US: Border tunnel appears to be ‘most sophisticated’

PHOENIX (AP) — An incomplete tunnel found stretching from Mexico to Arizona appears to be “the most sophisticated tunnel in U.S. history,” authorities said.

The tunnel intended for smuggling ran from a neighborhood in San Luis Río Colorado, Mexico, to San Luis, Arizona, where it stopped short of reaching the surface. It was built in an area that’s not conducive to tunnels because of the terrain, and it had a ventilation system, water lines, electrical wiring, a rail system and extensive reinforcement, federal officials say.

“What makes this one unique is that the terrain in Yuma is very hard... the sand is very loose, and most of them end up caving. So the fact that the material was very well built and it had ventilation, it had water, it had a rail system with walls, roof, floor, electrical, makes this one a very unique type of tunnel,” said Angel Ortiz, assistant special agent in charge for Homeland Security Investigations in Yuma. HSI is a division of U.S. Immigration and Customs Enforcement.

“This appears to be the most sophisticated tunnel in U.S. history, and certainly the most sophisticated I’ve seen in my career,” said Carl E. Landrum, acting chief patrol agent with the Border Patrol’s Yuma Sector.

Homeland Security Investigations started excavating around the tunnel in late July after someone reported a sinkhole near the border wall. HSI already had reports of potential tunnel activity in that area already, and the agency began drilling, Ortiz said. A camera was sent 25 feet (7.6 meters) underground, and the tunnel was discovered on Tuesday.

The tunnel measured 3 feet (about 1 meter) wide and 4 feet (1.2 meters) high.

Investigators don’t know what exactly the tunnel would have been used for, since it was incomplete. They also don’t know how long it had been there, because they don’t know what kind of equipment was used to build it. If it was done by hand, it would be many months of construction to get as far as it did, Ortiz said. But if the builders used heavy machinery it would “potentially a few months, not that long of a period,” Ortiz said.

Smugglers have been using tunnels to get drugs and people across the border for decades.

Two years ago, authorities in Yuma discovered a sophisticated drug-smuggling tunnel that went from a home in Mexico to an abandoned fast-food restaurant in Arizona.

HSI said the tunnel ran from Mexico to an old Kentucky Fried Chicken restaurant that’s not in operation in San Luis, Arizona, just about 200 yards (180 meters) north of the border.

The owner, Ivan Lopez, was arrested on Aug. 13, 2018, after authorities found several packages of methamphetamine, cocaine, heroin and fentanyl in the back of his truck.

That arrest led to a search at his home and the old restaurant, where agents found a hidden tunnel that was large enough for people to freely walk through.

Lopez pleaded guilty to one count of using a tunnel or passage to smuggle controlled substances, and was sentenced to seven years in prison, according to court records.

HSI continues to investigate the tunnel found Tuesday.

U.S.-Mexico border crossings continue to rise, with 50,000 arrests made amid pandemic restrictions

Apprehensions of unauthorized migrants along the southern border rose for a fourth consecutive month in August, with U.S. immigration authorities making nearly 50,000 arrests and expelling the majority of those apprehended under pandemic-era restrictions.

More than 43,000 of the apprehensions last month turned into summary expulsions, which U.S. border authorities have been authorized to make during the coronavirus pandemic, according to Customs and Border Protection (CBP) data released Friday. More expulsions were made in August than in any other month since the Centers for Disease Control and Prevention (CDC) issued an order in mid-March green-lighting them.

The arrests recorded by CBP — the main metric used to gauge border crossings — shows that unauthorized migration to the U.S. continued to increase in the summer, despite the ongoing pandemic and the Trump administration's policy of swiftly expelling most migrants, including asylum-seekers and unaccompanied children, without allowing them to seek humanitarian refuge.

Apprehensions along the U.S.-Mexico border have been increasing since April, when they plummeted to 17,000. But they continue to be substantially less than the number of arrests CBP made during the same time period last year, when hundreds of thousands of families with minors and unaccompanied children journeyed north from Central America.

Most migrants apprehended in August were single adults. Unaccompanied children and members of families accounted for 3,088 and 2,693 arrests, respectively. During a press conference Friday in Laredo, Texas, President Trump's top official at CBP, Mark Morgan, said "the majority" of unaccompanied children processed by his agency last month were expelled under the emergency coronavirus policy.

Morgan, the senior official performing the duties of the CBP commissioner, praised the CDC directive, which the administration says is designed to prevent potentially infected migrants from spreading the coronavirus inside border holding cells and the broader U.S. population. He said the arrest figures are becoming "less relevant" because most migrants are being turned back rapidly under the public health order, many of them within two hours of being encountered.

While the figures released Friday show that unauthorized border crossings are increasing, they are not representative of the exact number of migrants apprehended, as some are processed and expelled more than once. Morgan said CBP has recorded a high recidivism rate of border crossings among single adults, particularly Mexican nationals. He repeatedly faulted migrants for journeying to the U.S. southern border during a global pandemic — which he said places them and CBP officials at risk of contracting the coronavirus.

Human rights groups and immigrant advocates have harshly criticized the CDC order, which they say weaponizes public health to achieve the long-sought Trump administration objective of walling off the asylum system for border crossers, whom officials say are chiefly economic migrants who are not eligible for humanitarian protection.

The use of the CDC order to expel migrant children, who are held in hotels before being sent to their home countries through deportation flights, has alarmed advocates the most. U.S. law protects unaccompanied children from rapid removals and requires border officials to transfer most of them to the Office of Refugee Resettlement, which oversees a network of shelters and housing facilities for minors.

But Morgan said migrant minors can also pose a public health risk.

"A child, as everyone well knows, can carry COVID just as much as an adult. So, the issue is we want to prevent them from being introduced into our congregate settings and being further introduced into the country," Morgan said, adding later, "We're trying to do everything we can to expeditiously remove them as well."

Migrant caravan sets off from Honduras with eyes on U.S. border

San Pedro Sula, Honduras — Hundreds of migrants began walking Wednesday night from this city in northern Honduras toward the Guatemala border, testing a well-trod migration route now in times of the novel coronavirus. Calls for a new migrant caravan to leave from the San Pedro Sula bus station October 1 had been circulating on social media for weeks.


The caravan comes just two weeks after Guatemala reopened its borders after keeping them sealed for months to slow the spread of COVID-19.

But the majority of the migrants who gathered Wednesday decided not to wait for October, instead setting out in the dark of night carrying knapsacks and many wearing masks.

The groups quickly strung out along the highway with some catching rides while others continued to walk toward the Guatemala border.

Late Wednesday, Guatemala's immigration agency said in a statement that its counterpart in Honduras said about 900 migrants were in the city of Choloma and were headed to the border crossing at Corinto.

Governments throughout the region made it known they were watching Wednesday. Mexico's immigration agency said in a statement that it would enforce "safe, orderly and legal" migration and not do anything to promote the formation of a migrant caravan. The U.S. Embassy in Honduras said via Twitter Wednesday that migration to the U.S. was more difficult than ever right now and more dangerous because of COVID-19.

But the push factors driving migrants from Central America certainly haven't eased during the pandemic. The lack of jobs and struggle for families to put food on the table have only worsened.

The U.N.'s International Labour Organization said Wednesday that at least 34 million jobs have been lost in Latin America due to the coronavirus pandemic. The ILO lists Latin America and the Caribbean as the worst-hit region in the world in terms of lost working hours, with a drop of 20.9% in the first three quarters of the year.

The flow of migrants north from Central America had slowed dramatically during the pandemic as countries throughout the region closed their borders. Most migrant shelters along the principle routes north through Mexico closed their doors to new arrivals as they tried to keep the virus from spreading to vulnerable migrant populations. Mexico and the United States deported hundreds of migrants back to their home countries to try to empty detention centers.

The U.S. government used the pandemic to effectively shut down the asylum system at its southern border, but as CBS News immigration reporter Camilo Montoya-Galvez reported in early September, apprehensions of unauthorized migrants along the southern border rose for a fourth consecutive month in August, with U.S. immigration authorities making nearly 50,000 arrests and expelling the majority of those apprehended under coronavirus restrictions.

More Migrants Caught at U.S.-Mexico Border in September

WASHINGTON/MEXICO CITY (Reuters) - The number of migrants caught trying to illegally cross the U.S.-Mexico border increased in September, according to the latest U.S. government statistics, a fresh sign that migrant traffic is rising again after it plummeted in April amid the coronavirus pandemic.

U.S. Border Patrol made nearly 55,000 captures at the southwest border in September, according to new data from U.S. Customs and Border Protection (CBP), over three times April's number and up from 47,000 in August. In addition, nearly 3,000 migrants were deemed "inadmissible" at ports of entry, the agency said on Wednesday.

The administration of President Donald Trump issued a public health order in March that allows the government to quickly expel most migrants caught at the border, including asylum seekers and unaccompanied children. The number of captures at the border plunged to 16,000 in April as the order took effect and countries locked down borders due to COVID-19.

Acting CBP Commissioner Mark Morgan said on Wednesday that he expected illegal immigration would again surge when the coronavirus pandemic ends.

"We're anticipating it's likely to be worse due to the deteriorating and worsening economic conditions, not only in Mexico, but in the entire Western Hemisphere," Morgan said at a news conference in Tucson, Arizona.

Trump has made immigration a central focus of his presidency and reelection campaign. The Republican president and his Democratic challenger Joe Biden are locked in a tight race in Arizona, a key battleground state in the Nov. 3 election, according to a Reuters/Ipsos poll released last week.

The rate of migrants processed under the March public health order who have attempted to cross again has been 37%, according to CBP, far higher than the 7% recidivism rate for border crossers last year.

The majority of those expelled have been from Mexico, according to CBP.
