Property prices in suburbs near the city are set to surge again as a reopening of Australia's border to international students draws out Chinese buyers

Juwai IQI, which markets homes to cashed-up buyers across Asia, said Sydney in particular was set to benefit as overseas university students returned on Wednesday for the first time since March 2020

But Melbourne was expected to benefit too, despite being a cheaper place to rent as the border reopened to foreigners.

Chairman and co-founder Georg Chmiel said Sydney's inner west, north shore and the inner-south were likely to be in demand in 2022, with prospective Chinese buyers particularly interested in apartments.

'When students come back, demand will increase in some of the suburbs that have suffered the most during the pandemic,' he told Daily Mail Australia

'International student buyers still value the same locations that they liked before the pandemic.'

With Chinese students set to make up almost a third of the international intake, buyers from China will be particularly influential.

'There are more students from China than any other country,' Mr Chmiel said.

'Twenty-nine per cent of foreign students are Chinese, nearly as much as the next three countries combined

From December 15, fully-vaccinated international students are being allowed into Australia, with their entry delayed by two weeks to factor in the Omicron Covid variant. 

Even before the return of international students, Sydney's rental vacancy rate in the year to November has shrunk from 3.5 per cent to 2.6 per cent, new SQM Research data showed.

This is still higher than the capital city average of 1.5 per cent with Perth, Adelaide, Darwin, Canberra and Hobart having rental vacancy levels of less than 1 per cent.

Melbourne has the highest rental vacancy rate of 3.2 per cent, which is more than double Brisbane's 1.3 per cent

'However, I do believe 2022 will see a move towards units, simply by virtue of their relative affordability plus the new inflow of immigrants will look for unit accommodation first and foremost as they have done in the past.'

Sydney is now vying with Canberra for having the most expensive house rent, with tenants charged a median weekly lease of $734.40 compared with $734.50 in Canberra, in the week ending on December 12.

But Sydney units are much cheaper at $475.30 a week, which is more affordable than apartments in Canberra ($529.90) but marginally more expensive than Darwin ($458.30) and Hobart ($434.70).

Melbourne units typically cost $372.70 a week.

Under Foreign Investment Review Board rules, foreigners can't buy established houses or apartments but they can buy brand new properties. 

'Foreigners generally may not purchase established dwellings,' Mr Chmiel said.

'So foreign buyers are generally most interested in new apartments and house and land packages

A huge increase in foreign workers could help boost Australia's economy after nearly two years without an influx of overseas arrivals due to border closures, one of the world's biggest firms has said

Accounting giant KPMG has suggested bumping net migration levels beyond 350,000 per year as a means to reverse a population decline and stimulate demand, increasing the size of the labour pool.
The report says pushing migration to 350,000 people per year - equivalent to adding a city the size of Brisbane every seven years - would boost GDP by 4.4 per cent.

However with Australia's house prices becoming increasingly unaffordable for average workers, a sharp spike in population and demand would not be without its downside.

The Grattan Institute said numbers alone would be counter-productive and the migration policy must tilt toward skilled workers

Those rules were recently relaxed for short time visa holders, but that did not stop Australia's population dipping by 40,000 this year.

Chinese investors are increasingly eyeing Australian properties as apartment building giant Evergrande looks more likely to collapse, a real estate group says

Evergrande owes international creditors more than $400billion and has repeatedly failed to meet interest repayment deadlines to bondholders

This has seen it seek a series of extensions since late 2021 and will do so again on Friday, stirring fears of a broader Chinese property market slowdown in 2022 as oversupply issues bite.

Financial markets are widely expecting China's Communist Party government to let it fail to send a message to other building giants about unsustainable debt levels.

Credit ratings agency Fitch says Evergrande has defaulted on its debts.

Juwai IQI, which markets real estate to wealthy investors across Asia, is expecting Chinese investors to take more interest in Australia as they brace for property price falls in China this year.

The group's co-founder and managing director Daniel Ho said Chinese investors were particularly interested in Melbourne, Sydney and Brisbane and to a lesser extent Perth, the Gold Coast and Canberra.

'Some Chinese developers are struggling in the slowing market, and some buyers think it's a good time to buy in Australia, instead,' he told Daily Mail Australia.

'Chinese are used to much faster price growth than we expect to see in 2022, and the weaker forecast for property in China is raising buyer's horizons and encouraging them to look overseas for real estate investment.

'Chinese who can afford overseas property have also accumulated savings during the pandemic

In Australia, foreigners are only allowed to buy brand new properties instead of existing ones, which means off-the-plan apartments and occasionally house and land packages are regarded as attractive investments.

Juwai IQI is expecting Chinese property prices to fall by one per cent in the first half of 2022, which while only small, is troubling to Chinese investors.

This would see them look to Australia, where house and apartment prices are expected to rise in 2022, albeit at a slower pace compared with 2021.

Perth, despite being cut off from the rest of Australia, was increasingly regarded as an attractive option.

'Perth has gained a lot of attention from Chinese investors due to it attractive infrastructure, well-structured education and lower property price,' Mr Ho said.

'Chinese buyers are amazed at the quality of home they can obtain in Perth for under $750,000.

'When the tide is falling in one place, it is rising in another. Chinese investors are seeking real estate markets where the tide is rising,' Mr Ho said.

Across Australia, house and unit property last year increased by 22.1 per cent to $709,803, CoreLogic data showed

But Brisbane had the biggest increase of 30.4 per cent, taking median house prices to $782,967.

Sydney's median house price rose by 29.6 per cent to an even more unaffordable $1,374,970.

The Commonwealth Bank, Australia's biggest home lender, is expecting Brisbane property prices to rise by a more subdued 9 per cent in 2022, compared with 6 per cent in Sydney and 8 per cent in Melbourne.

More than a third, or 37 per cent of Chinese people, own more than one home, Financial Times data showed

Last month, ratings agency Fitch downgraded Evergrande Group's rating to restricted default, also applying this categorisation its Hengda Real Estate Group and Tianji Holding.

A billionaire Chinese-Australian businessman has been named under parliamentary privilege as the alleged 'puppeteer' behind a plot to interfere in our elections

Labor Senator Kimberley Kitching alleged on Monday evening that influential property developer Chau Chak Wing is the man Australia's spy network claims is behind a plan to secretly bankroll and manipulate election candidates

Mr Chau has previously been mentioned in parliament as an agent of the Chinese Communist Party.

Mr Chau has donated more than $4million to political parties in Australia since 2004 and given away a further $45million to Australian universities - including the University of Sydney, which has named a museum after him, and the University of Technology, Sydney (UTS), which has has named its business school after him.

The business school is housed in a Frank Gehry-designed building after the leading businessman donated $20million.

During his annual threat assessment speech last week, ASIO director-general Mike Burgess revealed a plot by a foreign power to secretly fund political candidates to get them elected

Mr Burgess refused to name the foreign government or identify any individuals or the elections involved.

But when he was quizzed  at a Senate estimates hearing last night, Senator Kitching used parliamentary privilege to claim Mr Chau was behind the plot.

'I am reliably informed that the puppeteer mentioned in your case study in your annual threat assessment speech given last week is Chau Chak Wing,' she said.

'I believe it to be Chau Chak Wing. Are you able to confirm that it is Chau Chak Wing?'

The spy chief refused to confirm the claim.

'I will not comment on speculation of who is and who isn't targets, in general or in specific, as you are asking me there,' he said

Chinese-born Mr Chau has previously been named in parliament as an agent for the Chinese Communist Party when MP Andrew Hastie linked him to a UN bribery scandal.

Mr Hastie also used parliamentary privilege to claim Mr Chau funded a $263,000 bribe to the former president of the UN general assembly, John Ashe, in 2013.

The bribe was said to have been made on behalf of United Front, which is alleged to be a propaganda wing of the Chinese Communist Party.

Mr Burgess last week described the puppeteer as someone with 'direct and deep connections with a foreign government and its intelligence agencies'.

'I can confirm that ASIO ­recently detected and disrupted a foreign interference plot in the lead-up to an election in Australia,' he said last Wednesday

'I'm not going to identify the jurisdiction because we are seeing attempts at foreign interference at all levels of government, in all states and territories.

'The puppeteer hired a person to enable foreign interference operations and used an offshore bank account to provide hundreds of thousands of dollars for operating expenses.

'Secretly shaping the jurisdiction's political scene to benefit the foreign power was considered a key performance indicator. It was like a foreign interference start-up.' 

The employee identified candidates likely to run in the election who either supported the interests of the foreign government or who were assessed as vulnerable to inducement

'The puppeteer and the employee plotted ways of advancing the candidates' political prospects through generous support, placing favourable stories in foreign language news platforms and providing other forms of assistance.'

The candidates had no knowledge of the plot.

'Our intervention ensured the plan was not executed, and harm was avoided,' Mr Burgess said.

Had some of the candidates been elected, he said, they would have been directed to hire particular staff who were agents of the foreign government, passing on information and potentially influencing the way the member voted.

On Monday night, Mr Burgess also confirmed that Labor candidates in the Federal election were not among those under investigation by ASIO.

Labor leader Anthony Albanese insisted he had no concerns and added: 'The Director-General of ASIO has never raised any concern about any of my candidates

Mr Burgess said Monday: 'Mr Albanese gave an accurate account of the conversation I had with him when he asked me that question
