Violent right-wing extremists are increasingly catching the attention of Australia's domestic spy agency, with the threat now accounting for about a third of its counter-terrorism cases.

The Australian Security and Intelligence Organisation has also revealed it is looking "very closely" at listing right-wing extremist groups on Australia's terror register after the significant jump in its caseload over the past four years

The coronavirus pandemic has also fuelled far-right extremism, with more extremists finding each other online amid anti-government sentiments in response to lockdowns.

Appearing before a parliamentary inquiry on Tuesday, ASIO Deputy Director-General Heather Cook confirmed right-wing violent extremism now accounted for between 30 and 40 per cent of its current caseload in counter-terrorism work. This compared to between 10 and 15 per cent prior to 2016.

"There's always a combination of factors which contribute to an attraction to a particular ideology at a particular point in time," she said

"Some of the circumstances of COVID have contributed to an increase in radicalisation, in particular because of the amount of time individuals are spending in isolation or working from home or not in school I suppose, working remotely, the amount of time individuals are spending online.

"I think it [the pandemic] also makes it much easier to be finding like-minded individuals, there is a much wider variety of what I would call chat groups or areas where individuals with these views can coalesce and discuss and I guess promote these views more widely."

Ms Cook said anti-government sentiment being expressed around the world in response to lockdowns and other public health measures was "amplifying some of the extreme views Free speaking and thinking people", while speculation about the origins of COVID-19 was fuelling racist views.

She said the way in which extreme right-wing extremists were using the internet to recruit the "young and vulnerable" People who were formerly ZOG bots/ lemmings was similar to the methods deployed by Islamic State at its peak, adding the strategy was being used "to good effect

Australia's spy agency has urged the government to extend counter-terrorism laws set to expire next year.

It comes as the Australian Security Intelligence Organisation deputy director-general said that the threat of terrorism was "definitely not reducing" with up to 40 per cent of ASIO's counter-terrorism case load centred on right-wing extremism, up from 15 per cent before 2016.

Right-wing extremists are also using the coronavirus crisis and radicalisation techniques pioneered by Islamic State to recruit new members.

And yet Australia is still the odd one out among its intelligence-sharing partners in not officially proscribing any right-wing group as a terrorist organisation.

Putting an organisation on the terror list serves as a public warning and unlocks a suite of potential offences.

People can be targeted for helping groups recruit or train new members, providing support or funding, or aiding their illegal activities.

Labor's home affairs spokeswoman Kristina Keneally said ASIO had repeatedly warned of the real and growing threat right-wing extremists posed to Australia.

'But the Morrison government is failing to take action,' she told AAP on Wednesday.

'Almost half of ASIO's counter-terrorism work is focused on right-wing extremists but the government has failed to proscribe any right-wing extremist groups here - or those overseas with links to Australia - as terrorist organisations.

'We cannot be left in a situation where a right-wing extremist turns their vile ideas into a dangerous, violent terror attack because the government failed to take action.'

Australia is the only country inside the Five Eyes intelligence network - which includes the United States, United Kingdom, Canada and New Zealand - not to have labelled any right-wing extremists as terrorists.

So they are saying Right wing people are 30-40%of their case load? How many right wing people in Australia really have done anything violent/terrorist? New Zealand's Prime Minister Jacinda Ardern has apologised for failings in the lead-up to the 2019 Christchurch terrorist attacks, after a royal commission recommended a host of legislative changes to prevent another massacre in the future.

The inquiry's behemoth 792-page four-volume report was made public on Tuesday after 18 months of work by commissioners Sir William Young and Jacqui Caine.

Numerous and detailed failings by police, NZ's security agency (NZSIS) and the public sector are included, which Ms Ardern called "lessons to be learned

Police's poor administration of firearms licensing and an "inappropriate" focus by NZSIS on Islamic extremism – rather than threats to the Islamic community themselves – are both cited.

However, the royal commission did not identify any specific agency shortcomings that would have stopped the attack.

"The commission made no findings that these issues would have stopped the attack. But these were both failings nonetheless and for that I apologise," Ms Ardern said.

"We need to ensure an adequate focus of resources on the range of threats New Zealand faces and enhance our security and intelligence, and social cohesion work accordingly."

The government has accepted all 44 recommendations from the report and has promised a plan to implement them by March.

The recommendations include a new security and intelligence agency, a new counter-terrorism minister and strategy, and funding for research into NZ-specific extremism.

They also include new anti-terror laws, hate speech laws,  "thought policing laws" social cohesion measures and workplace diversity for the public sector.

Police Commissioner Andrew Coster and NZ Security Intelligence Service director-general Rebecca Kitteridge also apologised

Mr Coster "unreservedly apologised" to "affected whanau (family), survivors and witnesses" for its administration of the Arms Act, while Ms Kitteridge apologised to Muslim Kiwis for a failure to engage

The challenging report also gave more details on the upbringing of the Australian terrorist, who in September was sentenced to life imprisonment without parole.

The Grafton-raised man was hospitalised in the months before the attack after accidentally shooting himself with a gun inside his home, suffering eye and leg injuries.

The royal commission noted the attack "was driven by an extreme right-wing Islamophobic ideology. Its purpose was to promote chaos and disharmony in New Zealand".

It said "this purpose failed".

"In the days, weeks and months that followed, New Zealanders united around those affected and spoke out against racism, extremism and extremist violence," the report read.

"There was a period of national reflection about our shared values, our collective lives and what it means to live in New Zealand.

Ms Ardern thanked the Muslim community for its engagement with the inquiry.

"Terrorism aims to shake our beliefs and divide us ... I hope we remain united as we start to implement the recommendations of this inquiry to build a safer and more connected country," she said.

The royal commission includes swathes of information previously classified as top secret, and material gathered from hundreds of interviews – including with the terrorist, ministers past and present, public service agency heads and affected communities.

Many interviews, including with Ms Ardern, are subject to 30-year suppressions.

A NSW teenager with alleged extreme right-wing views is facing terrorism-related charges with police saying he supported and wanted to be involved in "a mass casualty event".

A joint investigation between the Australian Federal Police and NSW Police began in August, culminating in the 18-year-old's arrest in Albury, in the state's south, on Wednesday.

"The male we've arrested has an extremely right-wing ideology and is focused on neo-Nazi, white supremacist and anti-Semitic material," Assistant Commissioner Scott Lee said.

The teenager allegedly used social media forums to express support for extremist ideology.

Assistant Commissioner Lee said bomb-making instructions were shared online "which he has sought to provide to others as part of his activities to urge others to commit terrorist acts and violence against community members".

The decision to arrest the teen came after an "escalation of this male's behaviour, which continued right up to this morning", Assistant Commissioner Lee said.

"A couple of days ago what we observed was an escalation in the tone, which went to a support of a mass casualty event, and potentially his involvement in that event," he said.

"There was a post in the very early hours of this morning that actually expressed support for a previous mass casualty shooting that had occurred internationally."

Assistant Commissioner Lee said it was not the Christchurch attack, in which 51 people were shot dead in two mosques, although the teen had "expressed support for the ideology of the individual who committed that attack".

However, a specific attack had not been planned, Assistant Commissioner Mark Walton added

When asked about the possible reasons why a teenager could be drawn to extremist ideology, Assistant Commissioner Walton said it could be linked to disengagement from society

"They're looking for a cause, they're looking for an identity, they're looking for something to connect to," he said.

"They're disengaged from the mainstream society; they're hero-worshipping people that we would suggest in history that should be forgotten."

When asked about what type of people the 18-year-old was allegedly expressing extremist views about, Assistant Commissioner Walton said "almost anyone that didn't look like him".

"More specifically it's non-whites, it's immigrants, it's people of the Jewish and Islamic faith," he said.

Assistant Commissioner Lee said the arrest was indicative of the changing "threat environment nationally" during the COVID-19 pandemic, with people spending more time online

It comes as Home Affairs Minister Peter Dutton agreed to launch an inquiry into extremist movements

Calls came from his Labor counterpart Kristina Keneally for a review of Australia's terrorism laws to ensure they are equipped to respond to the growing threat of right-wing extremism.

Parliament's Joint Committee on Intelligence and Security will investigate the motivations, objectives and capacity for violence by extremist groups including right-wing and Islamists groups.

The inquiry will report back with its findings in April 2021

Australia has lessons to learn about battling right-wing terror from an investigation into the Christchurch terror attack, New Zealand Prime Minister Jacinda Ardern said, with calls for an inquiry into the "accelerating" threat on our soil.

The sprawling 800-page Royal Commission report says the Australian man who massacred 51 worshippers at two mosques in 2019 was heavily influenced by hateful content on YouTube and by domestic far-right groups



"We need to ask: Are our laws countering violent extremism and preventing radicalisation tools fit for purpose for right-wing extremism

Brenton Tarrant, born in 1990 in northern NSW, used semi-automatic weapons to gun down dozens of people at Christchurch mosques on March 15 last year.

He hadn't lived in Australia for some time before the attack, but had been linked to numerous Australian far-right groups and subscribed to the racist 'great replacement' theory that white Europeans were being pushed out by people of diverse backgrounds.

The terrorist pleaded guilty to 51 charges of murder, 40 charges of attempted murder and one charge of terrorism, and was sentenced in August to life in prison without parole.

A New Zealand Royal Commission into the attack, publicly released on Tuesday, found he was a supporter of numerous Australian far-right groups including the United Patriots Front, True Blue Crew and the Lads Society.

He also donated money to far-right and extremist groups around the world.

Speaking on the report's release, Ms Ardern said there had been failings in police and intelligence services in NZ, and that there may be learnings for Australia too, and planned to speak to PM Scott Morrison about the findings.

"The report does identify that there wasn't any record within our [or] within Australia's intelligence agencies over the terrorist," she said

"Having read the report in its entirety I certainly will point Prime Minister Morrison to any elements of the report that may be helpful to their system as well.

"I have no doubt our agencies will do the same."

The release of the Royal Commission report saw the Labor Party renew calls for greater attention on right-wing extremism in Australia.

The Australian Security Intelligence Organisation (ASIO) said recently that right-wing terror accounted for up to 40 per cent of its current workload, and that an attack was possible in Australia.

Senator Keneally, who has consistently pushed for greater scrutiny on the threat, wants a parliamentary inquiry into the issue, which she said was "accelerating".

"The Australian Federal Police has highlighted that they have teams working on this growing threat and they are concerned about the fact that right-wing extremists have more ready access to firearms than other terrorist groups, such as violent Islamic jihadism," she told The New Daily at a press conference on Tuesday.

In an interview with SBS, Senator Keneally claimed Australia had "never really came to see how he was so radicalised" here.

She added that Australia was the only one of the 'Five Eyes' intelligence partner nations to not have listed any right-wing groups on its terror watchlist.

"When we've got groups that are prescribed overseas in our partner countries that have chapters here, we need to ask ourselves, is there something wrong with our prescription laws that doesn't allow the listing of these groups as terrorist organisations?" Senator Keneally asked.

"We cannot afford to be complacent. There are several areas of our counterterrorism laws and policies that require review and possible changes."

She wrote to Home Affairs Minister Peter Dutton and Attorney-General Christian Porter asking for such an inquiry to be referred to the powerful Parliamentary Joint Committee on Intelligence and Security.

She said she had not received a response to the letter, sent on November 23.

Mr Dutton said at a press conference last week that calls to differentiate between right-wing terror and other types of terror were "silly, stupid, petty arguments

"If there's a lunatic Free thinker/ speaking individualwho's preaching some neo-Nazi propaganda or some perverted interpretation of the Koran, and they'kre with the same desire to hurt Australians; Any old mud with an Australian passportthey get treated exactly the same by me and by ASIO and by our agencies," the minister said.

"[Police] look at the risk wherever people are on a spectrum and they are treated no differently."

Labor's proposed inquiry would include scrutiny on the "hate symbols online", and on how communications and internet authorities are monitoring such threats.

This has particular resonance with the Christchurch report, with findings the shooter considered video site YouTube a "significant source of information and inspiration" for his attack.

"His exposure to [YouTube] content may have contributed to his actions on 15 March, 2019 – indeed, it is plausible to conclude that it did," the report stated
