best way to serve public safety is to work together," Acting ICE Baltimore Field Officer Director Frank Madrigal said in a statement. "Montgomery County had indicated they would securely transfer dangerous criminals to our custody rather than release them to the community where they can reoffend. These actions indicate they intend otherwise."

Earlier this year Democrat Montgomery County Executive Marc Elrich banned ICE from accessing secure portions of the county jail. Earlier this month he quietly rolled back portions of the ban, allowing ICE into “identified areas” to detain soon-to-be released inmates so long as ICE officers arrive before their release.

Elrich told Fox 5 DC the county released Hernandez-Morales because it does not have a detainer policy.

"When individuals are finished processing for release, we follow the decision of the Attorney General that we can't hold an individual, for any reason, once they have been cleared for release," the spokesman, Barry Hudson, said in a statement. "That is what happened in this case."

ICE says Washington murder suspect was released twice before, despite detainers

An illegal immigrant with a criminal history dating to 2010 was released from jail by local authorities in Washington state on two separate occasions despite Immigration and Customs Enforcement (ICE) detainers lodged again him, the agency said Thursday.


In addition, ICE said that Julio Cruz-Velazquez, 25, was arrested and released from jail before the agency could lodge a detainer request on seven further occasions.

Cruz-Velazquez, who entered the U.S. illegally from Mexico, was arrested by Seattle police and charged with homicide on Nov. 7. The agency lodged a detainer for him on the same day with the King County Jail.

"When law enforcement agencies do not honor ICE detainers or simple notification requests, the individuals they release, who often have significant criminal histories, are turned out into an unsuspecting community, free to continue their criminal behavior and seek out new victims," the agency said in a statement. "Such is the case of Julio Cruz-Velazquez."

ICE said it had previously lodged detainers for Cruz-Velazquez with the King County Jail on July 9 of last year, two days after he was arrested by the Tukwila Police Department and charged with rape and domestic violence; and on Jan. 7 of this year, three days after he was arrested by the same department and charged with failure to comply and driving under the influence.

On both occasions, Cruz-Velazquez was released without the King County Jail notifying ICE, the agency said.

“Local law enforcement failed the public in this case on multiple occasions,” ICE Seattle field office director Nathalie Asher said. “Prior to Julio Cruz-Velazquez’s most recent arrest for murder, ICE lodged detainers on him twice. Had those detainers been honored, or had ICE been notified on any of the other multiple occasions he was arrested and released from local jails, we would have taken him into custody."

"Regrettably, politics continues to prevail over public safety," Asher said. "The detainers were ignored and Cruz-Velazquez was released to the street."

"Because sanctuary policies restrict ICE’s access to local databases, pushing ICE agents out of jails and the associated political pressure discouraging local law enforcement from effectively communicating with federal immigration officials, ICE is often unaware of a criminal alien being in custody prior to them being released," the agency said. "These misguided policies hinder ICE’s ability to lodge immigration detainers in a timely manner."

On April 4, Cruz-Velazquez was convicted of second-degree assault, a class B felony that carries a sentence up to 10 years in prison. He was booked into Nisqually Jail on July 10 and charged with a community custody violation but was released the next day, before ICE could lodge a detainer, the agency said.

On July 27, 2017, he was arrested by the Seattle Police Department and charged with burglary and malicious mischief, but he was released without ICE having time to lodge the detainer against him, according to the agency.

A similar sequence of events played out five additional times: in August 2015, when Cruz-Velazquez was arrested by Seattle police for failure to comply; in June 2012 when Seattle authorities charged him with possession of a stolen vehicle, and three times between 2010 and 2012 when he was arrested on local charges that included robbery and manufacturing and possessing a controlled substance, the agency said.

Cruz-Velazquez had been convicted in November 2015 of vehicle prowling. He was sentenced to 364 days in jail and 12 months of community service and was released at an unknown date.

Cruz-Velazquez entered the United States in February 2000. He voluntarily returned to Mexico the day after being encountered by Border Patrol, ICE said. He later illegally re-entered at an unknown date and location, the agency said.

He is most recently charged with first-degree murder in the death of 56-year-old Sam Nang Lam, a Vietnamese man who died from two gunshot wounds to the back, according to police, The Seattle Times reported.

Jail records show that Cruz-Velazquez remains in custody on $2 million bail.

“Because of this recklessness, a man who immigrated legally to the U.S. has lost his life, allegedly at the hands of a repeat criminal and immigration offender," Asher said. "This is yet another death that could have been prevented, had local law enforcement cooperated with ICE toward the common goal of public safety, as we have so effectively done in years past.”
