THE father of a Sydney man charged with planning a terrorist attack says his son was lonely in Australia. 
 
Omar al-Kutobi, 24, was working as a removalist and studying nursing after he failed to find a job in IT, his father Ahmed told Fairfax Media from Germany.

"He told (me) many times to come to him because he is alone," he said.

Al-Kutobi and his friend Mohammad Kiad, 25, were arrested at their western Sydney granny flat yesterday afternoon.

But Al-Kutobi's father said he suspected nothing untoward when he spoke to his son by phone on Tuesday.

"He told me (he) was working as a truck driver and asked me about his mother," he said.

"That is all. Everything was okay."

On Sunday Mr Abbott condemned the deaths of people in Denmark during  an attack on a free speech forum saying it "only strengthen[ed] our resolve to combat ISIL, or Daesh, and the evil is represents".

"The thoughts of all Australians are with the people of Denmark and, in particular, the family of the victim who lost his life and the police officers injured in this brutal act of terror," Mr Abbott said.

"As with the Charlie Hebdo atrocity in Paris, the Copenhagen attack is an affront to one of our most fundamental values – freedom of speech. We stand with the people and government of Denmark in confronting this cynical attempt to undermine that fundamental right."

Tony Abbott says Australians 'infected with extremist fanaticism' are being closely watched as he considers a national security crackdown targeting dual nationals.

The prime minister has flagged tougher border protection, immigration and citizenship rules, saying that for too long people who represented a threat to the nation had been given the benefit of the doubt. About 140 Australians were 'openly supporting this Islamist death cult' in the Middle East, Mr Abbott said on Monday. Authorities have said about 90 Australians have gone to the Middle East to fight, including in Iraq and Syria.

'At least 20 have come back and they're obviously people of great interest to our police and security agencies,' Mr Abbott told Kiis FM. 'There is a significant number of Australians who have been infected with this terrible, terrible extremist fanaticism. We are keeping careful watch of them.' It's understood that some are dual citizens.

The prime minister said he wouldn't pre-empt a national security statement he will deliver next Monday. 'But if you look for argument's sake at the history of the Martin Place murderer, at every step of the way, our system gave him the benefit of the doubt,' he said. After the Martin Place siege in December, it emerged that Iranian-born gunman Man Haron Monis was granted a visa in 1996 despite officials in Tehran having warned of his criminal history.

One of two men arrested last week as they were allegedly about to carry out an attack in Sydney - Omar Al-Kutobi - reportedly arrived in Australia in 2009 using another person's passport. He was given a protection visa before being granted citizenship in 2013.

It's understood that one option being considered by the government is a proposal from Tasmanian federal Liberal MP Andrew Nikolic that Australia follow the lead of countries including Britain, France and Canada, which have moved to suspend or revoke the citizenship rights of dual nationals.

Opposition Leader Bill Shorten was looking for details from the prime minister. 'He has said there is softness in the system, well that's alarming and I think Tony Abbott needs to come clear about where he thinks the softness is,' Mr Shorten said. 'We're willing to work constructively in the best interests of our nation's security.'

Foreign Minister Julie Bishop, who has the power to revoke the passports of people suspected of involvement in terrorism, said the government was looking at more permanent measures to deal with the terror threat. 'We're now considering what we do when someone's passport has been cancelled, when they're a dual citizen they can be proven to have fought or are fighting with a terrorist organisation overseas, what can we do here in Australia to prevent them being a risk to Australians,' she told the Seven Network.

POLICE are investigating a poison pen letter claiming that terrorists plan to behead Tasmanian Senator Jacquie Lambie unless she helps introduce sharia law in Australia. 
 
The letter warns that "you are the enemy of Islamic State, therefore, I will take the honour in beheading you".

It includes graphic images of a man having his head sliced off by a knife.

Her office conceded the letter could be a fake threat, linked to opponents of a new mosque in Adelaide, but said that they were taking the threat seriously and had referred the matter to the Australian Federal Police.

It claims to have been prepared by the "Adelaide Islamic State Mujahideen" and makes references to plans to build a mosque in Adelaide, suggesting that the development would represent a celebration of Lindt gunman Haron Monis's efforts to expand the Islamic State's philosophy. ::) ??? :-\ &:(

The outspoken senator, who recently called for the introduction of the death penalty for terrorists, has confirmed her staff received a letter this week.

"Do not involve the police or media, shut you f---en mouth and do as I say or else the bloodshed will worsen," the letter says.

Describing the contents as "disgusting" Senator Lambie said she had no plans to abandon her pursuit of tougher laws against terrorists.

Opponents of the proposed mosque at Greenfields yesterday distanced themselves from the letter. John Bolton, who made a deputation against the mosque being built at a Salisbury Council meeting last week, said the letter was shocking.

"My belief is there are very good arguments to why the mosque should not be built there (but) I would not be involved with, nor am I aware of, anyone who would make such statements," he said.

A member of the Patriots Defence League of Adelaide, who did not want to be named, said he did not know of anyone who would go to such extremes and would not endorse such a horrific letter. He said he would be sceptical of the letter being created by anyone in the League but said he could not speak for everyone.

Ahmed Ahmedy of the Hazara Foundation of SA, who have proposed the mosque., said he was shocked anyone would try and link the mosque with the crimes of Monis. :angel ??? :P ::)

"I don't know what the beliefs of the people who did write the letter are but it is not an Australian belief," he said.

LATEST: THE face of a teen charged over an alleged Anzac Day terror plot targeting police and the public can be revealed after anti-terror raids across Melbourne today. 
 
Victorian Premier Daniel Andrews says security will be stepped up across the state after police claimed to have foiled an Anzac Day terror attack planned by Islamic State-inspired teens.

An estimated 200 Australian Federal Police and Victoria Police officers arrested five men after seven raids across Melbourne's southeast before dawn today.

Police this afternoon charged 18-year-old Hallam teenager Sevdet Besim with "conspiracy to commit acts done in preparation for, or planning, terrorist acts", a Commonwealth offence.

Mr Besim appeared for a 30-second hearing at the Melbourne Magistrates' Court where he was remanded in custody to reappear for a filing hearing on April 24.

Dressed in a black windcheater, the bearded Besim did not bow to magistrate Alan Spillane as he was taken to the holding cells below.

An 18-year-old Hampton Park man was also arrested in relation to terrorism-related offences.

A third man, Lindim Sulejmani, 25, arrested in relation to alleged weapons offences, is understood to have been released from custody this afternoon.

A man who answered the door at his Narre Warren address said Mr Sulejmani was now home and sleeping.

He told the Herald Sun Mr Sulejmani was shaken from the incident but declined to comment further, requesting for the family to be left alone.

A front window was smashed at the property.

Police said they had prevented a possible attack on serving police officers involving "associates'' of the dead Melbourne terrorist Numan Haider.

Australian Federal Police counterterrorism chief Neil Gaughan confirmed details of the alleged terror plot.

"It is alleged both men were undertaking preparations for a terrorist attack at an Anzac Day event in Melbourne targeting police officers," Mr Gaughan said.

"They are associates of Mr Haider, however, as that process is currently a coronial investigation I am not going to make any further comment on that at this time.''

Mr Haider was shot dead as he stabbed an injured counterterrorism officer at a Melbourne police station last year. Authorities feared an "imminent'' plot to attack police.

The raids across the south-eastern suburbs commenced at 3.30am as part of Operation Rising.

Victoria Police also confirmed that a further two teenagers, an 18-year-old and a 19-year-old, both from Narre Warren, are also in custody and assisting police with inquiries.

Searches are continuing at properties in the area and police say investigations are ongoing.

ISLAMIC State supporters are circulating a new online dossier with detailed instructions on how to form sleeper cells to launch local terror attacks. 
 
Released in late March and titled "How to Survive in the West", the guide explains how to be a "double-agent" by hiding your true identity in public, homemade bomb recipes and what legal weapons to train with for firearms training.

"In simple terms, from this guide book — you will learn how to become a sleeper-cell which activates at the right time when the Ummah (global Islamic nation) needs you," the unknown author says.
Terrorism experts agree despite the guide's simple language "it gives a lot of concern".

"It supports the concern about the growth of this domestic threat and kids getting enough skills to become a viable threat," Clarke Jones, a terrorism and radicalisation expert from the Australian National University, said.

A bomb similar to a recipe contained in the guide was used in the 2013 Boston Marathon bombings.

The dossier also looks to teach would be homegrown terrorists how to inflict the most damage with weapons such as homemade crossbows, slingshots, air rifles and knives.




"It's a very comprehensive one and an all in one document that helps those who do want to do damage to learn identity forgery to bombmaking," David Malet, the author of Foreign Fighters and a terrorism expert from the University of Melbourne, said.

Homegrown jihadi Jake Bilardi blogged shortly before his death of his plans to bomb cafes and shopping centres and using knives and hand grenades. He changed his mind and headed to Iraq around August 2014, where he would ultimately die on March 11 when he carried out a suicide mission in Ramadi that reportedly killed 10 people.


   

"I'm concerned about the level of detail and information it's giving to people without the knowledge on where they can buy these materials, and how they can buy simple stuff and put it together that can be quite lethal," Jones said.

An Islamic centre linked to an Islamic State recruiter and men accused of an Anzac Day terror plot in Melbourne has closed down.The Al-Furqan Islamic Information Centre was empty on Thursday, with just a sign in its Springvale South window saying closing was a decision not taken lightly but it was effective immediately.


'We believe that given the constant harassment, pressure and false accusations levelled against the centre - particularly by media and politicians - this is the best course of action,' the statement says.

The closure will protect Al-Furqan's former members as well as the broader Muslim community that is 'often implicated in these insidious campaigns', the statement says.The centre, which was raided by police in 2012, has been a common factor in a series of Melbourne terror-related investigations, threats and acts of violence.Neil Prakash, a senior IS recruiter in Syria, was reportedly a member of Al-Furqan before he left Australia in 2013.

In a video posted online, Prakash, who also goes by the name Abu Khaled al-Cambodi, recently urged 'brothers' on Australian soil to 'start attacking before they attack you'.

Numan Haider, the teenager shot dead by police last year after he attacked them with a knife, had visited Al-Furqan.Five young men arrested in counter-terrorism raids in Melbourne on Saturday also visited the centre. Two of the five have been charged with conspiring to stage a terror attack on Anzac Day in Victoria.

One of these two will be back in court on Friday.Al-Furqan's website, that requires a log-in to post comments, says it has ceased activities. It also denied there was any connection between the centre and the weekend raids.

Victorian Premier Daniel Andrews this week described Al-Furqan as 'well monitored' and his deputy, James Merlino, was asked on Thursday if there was a greater risk to the community if the group goes underground.'I've got full faith in Victoria Police and the federal bodies to ensure that our community remains safe,' he told reporters.

The Islamic Council of Victoria said it was examining the 'extent and nature' of Al-Furqan's connections and there was a risk of further alienating its members.'I don't think it's fair to assume media reports are accurate,' ICV spokesperson Kuranda Seyit told News Corp Australia.

A TEEN linked to Islamic State plotted terrorist attacks on shopping centres and police stations, including the Melbourne office of the Federal Police, before deciding to behead an officer at an Anzac Day service, it has been alleged in court documents. 
 
Sevdet Besim, 19, told a British boy, 14, who is also facing charges, he wanted to strike on April 25 so "the dogs remember this as well as their fallen heroes", police say.

"25th is a good day coz its Anzac Day and this will mean they will remember this on that day every yr after," he is alleged to have told the British teen in messages.

"I can't wait now for the op. Lik i said though id love to take out some cops ... I was gonna meet with them then take some heads ahaha."

Police are opposing a bail application by Mr Besim's co-accused, Harun Causevic, 18.

They argue the Hampton Park teen poses a risk to public and police safety and could commit offences.






   

Mr Besim, of Hallam, withdrew his application for bail last week.

Police told the Melbourne Magistrates' Court that the pair, unable to get passports, planned to kill a police officer and then continue acts of violence until gunned down.

"Their intention was to carry out the terrorist act and die," Australian Federal Police agent Denis Scott said.

A message pledging allegiance to an IS chief was found on both boys' phones, the court heard.

Police allege the UK boy, posing as an older man, instructed Mr Besim, telling him to act alone and film the attack so it could be aired.

Attacks on police stations and shopping centres were discussed but dismissed as too risky.







The boy instructed Mr Besim to maintain operational security and "blend in".

"On the day your going to have to purchase some stuff. Black clothing. A scarf. Draw up a tawheed flag," the UK teen allegedly instructed him.

"Also, one important thing. The day of operation, your going to smash ur phone into pieces then burn it insshallah.

"Run cop shank neck then when all them gun police show up you go and try to attack them, dont look back expect a bullet insde you."

Mr Besim is alleged to have discussed weapons, sending a picture of a knife.

"Handle is perfect for tearing through throat. Btw dont underestimate decapitation bro its hard. U gotta be a lion especially that ur doin it in public," he was allegedly told.

According to court documents Mr Besim was inspired by Ahmed Numan Haider, who was shot dead after attacking officers at an Endeavour Hills police station in September.

"After Numan ... did his op here and i heard this it was enough for me to say thats it im doing this. Im gonna fight these enemies of Allah," he is alleged to have bragged.

"My motivation is ... the sacrifice of my life and ... to fight the enemy of Allah. To be able to show Allah what I sacrificed for him.

"I see the best way to do this is to attack austarlias authority because by attacking there authority it shows weakness.

"It then means that the general population has less confidence in them and therefore is more scared ... putting fear into these kufar.

"If i cant find a weapon i wanna jst drive find a cop walking run him over ... and leave his head a few meters from his body."

Mr Causevic was seen doing surveillance on the Shrine of Remembrance and police, the court heard.

The court heard both teens had links to controversial Islamic group Al Furqan.

Islamic Council of Victoria president Ghaith Krayem told the court that he was prepared to act as a mentor to Mr Causevic.

Defence barrister Michael O'Connell, SC, suggested the UK boy told Mr Besim to act as a "lone wolf" and there was no evidence directly linking the boy and Mr Causevic.

A 17-year-old has been charged with preparing for a terrorism act after police swooped to foil a reported plan to explode bombs on Mother's Day in the heart of Melbourne.


The teenager was charged after police launched raids in Melbourne's north on Friday afternoon, swooping on a Greenvale house where explosives were found and taken away to be detonated in a nearby park.

Police on Saturday said a teenager, believed to be a young man, was charged with engaging in an act in preparation for, or planning, a terrorist act.'It will be alleged the teenager was undertaking preparations for planning a terrorist act in Australia.


'In Darwin, Prime Minister Tony Abbott told reporters the government knows there is a very serious threat.'There have been some raids over the last 24 hours in Sydney and Melbourne. There's been at least one arrest,' he said.'There is evidence of a bomb plot that was in a reasonably advanced state of preparation and the police will have more to say about this.

'A smaller raid took place in Sydney, where a 14-year-old boy was arrested, some outlets are reporting.Victorian acting Deputy Commissioner Robert Hill said this case had been subject to an intense investigation 'especially over the last nine days'.


'The facts are this: As a male was leaving that address in a motor car with a female he was intercepted by our specialist police,' he said.'The 17-year-old male was taken into custody. The female was secured.

'The young man is expected to face a closed court on Monday and his name will not be released.Police say there is no longer an imminent threat to the community.Officers found three suspected improvised explosive devices that they 'rendered safe' during the course of their investigation of the Greenvale house.

Australian Federal Police Deputy Commissioner Mike Phelan said their number one priority was public safety so their risk tolerance was 'extremely low' and they don't always have a lot of information before they decide to act.

He would not confirm speculation the alleged terror plot was aimed at Mother's Day.'We're sifting through a lot of information ... we can't confirm exactly when any event was going to take place.'But Mr Hill said they believed it was a threat to the Victorian community.

'The level of impact, the level of injury that those suspected devices may have caused is yet to be able to be determined because of the infancy of the investigation and forensic analysis but we believed that that threat was real.'

AUTHORITIES are investigating if a Darwin teen found with a list of people he wanted to behead has a partner or partners still in the community. 
 
Territory Attorney-General John Elferink said he believes some of the people on the teen's hit list were public servants.

It is not known how many people were named.

He said "a full security assessment" was underway at Territory and Federal levels to ensure people on the list were safe.

The 16-year-old was first charged by Territory police on property offences, but the Australian Federal Police (AFP) subsequently became involved when it was discovered the boy had been visiting ISIS-related websites and had compiled the hit list.


Territory police have not yet revealed what the charges were for so it is unclear if the boy has been inside people's homes.

"I spoke to Federal Attorney General senator George Brandis last night as well as the Acting Federal Police Commissioner Mike Phelan to ensure that all communications in relation to anybody on that list was made available to the Northern Territory," Mr Elferink said.
