What does the Number 23 represent to Creators and why do we use it so prevalently?

W (for White) is the 23rd letter of the alphabet.

And, there are 23 words in the Golden Rule of Creativity:

What is good for the White Race is of the highest virtue; What is bad for the White Race is the ultimate sin.
