Racism declared a public health crisis in Ohio's most populated county

Officials in Ohio have declared racism a public health crisis in the state's most populated county.

Commissioners in Franklin County passed a resolution Tuesday that makes the declaration, as well as vows to support community efforts on racism and ensure that board commissioners will work under "antiracism principles."


The resolution was in the works well before the novel coronavirus crisis, according to officials.

“Racism has been a pandemic long before the current coronavirus pandemic,” Commissioner Kevin L. Boyce said in a statement. “Our declaration today is important, but it’s not saying anything that hasn’t been apparent for a long time. COVID-19 has highlighted the health divide between black and white Ohioans, however, and I hope that it can be the catalyst we need to reform the whole health system so that it works for all of us equally.”

The declaration describes race as a "social construct with no biological basis." It also identifies two types of racism: individualized racism and systemic racism.

Individualized racism is described as internal, while systemic racism is referred to as a system that gives opportunities and assigns a person's value based on how they look.

The commissioners said both types of racism, not race, have led to "persistent discrimination and disparate outcomes" between white people and people of color. Housing, education, employment and criminal justice were explicitly named as areas of life where discrimination is seen.

Racism has also been linked to worse health outcomes, according to the commissioners.

Black people have been infected with the novel coronavirus and are dying at a disproportionate rate across the country, according to an ABC News analysis of data from several states.

In Franklin County, white residents make up 67% of the population of 1.3 million, according to the U.S. Census Bureau. Black residents make up 23%, yet it is black people who are hospitalized at twice the rate of other demographic groups and preliminary data in Ohio suggests they are dying at a disproportionately higher rate from the disease, according to the commissioners.

“Nothing is more important than the health and wellbeing of our residents,” Board of Commissioners President John O’Grady said in a statement. “Our community’s success depends on all Franklin County residents being able to share in it, but right now we have a system that is resulting in different outcomes for people based on the color of their skin. That’s not acceptable.”

The declaration by the commissioners, which was part of their 2019 Rise Together Blueprint for addressing poverty in Central Ohio, comes about a week after the Franklin County Board of Health passed a similar resolution.

“Racism may be intentional or unintentional,” Joe Mazzola, the Franklin County health commissioner, said in a statement. “We must address injustices caused by racism and we must support actions at all levels to ensure equal opportunity for all.”

The county's public health agency noted that racism and segregation in Ohio and Franklin County have "exacerbated a health divide resulting in Black Ohioans having lower life expectancies than White Ohioans."


Black residents are more likely than other races to die prematurely (before the age of 75), they have a nearly three times higher rate of infant mortality, and they are more likely to be overweight or obese and have adult onset diabetes, according to the Franklin County Board of Health.

“Hundreds of years of systemic racism, from slavery to segregation, redlining to Jim Crow, and discrimination in housing, finance, and education, some of which persists today, have led to predictable inequities,” Commissioner Marilyn Brown said in a statement. “We won’t solve these things overnight, but it’s important to start by recognizing them and beginning to work purposefully for change.”

Biden staff donate to group that pays bail in riot-torn Minneapolis

WASHINGTON (Reuters) - Campaign staff for Democratic presidential candidate Joe Biden are advertising their donations to a group that pays bail fees in Minneapolis after the city’s police jailed people protesting the killing of a black man by a white police officer.

At least 13 Biden campaign staff members posted on Twitter on Friday and Saturday that they made donations to the Minnesota Freedom Fund, which opposes the practice of cash bail, or making people pay to avoid pre-trial imprisonment. The group uses donations to pay bail fees in Minneapolis.

Biden campaign spokesman Andrew Bates said in a statement to Reuters that the former vice president opposes the institution of cash bail as a “modern day debtors prison.”

But the campaign declined to answer questions on whether the donations were coordinated within the campaign, underscoring the politically thorny nature of the sometimes violent protests.

Bates instead pointed to Biden’s comments that protesters have the right to be angry but that more violence won’t solve justice problems.

President Donald Trump’s re-election campaign on Saturday said it was “disturbing” that Biden’s team “would financially support the mayhem that is hurting innocent people and destroying what good people spent their lives building,” in an email about the Reuters story that called for Biden to condemn the riots.

Trump, a Republican who has described himself as a “law and order” president, on Friday called protesters “thugs,” and on Saturday said states and cities must get “much tougher” on anti-police protests or the federal government will step in by using the military and making arrests.

Trump has also expressed sympathy over the case of George Floyd, who died on Monday after a police officer pinned him to ground by kneeling on his neck.

It is unclear how many people have been jailed after four nights of protests. Minnesota Governor Tim Walz on Saturday said many of those arrested have been from out of state.

Minnesota could be critical in determining the winner of the Nov. 3 presidential election.

The Democratic candidate in the 2016 election, Hillary Clinton, narrowly won the state by a 1.5 percentage point margin. Trump hopes to win the state this year and held a large rally in Minneapolis in October.

Trump has struggled to attract African American voters, with only 8% of African Americans voting for him in 2016, according to a Reuters/Ipsos Election Day poll. However, a nationwide decline in black voter turnout in 2016 was widely seen as contributing to Trump’s victory.

Biden’s campaign staff, in their Twitter posts, called attention to U.S. inequities based on race and income.

“It is up to everyone to fight injustice,” Colleen May, who identified herself as an campaign organizer for Biden in South Carolina, Wisconsin and Florida, said in a Twitter post that included an image of her receipt from donating $50 to the Minnesota Freedom Fund.

Protesters tried to remove a Confederate monument in Birmingham. The mayor told them he would finish the job

(CNN)The mayor of Birmingham, Alabama, is vowing to remove a 115-year-old Confederate monument from a public park after protesters attempted to tear it down.

Demonstrators at Linn Park took aim at the Confederate Soldiers & Sailors Monument, dedicated in 1905, on Sunday during a protest over systemic racism and police brutality in the aftermath of George Floyd's death.

As some attempted to tear down the 52-foot-tall obelisk, (Black) Birmingham Mayor Randall Woodfin arrived at the scene. He pleaded with demonstrators to disperse before police came to make arrests, saying that he understood their anger and would have the monument removed.


"Allow me to finish the job for you," Woodfin said in video captured by CNN affiliate WIAT.

Cities extend curfews for another night in an attempt to avoid violent protests over George Floyd's death

The park is home to memorials including the veterans monument and a statue of Confederate sailor Charles Linn, installed in 2013. The former has been the subject of a lengthy legal battle between the city of Birmingham and the state of Alabama.

The demonstration began as peaceful rally in downtown Birmingham, eventually moving to Linn Park after comedian Jermaine "FunnyMaine" Johnson suggested during a speech earlier that day that protesters meet him there.


Protesters in the park toppled the statue of Linn and spray-painted and chiseled the base of the obelisk monument, according to AL.com.

Some protesters pressed Woodfin by calling on him to remove the memorial the same night. Chants of "no justice, no peace" continued after Woodfin's pleas.

After protesters eventually dispersed from the park, riots erupted downtown and resulted in property damage and fires to businesses, WIAT reported.

Mayor declares state of emergency

The chaos prompted Woodfin to declare a state of emergency on Monday and a institute a nightly curfew until further notice, becoming one of at least 40 cities across the US in implementing curfews amid protests.

"Birmingham, this is not us," Woodfin said at a news conference on Monday. "This is not who we are. This is not how we taught the world how to protest."

"Violence, looting and chaos is not the road to reform and anybody that's doing the looting, anybody that's breaking things just because, anybody that's setting fires just because, I want to make this very clear to you. You're not doing that in the name of reform or George Floyd. You're on a different agenda that the City of Birmingham will not tolerate."

Alabama Supreme Court says the city of Birmingham broke the law when it covered a Confederate monument with plywood

Woodfin also addressed plans to remove the Confederate monument, although he did not specify when exactly it would come down.

"In order to prevent more civil unrest in our city, I think it is very imperative that we remove this statue that's in Linn Park," he said.

In 2017, Alabama enacted a law directed at local governments that bars the removal, renaming, removal and alteration of monuments, memorial streets, memorial buildings and architecturally significant buildings located on public property for 40 or more years.

Woodfin said he recognized that the state attorney general's office could bring a civil suit against the city for taking down the monument, but that the costs would be worth it.

"If there's a judgment rendered from the judge, then we should be held accountable," Woodfin said. "And I believe I am willing to accept that, because that is a lower cost than civil unrest in our city."

The city of Birmingham had previously tried to cover up the inscription on the base of the Confederate monument by building a black wooden box it, resulting in a lawsuit brought by the state attorney general.

Alabama's Supreme Court ultimately ruled that the city's actions violated state law and hit the city with a $25,000 fine.

If the black plague isn't responsible, who is?  To me it looks like the majority of rioters are colored and it's definitely in their communities. Will the niggers ever be held accountable for their actions?

Newsom: ‘The Black Community Is Not Responsible For What Is Happening’

Following a weekend of riots and protests across California and the country, Gov. Gavin Newsom resolved to “do better” for black Californians to address systemic racism.

“The black community is not responsible for what is happening in this country right now,” Newsom said. “We are. Our institutions are responsible.”

Newsom did not propose specific changes, but promised protestors and black Americans he had heard their anger and frustration and committed to “own up to our own responsibility” to respond accordingly.

“Program passing [is] not problem solving,” he cautioned. “You gotta change hearts, minds, you gotta change culture — not just laws.”

Newsom held his press conference Monday at the Genesis Church in Sacramento, where he met with pastor Dr. Tecoy Porter and other community leaders earlier Monday to discuss what Porter called “the double pandemic” of COVID-19 and racism.

The governor said leaders including himself “have been paying lip service” to African American communities “for generations.”

“We indulge on the margins but we don’t systemically, foundationally, address the root of these issues,” he said. “We prune. We don’t tear out the institutional racism from all of our institutions, large and small.”

“You matter,” Newsom said to demonstrators. “You’re right to feel the way you are feeling. We as a society have a responsibility to you to be better and to do better.”

But the Democratic governor condemned violence and property damage as “not serving the greater good.”

“The looting, the violence, the threats against fellow human beings  —  that has no place in this state and in this nation,” he said.

The governor said more than 4,500 California National Guard troops were ready to deploy to cities and counties that request assistance preventing violence, vandalism and theft.

Over the weekend, Newsom activated the National Guard to respond to violence in Los Angeles. He said troops would be held back until they are requested by local leaders. Sending in the National Guard “without collaboration” is “a recipe for more problems,” Newsom said.

Newsom also dismissed a call with President Donald Trump and other governors earlier Monday as “noise.”

“I have a choice,” he said. “I could be part of the daily back-and-forth in the news cycle and to continue to perpetuate the problems in this country ... or I could choose to focus a message that I think is so much more powerful.”
