Even before the Los Angeles riots in 1992, many at City Hall believed that the Los Angeles Police Department was too small to effectively patrol such a sprawling city. They noted that L.A. had fewer cops per capita than some other cities and that L.A.'s huge geography caused its own unique challenges.

So, for more than two decades, L.A. pushed to expand the department. The magic number was 10,000 officers. And in 2013, L.A. hit that number.

But by then, there were voices at City Hall questioning whether more expansion was needed and whether it might be time to trim the LAPD’s budget to preserve other city programs during tough economic times. Some also noted the huge drop in crime during that period, a dramatic difference from the late 1980s and early 1990s

The LAPD budget, however, remained largely protected — even as Black Lives Matter and other groups pushed to cut funding.

On Wednesday, after days of massive protests over the death of George Floyd, Mayor Eric Garcetti said he supported budget cuts for the LAPD. That statement marks a major shift for Los Angeles, though many of the details still are being worked out

Garcetti had originally proposed a 7% spending increase for the LAPD, including a lucrative package of raises and bonuses for rank-and-file officers.

But Wednesday, a day after thousands of protesters chanted “Defund the police” outside his Windsor Square home, Garcetti said he had changed course, deciding now is not the time to increase the department budget.

Garcetti said his administration would look for $250 million in cuts from city departments, including the LAPD, and steer the funds to investing in jobs programs, health initiatives and other services supporting the black community and other communities of color. As part of those reductions, the LAPD would see cuts of $100 million to $150 million, he said


Council President Nury Martinez and several of her colleagues proposed the same reductions for the LAPD, which would eliminate the increase planned in Garcetti’s budget.

“While a complete overhaul of the city’s budget will take time, we can begin to slowly dismantle those systems that are designed to harm people of color,” Martinez said. “A preliminary cut to the LAPD budget will not solve everything, but it’s a step in the right direction

How much of L.A.'s budget is taken up by police?

Garcetti’s budget, first proposed in April, called for police spending to consume 53.8% of the city’s “unrestricted” general fund revenue — taxes that are not earmarked for special purposes or certain fees, fines and grants. The LAPD makes up 17.6% of the city’s overall $10.5-billion budget, a figure that does not include police pensions and healthcare, according to city budget officials.

The amount of police spending in L.A. has long been a source of frustration for activists. This year, Black Lives Matter-Los Angeles teamed up with other grassroots organizations to survey Angelenos about their budget priorities and draft their People’s Budget

Under their alternative spending plan for the coming year, police would receive only 5.7% of the city’s general fund.

How have activists, others reacted?

Progressive activists say Garcetti’s actions do not go far enough. Meanwhile, leaders of the LAPD’s biggest union were furious with Martinez over her statement that government systems were “designed to harm people of color.” They said her choices of words was “offensive” and dehumanized police officers

Why is this moment so big?

The LAPD struggled for decades with a series of scandals as well as widespread evidence of bias and abuse toward minorities during the era of chiefs including William Parker and Daryl Gates. Gates infamously said blacks fared poorly under police chokeholds because their physiology was different from that of “normal” people

The videotaped beating of black motorist Rodney King and the riots that followed the acquittal of white officers sparked the beginning of reforms that continued after another scandal involving officers at the Rampart division.

The LAPD is now more racially diverse than ever. And although the reforms have generated praise even from longtime critics, problems persist. The department has struggled with the number of black officers.

Leaders long argued that a larger number of officers would mean better, less militaristic policing of the city

But that argument has been challenged, not just by activists and advocates of criminal justice reform but also by those who say, with crime so much lower than in the past, it makes more sense for the city to invest in other things.

Back in 1990, the 10,000 plan was designed to boost the LAPD staffing by 25%. At the time, the LAPD had more than 8,000 officers, which represented at 2,000-person increases from several years earlier. Some thought it could be done in a few years. It took almost two decades.

One of the architects of the plan to expand to 10,000 officers was quick to note there was no science to that goal.


Good luck slashing the LAPD budget now! They think bringing on more black friendly social programs are going to stop the problems with blacks and crime?

Putting the funding the cops should get into these things are a better alternative?  Good luck! They want more black cops too? Where they going to get them from?
The cops are already advising whites in Huntington Beach they’d have to deal with issues themselves as their limits are stretched right now.

How the hell will this help the situation. The removal of tear gas is just one less tool available to corral the unruly mobs. It looks as if Seattle leaders have no concerns or wants for this riots to end in their city.

Seattle bans tear gas for 30 days amid George Floyd protests

Seattle cancels curfew amid protests over George Floyd's death in police custody in Minneapolis

Protesters call for the Seattle Police Department to be defunded; Dan Springer reports.

Seattle’s mayor and police chief announced they’ve agreed to ban the use of tear gas to disperse protesters for 30 days amid ongoing demonstrations after the death of George Floyd.

“After hearing concerns about the use of CS gas for crowd control purposes earlier this week ... we decided we were going to suspend its use for 30 days,” Police Chief Carmen Best said.

The leaders suspended the gas until watchdog groups and oversight officials can fully review and recommend changes to policies and training for use of the chemical agent. Local health officials expressed concerns over use of tear gas and other respiratory irritants in light of the coronavirus pandemic.

The ban only applies to tear gas-- not flash-bang grenades, pepper spray and other crowd-control techniques-- but Seattle’s female African American police chief said that “everything will be reviewed.”

“It’s really important we’re looking at every aspect of force and how we’re utilizing it,” the chief said, according to The Seattle Times.“We’ll review everything we’re utilizing.”

The review is to be conducted by the city’s civilian-led police accountability groups and federal oversight officials, along with input from public health officials and outside experts, Best and Mayor Jenny Durkan said.

“This review should better emphasize de-escalation tactics and incorporate recommendations from our accountability partners on the use of any crowd control techniques, including the use of tear gas and flash-bangs,” Durkan said.

Seattle police turned to tear gas last Saturday as protesting became more aggressive and the department had nearly depleted its supply of pepper spray and blast balls. Best added that other forms of crowd control were not “proving effective at that time.”

“Other options on that day for crowd control, such as blast balls and OC spray, simply were not proving effective at that time,” she said. “And because of the magnitude of the event, we experienced a near depletion of the supply of those tools. Accordingly, SPD temporarily authorized the use of CS in order to prevent further destruction.”

Before that, Best said tear gas had not been used since the 1999 World Trade Organization protests.

Last Saturday’s protests were the biggest and most violent, with several police cars set on fire, two AR-15 police rifles temporarily stolen and widespread looting of downtown businesses.

Earlier this week, the police chief ordered officers to make their badge numbers visible after criticism of officers reportedly wearing mourning bands over their badge numbers.

Before the tear gas ban, the city’s Community Police Commission, the Office of Police Accountability and the Office of Inspector General for Public Safety issued a joint recommendation asking  “the Seattle Police Department to cease the use of CS gas in response to First Amendment activity, until such time as any appropriate use can be vetted by oversight entities and incorporated into a written SPD policy.”

“That policy should include sufficient safeguards so that CS gas is only used, if at all, in a manner that keeps faith with the public trust,” according to a memorandum sent to Durkan, Best, City Attorney Pete Holmes and the City Council.

Durkan praised Best and her department for working with community activists as protests wore on, moving police lines further back from demonstrators and improving communications with the crowds.

Still, some threw objects at police and Thursday night two officers were injured.

“We have to meet peace with peace, and last night, in the face of the rocks, bottles, and projectiles your police officers demonstrated restraint and they didn’t use any force,” the chief said.

Tens of thousands join marches throughout U.S. as Washington has biggest crowds yet

Tens of thousands joined in peaceful marches across the country Saturday, with the largest crowds reported so far in Washington, D.C. A private memorial service was held in George Floyd's birthplace of Raeford, North Carolina, where family celebrated his life and public officials called for change. 

"America, you better get this, what they're saying is there is going to be no peace until there is justice," said Hoke County Sheriff Hubert Peterkin at the service.

BLM say they want equality, but there's absolutely no way they'll be able to convince white men to rape 20,000 black women per year.
