Rival Mexico Gangs Clash for El Chapo's Secret Drug Tunnels Under US Border

Notorious Mexican drug kingpin Joaquin Guzman, 62, also known as El Chapo ('Shorty') was sentenced to life in US prison this summer. The court convicted Guzman on 10 counts, including drug trafficking, firearm possession in furtherance of drug crimes and participating in a money-laundering conspiracy.

Guzman was the principal leader of the Sinaloa Cartel, responsible for importing and distributing vast quantities of cocaine, marijuana, methamphetamine and heroin into the widespread markets of the United States. After El Chapo was jailed in the US, rival criminal gangs engaged in a war for control for his infamous drug tunnels constructed under the US-Mexico border, The Daily Star newspaper reported.

"I imagine that at any one time there are between 10 and 50 tunnels operating. Not all of them are active at the same time but they will be available. The cartels have invested in a lot of time and effort over the years in building these tunnels. They’re picking out the right locations within urban areas, as well as desert, so that they can move the drugs. The best thing about operating in an urban area is of course that you can build your tunnel from within a building and have it come up within a building on the other side. It never gets seen by the authorities”, Duncan Wood, director of the Wilson Centre’s Mexico Institute, said, cited by The Daily Star

According to the pundit, cited by the UK-based media outlet, the notorious Sinaloa Cartel is not the only gang moving products across the border. Various criminal organisations can work hand-in-hand or compete against each other for the underground routes.

“There are tunnels which are controlled by one cartel but sometimes they rent them out to others. They basically take a cut of the profits for moving the drugs across the border, that cut of the profits is significant because the last mile is the most difficult and most dangerous. I don’t know whether you’ve got different factions controlling different crossings at the border. I’m sure that is the case, but I don’t know where”, said Wood, cited by The Daily Star.

In late 2018, US Drug Enforcement Administration (DEA) agents discovered an incomplete cross-border tunnel near the city of Jacumba in California, less than a mile north of the US-Mexico border, according to a media report. The tunnel reportedly contained solar panels designed to run electrical, lighting and ventilation systems, pumps to drain water and a rail system that stretched its entire length.

This kind of tunnel can cost between $1 million and $2 million to build, according to some but the money is made back in one drug shipment.

According to US-based media reports, El Chapo’s drug trafficking empire was built with the help of underground tunnels that reportedly infest the US-Mexico border. The underground corridors reportedly allow the movement of billions of dollars worth of narcotics and gave Shorty an edge over the competition.

Border Patrol agent wounded, suspect killed in Texas traffic stop shooting

Border Patrol agent hospitalized after shooting on the southern border.

A Border Patrol agent was shot and injured Friday night while conducting a traffic stop near the Texas-Mexico border and another agent shot and killed the gunman, authorities said Saturday.

According to U.S. Customs and Border Protection (CBP), two agents from the Brackettville station and a Kinney County sheriff's deputy pulled over a vehicle on Ranch Road 674.

A passenger in the vehicle fired at the agents, injuring one of them. The second agent returned fire and hit the gunman, who was later pronounced dead at the scene. The vehicle's driver was taken into custody.

CBP later identified the deceased passenger as a 25-year-old man and a U.S. citizen. The driver was identified as a 32-year-old woman, also a U.S. citizen.

The agent who was shot was taken to a hospital with non-life-threatening injuries and was later airlifted to a San Antonio hospital, according to CBP. Neither the second agent nor the sheriff's deputy were injured.

Texas Sen. Ted Cruz tweeted about the incident Saturday night, saying, "Border Patrol Agents go out and do their duty each and every day despite the dangers. My prayers are with the agents involved and their families." …

Texas Border Patrol agents involved in shootout east of Del Rio

One person is dead and another one is in custody after a traffic stop in Bracketville led to a shootout with two Texas Border Patrol agents Friday night.

The FBI and Texas Rangers are investigating the incident, along with CBP’s Office of Professional Responsibility.

Brackettville is located about 115 miles west of San Antonio near the southern border with Mexico. The CBP statement about the incident noted that the area "is frequently used by smugglers to move narcotics and people from the border to San Antonio and other destinations."

Arizona driver arrested after 31 illegal immigrants found in tractor-trailer, investigators say

An Arizona man has been arrested and accused of human smuggling after Border Patrol agents found 31 illegal immigrants from Mexico in the tractor-trailer he was driving, U.S. Customs and Border Protection announced Tuesday.

Agents assigned to the Interstate 19 immigration checkpoint near Amado made the discovery after a Border Patrol dog alerted them to the tractor-trailer for a secondary inspection last week, officials said.

That is when agents discovered the immigrants, who were between the ages of 15 and 40, sitting inside the cargo trailer.

The 31 Mexican nationals, who were “all illegally present in the country,” were arrested as well, investigators said, adding that they will be processed for immigration violations.

They also said the 40-year-old driver, who has not yet been identified, was an American living in Nogales, Ariz.

Border Patrol officials said the Department of Homeland Security launched "Operation Safeguard" to educate the trucking industry and the public on the life-threatening dangers involved in using commercial vehicles to smuggle people.

The operation was created in an effort to prevent deaths at the hands of smugglers.

Immigration court backlog exceeds 1 million cases, data group says

(CNN) — The immigration court backlog now exceeds 1 million cases, according to Syracuse University's Transactional Records Access Clearinghouse, which tracks immigration court data.

Immigration courts, which fall under the Justice Department and decide whether to deport immigrants, have been bogged down over the years as more cases are added to the docket that can be addressed at any given time.

"If nothing else, the continuing rise of the backlog shows that the immigration court is broken," said Judge Ashley Tabaddor, president of the National Association of Immigration Judges. "Until we fix the design defect of having a court in a law enforcement agency, we will not be able to address the backlog in a fair and effective manner."

President Donald Trump has repeatedly criticized the nation's immigration system, specifically taking issue with the practice of releasing immigrants while they await their court dates. To remedy that, his administration has sought to hire more immigration judges in the hopes of unclogging the court. Even so, the number of cases has continued to tick upward.

During the last partial government shutdown, for example, the only cases that moved forward were those of immigrants in detention. All others were postponed.

In January, the Transactional Records Access Clearinghouse estimated that more than 42,000 immigration court hearings had been canceled as a result of the shutdown -- exacerbating an issue Trump had pledged to resolve.

"The latest case-by-case court records through the end of August 2019 show the court's active case backlog was 1,007,155," according to the clearinghouse's reportreleased Wednesday. "If the additional 322,535 cases which the court says are pending but have not been placed on the active caseload rolls are added, then the backlog now tops 1.3 million."

While a Justice Department spokesman said in a statement to CNN that the department "does not certify data from third parties," the spokesman added: "This report and DOJ's own data further confirms there is a crisis at the border. This Administration is taking aggressive steps to increase productivity, close loopholes, and hire a record number of judges to address the backlog with our existing authorities."

While the clearinghouse doesn't attribute the backlog to any one factor, the American Bar Association has previously proposed a major overhaul of the US immigration system, calling the courts "irredeemably dysfunctional."

"The state of the U.S. immigration court system has worsened considerably since our 2010 Report," that March report noted, mentioning an unprecedented backlog of cases, increased wait times, policy changes that aim to accelerate cases without allocating enough funding, overreliance on video teleconferencing during court proceedings and possible bias in the hiring of judges.

The Justice Department had previously addressed some of the issues the bar association report raised.

The administration has acknowledged the massive immigration court backlog and has, at times, placed blame on unfounded asylum claims, which have to work their way through their court system.

This month, the administration opened tent courts along the Texas border to hear the cases of migrants who have been returned to Mexico to await their immigration proceedings as part of the Migrant Protection Protocols program. Around 42,000 migrants have been sent back under the program.

In Wednesday's report, the Transactional Records Access Clearinghouse notes that the Migrant Protection Protocols cases still make up a small share of the court's active backlog.
