HUNGARIAN Gabor Urban came to Australia with his family, three tertiary degrees and hope for a new life.


Now he's leaving in despair, after dozens of failed job applications, crippling expenses and a warning for anyone hoping to build a new life on a student visa.


Mr Urban, 46, and his wife Barbara Bali, 44, moved to Adelaide a year ago, believing that his MBA qualification and degrees in English-language teaching, postgraduate business, economics would help him secure a job.


But their ages left them five points short of securing skilled migrant visas, and on the advice of migration agents, Mrs Bali applied for a student visa to study an MBA.


In Hungary, Mr Urban was a regional manager for tyre corporation Goodyear Dunlop and his wife was a manager at energy giant Shell.


But in the two months after he arrived in June last year, Mr Urban applied for 150 jobs, visited 60 companies and 22 recruitment agencies without success.


He tried applying for administration and sales rep positions, even shelf-stacking at the supermarket — but the answer was still no.


"I was told by a recruitment agency that I should dumb down my CV to one page," he said.


Eventually in January, he found a job through a parent of his daughter's school friend, building fire doors despite having no carpentry skills.


"I like to have a job but it's wasting my knowledge, 20 years of experience," he said.


"It's a catch-22 ... student visa status requires us to pay a lot for basic education and insurance but employers will only offer low-paid jobs in case of student visa status."


The family will return to Budapest next Monday, despite their visa being valid for another year.


Their $8000 monthly expenses, including public school fees for their three children and Mrs Bali's MBA costs, are eating up their savings.


"Australia is the most liveable country in the world, but only for Australians," Mr Urban said. "We didn't come here to be millionaires or for the beach or the sunshine, we want to live a valued life with our kids, spend a lot of time with them and get paid for what we are worth when working."


Their 17-year-old son Benjamin now has to leave his beloved soccer club Vipers despite efforts to stay and complete Year 12.


Ms Bali said she was told by the State Government's international education agency that Benjamin has to switch to an international student visa — costing $15,000 — to continue Year 11 and 12 in Adelaide.


Bids for scholarships or other funding failed and they now had no choice but to return to Hungary. Mr Urban said they were not the only family who held misplaced hope after moving to Australia.


"We are choosing to leave now while we still can, there are others who can't even pay for plane tickets," he said.


He warned that student visas should not be used as a tool by people wanting to migrate to Australia.


"If you want to move to Australia, if you're using student visa as a tool for migration, forget it," he said.


"A lot of people think we migrants are taking managerial jobs, but when we leave, more people from Centrelink can get these low paid jobs which we were doing."

THE new financial year, July 1, marked the date for major changes in Australian immigration law.


This year has already been a turbulent year in immigration and the Australian Government released a few shock announcements in April such as significant changes to the 457 visa and the axing of more than 200 occupations from the skills occupation list.


Both state and territory governments, as well as industry groups, have been lobbying the Government to consider their interests when changing migration laws this month.


It appears some have been more successful than others.
The IT industry has emerged as a winner from the Federal Government's revised list of occupations eligible for skilled visas. For example, many IT roles have been upgraded from the two-year category to the four-year visa class, which allows them to apply for onshore renewal and permanent residency after three years.


The biggest losers are the real estate and shipping industries, with numerous occupations removed from the skills occupations list, like real estate agents, property managers and ship engineers.

Immigration Minister Peter Dutton said the updated lists would allow employers to recruit foreign workers for high-demand occupations where there are skills shortages locally.

The government recognises the importance of enabling Australian businesses to tap into global talent to remain internationally competitive and support a strong national science and innovation agenda," he said in a statement.

English: all permanent skilled visas have tightened English language requirements.


Character: All visa applicants are now required to undergo mandatory criminal checks as part of their application.


Increase of Visa Application Charges (VAC): All current VACs will be indexed annually in line with the forecast Consumer Price Index and rounded to the nearest $5.


Northern Territory and regional Australia


In April 2017, the Australian Government announced there would be concessions for regional Australia. The whole of the NT is considered regional.


There are already two immigration pathways that can only be used in regional Australia: firstly, the Regional Sponsored Migration Scheme (RSMS) Visa Subclass 187 which allows employers in regional areas to sponsor skilled migrants on permanent visas for two years at no costs for businesses and organisations.


Secondly, the Designated Area Migration Agreement (DAMA) NT: The Northern Territory is the only region which has this kind of labour agreement with the Federal Government. The DAMA NT allows employers in the NT to sponsor skilled and semi-skilled workers under a 457 visa. This is used particularly by the hospitality industry where companies can apply for an exemption of the Temporary Skilled Migration Income Threshold (TSMIT) which is currently $53,900 per annum. Additionally, applicants with a lower level of English can apply for language concessions.


To date we are still awaiting the full details regarding further regional concessions.


Australian immigration comprises a highly sophisticated visa system which is constantly evolving. Currently it offers more than 100 visa types which all have different requirements.


The Government has its focus on promoting skilled migration which includes nomination by states, nomination by businesses and self-skilled nominations.
