The Coalition's plan to slash immigration by 45,000 a year would make housing more affordable, a population expert says

Opposition Leader Peter Dutton will head to the May 3 election with a plan to cut the permanent component of immigration by 25 per cent from 185,000 a year to 140,000.

That would see Australia's overall net overseas migration rate, covering skilled migrants and international students, halve to 180,000 in the 2026-27 financial year under a Coalition government.

Under Labor, net overseas immigration would be 45,000 higher at 225,000, based on Treasury Budget forecasts for permanent and long-term arrivals, factoring in departures.

AMP chief economist Shane Oliver said the Coalition's plan for a lower net overseas arrivals number of 180,000 would take the pressure off house prices.

'From a housing point of view, you'd say yes,' he told Daily Mail Australia.

'It would more quickly balance the housing market - take pressure off rents, house prices. There's no doubt about that.'

That 45,000 reduction in overseas migration numbers would also free up 18,000 homes, given an average 2.5 people live in Australian homes.

This would occur as net overseas migration levels mirrored the annual increase in the supply of new homes.

'It cuts the underlying demand for housing by 18,000 a year - it's quite a big reduction in housing demand,' Dr Oliver said.

'You put that together with student numbers coming down anyway, because of tighter visa requirements under Labor, then it would lead to quite a sharp reduction in underlying demand.'

The Coalition Opposition promises to cut permanent migration by 25 per cent to 140,000, from an existing cap of 185,000, which covers skilled migrants, family reunions and those on a humanitarian visa.

This is separate to the long-term category covering international students and those on a working holiday visa.

Under the Coalition, we will cut the migration intake to free up housing and restore the great Australian dream of home ownership,' Mr Dutton told Parliament in his Budget reply speech last Thursday.

'We will cut the permanent migration program by 25 per cent.

'Australians are generous and welcoming people – but they want migration to be sustainable – and the Government to be in control of it.

'Labor is neither in control of migration – nor has it kept migration at sustainable levels.'

If the Coalition wins the May 3 election, Australia's overall net overseas migration rate would fall to 180,000 - the lowest level in 12 years, outside of the Covid pandemic.

This would occur as a larger number of international students left Australia in coming years when they graduated, regardless of who was in power.

Both major parties are vowing the halve immigration levels from the record-high numbers reached in late 2023, when close to 550,000 foreigners flooded into Australia to live.

The Treasury Budget papers forecast net overseas migration falling to 335,000 in 2024-25, before dropping to 260,000 in 2025-26.

Treasury in the May 2024 Budget had underestimated population growth, and in December, revised its forecasts for this financial year, to have 340,000 migrants moving in - as opposed to 260,000 predicted just seven months earlier.

Dr Oliver said a higher departure rate of students, as more of them graduated, meant Treasury's forecasts were more likely to be accurate this time.

'We've now got a pool of students back in the country, many of whom will leave and that's a big factor bringing the numbers down.'

But he warned cutting immigration below the sweet spot of 200,000 would lead to weaker economic growth and worsen labour shortages.

'From an overall economic growth point of view, you'd grow more slowly if population growth goes down by that amount,' Dr Oliver said.

'And it would also - this is the pros and cons thing - it leads to issues regarding labour shortages.

There's a lot of jobs that immigrants do that Australians don't want to do in aged care, in healthcare, in hospitality and it would also make it more difficult in Australia to adjust to an ageing population because when the immigrants come in, they tend to be younger people.'

A leading economist has given a blunt explanation as to why the election promises of the two major parties aren't enough to help young Aussies buy their first home

The Australia Institute executive director Richard Denniss argued that Labor and the Coalition's promised policies such as tax breaks only benefit current property owners and described it as a 'cruel hoax' on the ABC's Q+A on Monday night.

Frustrated viewer Georgia Haysom told the panel she'd been working full-time and regularly saving for several years but was still unable to afford a home.
'As a 25-year-old, full-time teacher I'm doing everything right - working hard, saving where I can and trying to get ahead,' she said.

'But when even with a stable job I'm finding it near impossible to break into the housing market, how can young Australians like me hope to own a home when wages haven't kept up with the cost of living?'

Mr Denniss doesn't believe that the policies of either major party will substantially help struggling young Aussies such as Ms Haysom.

'Imagine you're at an auction and you gave everyone $10,000, the only person you've helped is the person selling the house,' he began.

'Whether it's everybody, whether it's investors through the capital gains tax breaks, whether it's some first homeowners... we give some people a bit of cash we make them feel great.
'You're just changing who misses out at the auction.'

Mr Denniss doubted whether the May 3 election would bring any real solutions, regardless of the result.

'I'm sorry that you're in that situation and I'm sorry that in the middle of an election campaign we're not actually talking about how to fix that for you and so many people like you,' he told Ms Haysom.

'But let's be clear, 10 years ago (then-federal treasurer) Joe Hockey said if you can't afford a house, go and get a better job.

'We did the numbers on this and if you'd have taken his advice at the time and you had a an average full-time wage job and for the last 10 years you'd been saving - you'd be $1,000 further away from a deposit on an average house in Sydney today.

'This is not complicated - as long as house prices are rising faster than wages you can't catch up.

'I'm sorry but it's a cruel hoax for people to tell you that a tax break here or something or other there is going to help.'

Mr Denniss believed the only way to help young Aussies achieve their dream of owning their own home is to keep house prices in line with the average income.

'House prices in Australia have risen so much faster than incomes that a whole generation's been left behind,' he said.

'As long as house prices are rising faster than wages, you can't catch up.'

Melbourne deputy lord mayor Roshena Campbell agreed it was common problem facing millennials.

'Voters younger than us have the deep despair we're not going to have it as good as our parents did,' she said.

'I think that's a crisis in this nation - it's a crisis of lack of hope.

'I'm not surprised this has become a housing policy election.'

Cr Campbell added she has found hope in the election discussion to date.

Housing minister Clare O'Neil and Coalition spokesman Michael Sukkar then attempted to win over Ms Haysom by spruiking their party policies.

'Georgia, you have been campaigned to individually,' Q+A host Patricia Karvelas quipped.

'I want this woman to get a house!'

Ms Haysom raised her concerns after Labor and the Coalition both made big housing policy promises over the weekend.

Opposition Leader Peter Dutton announced that first-home buyers would be able to claim interest repayments as a tax deduction, on a loan of up to $650,000, provided it is a brand new property.

Prime Minister Anthony Albanese then announced a five per cent deposit for all first home buyers and a $10 billion pledge to go towards building 100,000 new homes that will be available only to that cohort.

 &er Australia has the highest inflation after Covid from any Western nation. We are getting filled with rich Chindians that we can't compete against for housing!

If you did get a loan of over $650 K well now the interest is around 6%! You are going to need $75k AUD deposit , the houses they build now are like "LEGO" slapped up as quickly and cheaply as could be squashed up next to each other.

Want to live in the country? Lack of competition means stuff costs more, harder to find the right partner, harder to get another job if you get made redundant. People know your business before you do. Have a fight with somebody, it goes on forever.

The Labor Party imports third world voters that aren't suitable for Whites to breed with. There is a lack of infrastructure for these people anyway!

That isn't racist, just common sense!
