Police have struggled to remove a Nazi flag and are on the hunt for a criminal after the symbol was tied to a phone tower with a Chinese flag.

Victoria Police are on the hunt after a Nazi flag was attached to a telecommunications tower in the regional town of Kyabram.

The flag was tied to two Chinese flags and had "#COVID-19" written across it.

Police estimate the flags had been attached to the top of the Telstra tower before the sun came up yesterday.

Their difficult location meant a Telstra team had to be called in with workers removing the flags this afternoon – more than a day after they were attached.

Kyabram Senior Constable Shane Roberts told the ABC the flag had not been easy to take down.

"It's making people upset understandably," Senior Constable Roberts said.

"We have no idea where it's come from but we're canvassing local businesses for footage and witnesses and obviously we're appealing for anyone who may have seen anything at all.

"We've never had anything like this previously so it's a bit out of the blue."

The largest inland city in New South Wales has officially dumped its sister city in China over the Communist regime's 'cover up' of its deadly coronavirus outbreak.

Best known for producing a string of national sporting heroes, the City of Wagga Wagga, population 64,000, voted to cut ties with Kunming - a provincial city in southern China with 6.3million people  - at Tuesday night's council meeting

The motion to ditch the 22-year sister city relationship was put by councillor Paul Funnell who said Kunming was part of a regime that 'lied to the world' about the coronavirus outbreak, according to the Daily Advertiser.

There is growing criticism across the globe over China's failure to properly disclose the severity of COVID-19 when it first emerged in Wuhan in December

The vote to dump Kunming was tied with three councillors supporting the motion and three against, before a deciding vote was cast by Cr Tim Koschel who led the meeting because Mayor Greg Conkey was absent.

Cr Funnell said the vote was not about racism but an attempt to set an example that Wagga Wagga does not 'tolerate lies and subterfuge'.

'This action is in no way stopping international trade, communication or the opportunity to deal with China in a fair, transparent and beneficial manner,' he said.

'This is not about the people, obviously everyone's coming out calling it racist... You are not dealing with the people themselves. You're dealing with the ruling authority which is a communist regime.'

Some councillors argued the scheme was important to promote understanding between different cultures rather than political statements.

'I don't think this is the time to stir up a hornets nest when we should be focused on other things at hand rather than Wagga supposedly dabbling in international relations,' Cr Vanessa Keenan said.

Since the signing of the relationship in 1998, there have been several exchange events between Wagga Wagga and Kunming

A Nazi swastika flag seen flying in the backyard of a home just 350m from a synagogue is being investigated by police.

Shocked residents spotted the offensive flag at the Watkins Street home in Newtown in Sydney's Inner West on Sunday.

Inner West mayor Darcy Byrne was alerted of the flag and contacted police to ensure they take it down.

'There's no place for racist extremism at any time but we must especially guard against xenophobia during the crisis - we will beat COVID-19 through solidarity, not division,' he said.

'For someone to have put this up in the middle of this crisis is insulting and deliberately trying to sew division.'

Police conducted an investigation and the flag was taken down on Friday afternoon, Daily Telegraph reported.

A council spokesman from the City of Sydney condemned the flying of the flag and said they had not received any complaints.

'The City of Sydney condemns any form of discrimination or vilification on the grounds of religion, gender or sexual orientation,' she said.

'We would urge anyone who sees any material they find offensive to contact NSW Police.'

A 21-year-old woman who was allegedly caught on video bashing two Chinese students in racially motivated attack cried in court on Sunday night when told she could be jailed

Shortly after, however, Jakkara Brigham was seen laughing and joking with guards as she was released on bail, being told she had narrowly avoided a jail stint, according to 9News. 

The young woman appeared in Melbourne Magistrates Court charged with recklessly causing injury after video appeared online of two female Chinese university students being verbally and physically attacked

The two students were attacked on Elizabeth Street in the Melbourne CBD about 5.30pm on Wednesday, suffering non-serious injuries.

Ms Brigham sobbed in court as the magistrate warned her she could be waiting 12 months in custody for a hearing, saying she behaved 'appallingly' and calling her an 'unguided missile.

Police are still searching for a second woman shown in the video that they say can help with their inquiries.

She is described as about 20-years-old and Caucasian, with a skinny build and shoulder-length blonde hair.

She was wearing a pink jacket on the night of the attack.

The two Chinese students previously spoke out about the attack saying they were taunted about coronavirus before being punched and kicked

'She started saying get the f*** out of our country - you don't belong here,' one of the students said.

'I'm really scared they think it's OK to do to other people,' the other student added. 

A bystander holding a dog stepped in to help the student after she hit the ground and the attacker began to kick her.

'You're a f***ing imbecile,' the attacker can be heard yelling after the bystander stops her.

She then apologised to the man before walking away.

Both students sustained non-serious injuries.

The video first began circling on the Korean Kakaotalk group chat but was then posted on other sites.

The caption on the video also suggested the attack was fueled by racism

'Two white Australian girls were following two Asian girls, constantly swearing. Finally when they turned back to [ask] them to stop they started to assault them,' the caption on the video read.
